In the Gaza Strip, the IDF opens fire on Palestinians collecting rubble along the n. border fence, wounding 1 child. IDF forces make a brief incursion to Gaza to level land nr. Rafah. In the West Bank, Jewish settlers uproot around 190 olive trees in Qusra village nr. Nablus and attack villagers. Settlers also enter Bayt Umar village nr. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. In both cases, clashes begin after forces enter the communities and are met with protests and stonethrowing. The IDF patrols in 1 village nr. Tulkarm in the afternoon, and in 3 villages nr. Jenin and 1 village each nr. Qalqilya and Tulkarm at night; conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Bethlehem and Jenin at night. The Palestinian Central Bureau of Statistics says that the population of Palestinians around the world totalled 11.6 m. in 2012, with 2.7 m. in the West Bank, 1.7 million in the Gaza Strip, 1.4 million in Israel, and around 6 million in the Middle East and worldwide. (MNA 12/31)

Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM. Earlier, Likud MK Tzipi Hotovely said that the PM’s 2009 statement had been a tactical maneuver designed to placate the international community. (ToI 12/31)

Israeli security forces evacuate the unauthorized settler outpost of Oz Zion in between Ramallah and Jerusalem, removing right-wing activists who were still on site. (ToI 12/30)

At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

A team from the Gaza Strip-based Ministry of Justice visits Cairo for discussions with Egyptian officials on the terms of the truce agreement with Israel and other matters. Meanwhile, the 1st shipment of gravel for private construction since 2007 enters Gaza (see 12/26). (MNA 12/30; REU 12/30)

Israel’s Supreme Court overturns the ban the Central Elections Comm. imposed (see 12/19) on MK Haneen Zoabi (Balad) participating in the next elections. (Guardian 12/30)

Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. In addition, Israel’s Defense Ministry advances plans to build 523 homes in Giva’ot settlement in the Gush Etzion bloc, though this plan is long-standing and unrelated to the recent high-profile construction announcements tied to the Palestinian bid at the UN. The IDF announces that it will issue permits to around 500 Christian Palestinians from the Gaza Strip to visit Bethlehem for Christmas. Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Israel’s Central Elections Comm. votes to disqualify MK Haneen Zoabi, from Balad party, from running in the forthcoming elections, a decision based largely on her participation in the 2010 Gaza flotilla. (HA 12/19)

Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel. Palestinian pres. Mahmud Abbas heads to New York ahead of the expected 11/29 UNGA vote on a resolution to upgrade the status of Palestine to a non-member observer state. PA officials express optimism about the anticipated level of European support, and also say they do not take seriously threats from Israel that the PA will be punished for pursuing the initiative. The Palestinians circulate a revised draft resolution. Behind the scenes, Israeli and U.S. officials press the Palestinians to tone down the wording of the text (see Quarterly Update in JPS 167 for details). Israeli diplomatic officials now say that Israel’s response to the bid will depend on what Abbas does with the upgraded status. Israeli DM Barak (Independence party) announces he will leave political life after the national elections scheduled for 1/22/13. Likud primaries are held and result in a win for the more hard-line wing of the party, including an almost guaranteed Knesset seat for far-right activist Moshe Feiglin. Mins. Benny Begin, Dan Meridor, and Michael Eitan all fail to make the top 10 places on the party’s slate. (HA, REU, ToI 11/26)

Egyptian mediators begin separate talks with Hamas and Israel about fleshing out and implementing the details of the cease-fire. Palestinian demands reportedly include the opening of more Israeli crossings into the Gaza Strip. (JP, REU 11/26)

In Gaza, 2 Palestinian civilians die from wounds sustained during Israel’s Operation Pillar of Defense, raising the comprehensive Palestinian death toll to 164. During the day, the IDF opens fire on Palestinian civilians approaching the border fence nr. Khan Yunis, lightly injuring 1. The IDF also opens fire on Palestinian civilians and farmers staging a march to the border fence e. of Jabalya to protest Israel’s imposition of a ‘‘no-go’’ buffer zone, injuring 2. In the West Bank, the IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jenin and 1 village nr. Tulkarm in the afternoon, and 1 village nr. The Israeli NGO Peace Now states that the Jerusalem municipality has approved plans for a new neighborhood for retired police and soldiers in the East Jerusalem district of Sur al-Bahir. (AFP 10/29)

The Israeli media report that over the previous few months, the Israeli security agency Shin Bet has arrested around 30 Hamas activists in the West Bank on suspicion of rebuilding the organization’s infrastructure. (NYT, YA 10/29)

IDF troops on the Gaza border fire shells nr. Gaza’s Islamic Martyrs cemetery at night, causing no reported injuries. In the West Bank, the IDF conducts latenight house searches and arrest raids in Hebron and 2 villages and the al-Fawar r.c. nearby; invades 1 village nr. Hebron to demolish a home, arresting a resident and firing tear gas and rubber bullets at stone-throwing Palestinians who confront them. (PCHR 11/8)

U.S. amb. to the UN Susan Rice says that the Palestinian bid for non-member state observer status would ‘‘jeopardize’’ the peace process and complicate efforts to resume negotiations. Rice also emphasizes the illegitimacy of Israeli settlement activity. (REU 10/15; JP 10/16)

In the West Bank, the IDF raids a school nr. Yalla village in the south Hebron Hills area, detaining students, teachers, and international activists. The IDF also raids Bayt Umar village nr. Hebron in the afternoon, firing tear gas at stone-throwing Palestinians; at night, the IDF raids and imposes a curfew on Azun village nr. Qalqilya that lasts until the next day, and conducts house searches and arrest raids in 2 villages nr. Nablus and Balata r.c. The UK newspaper the Guardian cites reports by the UN and a coalition of Israeli human rights groups on settler violence during the olive harvest that notes that 850 trees were vandalized in the harvest’s 1st week. Three unidentified gunmen enter Israel from the Egyptian Sinai nr. Mount Harif, where Israel’s new border fence is currently under construction. They are killed in an exchange of gunfire with IDF soldiers that also leaves 1 IDF soldier dead. (HA, MNA, REU 9/21)

Israel’s opposition leader MK Shaul Mofaz (Kadima) says that Israel will not attack Iranian nuclear sites this year and that the U.S. must take the lead in any attack on Iran. (MNA 9/21)

The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

After 2 weeks of unsuccessful efforts to draft plans that would integrate ultraOrthodox Jews and Palestinian citizens of Israel into the Israeli military, Kadima head Shaul Mofaz quits PM Netanyahu’s governing coalition; Netanyahu does not try to dissuade him. Analysts believed the decision (e.g., NYT 7/19) hurts both Kadima and Likud, and might hasten early elections. (NYT 7/18, 7/19)

Fmr. Israeli government attorney David Scharia is named the UNSC’s chief counterterrorism lawyer, marking the first time that an Israeli has been appointed to a security post within the UN Secretariat. (WP 7/18)

Palestinian, Israeli, and international activists hold a nonviolent march fr. Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan. Meanwhile, the Knesset passes an amendment to an existing law to discourage infiltrators that makes it legal to detain illegal migrants and their children for up to 3 yrs. without trial. Though directed at African migrant workers attempting to enter Israel fr. Egypt, Israeli rights groups fear the measure could be used to detain refugees fleeing violence in Syria. (NYT 1/11)

In the West Bank, the IDF patrols in Jericho, neighboring ‘Ayn al-Sultan r.c., and 1 village nr. Ramallah in the morning; 2 villages nr. Jericho and Ramallah in the afternoon; and 2 villages nr. Jenin and 1 nr. Ramallah late at night. The IDF also conducts arrest raids, house searches, and interrogations in and around Qalqilya, and nr. Hebron, Jenin (arresting senior Islamic Jihad mbr. Usama Shalabi), and Tulkarm. Israeli municipal authorities in Jerusalem post notices signaling the planned implementation of a 9/2011 decision to confiscate 13 d. East Jerusalem property in Wadi al-Juz located between Hebrew University and the Palestine Archaeological Museum; the decision would displace 170 Palestinian stores employing some 700 workers. A bill proposed by MK Danny Danon passes in the Knesset requiring that any Palestinian prisoner granted early release by the president who commits another crime (misdemeanor or felony) be rearrested and made to serve the remainder of his or her original sentence. (JPI 1/13)
