In East Jerusalem, Israeli forces demolish 3 agricultural containers and a steel structure, as well as parts of a store in Silwan. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump. Trump himself tweets, “Stay strong, Israel, JANUARY 20 is approaching fast.” PA pres. Abbas says that he would be open to restarting peace talks with Israel as long as the Israeli govt. freezes settlement growth and upholds previous agreements. A senior PLO official says that the Palestinian leadership wants the ICC to “expedite” its preliminary examination of alleged war crimes committed during Israel’s assault on Gaza in 2014 and “proceed to opening a full investigation” into Israeli settlements in the wake of the 12/23 UNSC res. condemning them. A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces prevent mourning Palestinians from burying a recently deceased woman in the Bab al-Rahma cemetery nr. the Old City. In the West Bank, IDF troops arrest 11 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Bethlehem, Qalqilya, and Hebron; and patrol nr. At the Saban Forum at the Brookings Institute in Washington, Israeli defense minister (DM) Avigdor Lieberman says that the Knesset should postpone work on the so-called regulations bill, which would retroactively authorize all of Israel’s illegal settlement outposts in the West Bank, including Amona, until U.S. pres.-elect Donald Trump takes office. “The key to the future of the settlements is reaching understandings with the U.S. on this issue,” he says. Joint List members of the Knesset (MKs) Basel Ghattas and Ayman Odeh join hundreds of Palestinians in the bedouin village of Umm al-Hiran nr. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

PA pres. Abbas addresses the UNGA in New York City and pledges to present the UN Security Council (UNSC) with a res. condemning Israel’s settlements in the West Bank. Israeli PM Netanyahu also addresses the UNGA in New York, reaffirming his pledge to resist any UN attempt to dictate the terms of a res. to the Israeli-Palestinian conflict and welcoming the “spirit” of the Arab Peace Initiative. Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Israel’s Knesset passes into law, 62–45, the so-called Suspension Bill, allowing 70 MKs, including 10 from the opposition, to initiate a procedure that would suspend 1 of their colleagues. As its closure of Hebron and its surrounding district continues, the IDF conducts raids in and around the city, arresting 6 Palestinians, destroying some property, and sparking clashes in both Dura and Sa‘ir (2 Palestinians are injured). IDF troops arrest 11 Palestinians during further raids and house searches in Qalqilya, and nr. Bethlehem and Jenin; and patrol during the day nr. Jenin, Ramallah, and Qalqilya. Israel’s Knesset passes the so-called NGO bill into law, 57–48, following a 6-hour debate in which opponents of the bill cited numerous international reports criticizing the bill’s chilling effect on freedoms of speech. Inter alia, the law requires NGOs receiving more than 50% of their budget from public foreign entities to reveal the sources of their funding in all communications with public officials, on TV, newspapers, billboards, and online. The IDF maintains the closure on Bani Na‘im village and the restrictions on Palestinian movement in Hebron and the surrounding district that have been in place since the settler shooting on 7/1. Meanwhile, IDF troops arrest a Palestinian in c. Hebron when she is found to have a knife. Meanwhile, the IDF patrols in 7 villages nr. Hebron and 2 nr. Ramallah. In Gaza, Hamas announces that 1 of its fighters has succumbed to injuries sustained in a confrontation with Israeli forces along the border on 5/8/2015. The Israeli press reports that the Israeli Finance Ministry submitted a request to the Knesset Finance Comm. to add NIS 40 m. (approx. $10 m.) to the budget allocated for security for Israeli settlers in East Jerusalem this year. The request brings the total expenses for security in East Jerusalem to NIS 94.5 m (over $20 m.) this year, equaling the amount spent in all of 2015. (HA 7/7)

In an unusual incident in Ramallah, 9 Israelis try to visit a Palestinian’s home for a fastbreaking meal, but stone-throwing Palestinian youths block them and set their vehicle on fire. Hebron and Ramallah throughout the day. Israeli forces deliver stop-work orders to 2 residential buildings under construction and demolition notices to 4 structures nr. Hebron. In East Jerusalem, Israeli forces arrest 15 Palestinians during late-night raids in Ras al-Amud, Silwan, Qalandia r.c., and Wadi al-Juz. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs. Later, PM Netanyahu pledges to expel Zoabi from the Knesset. (HA, JP, YA 6/29).

Following pressure from the Israeli NGO Adalah, Israeli police make public portions of their new rules of engagement, approved by Israel’s atty.-gen. in 9/2015 amid the surge of violence. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

The Israeli cabinet unanimously approves Yisrael Beytenu chair Lieberman as DM; the Knesset approves his appointment in a 55–43 vote, and he is then sworn in. In a press conference following the vote, PM Netanyahu welcomes Egyptian pres. al-Sisi’s 5/17 speech calling for a return to Palestinian-Israeli peace talks predicated on the Arab Peace Initiative, stating that the initiative has some “positive elements.” His embrace of the Arab Peace Initiative is widely viewed as a ploy to deflect allegations that he has formed the most rightwing govt. in Israeli history and has no intention of making peace with the Palestinians. Late at night, Gazan fighters affiliated with the Salafi group Ajnad Bayt al-Maqdis fire 4 rockets toward Israel. All fall short of the border except 1, which lands in an open area in s. In a statement claiming responsibility for the attack, the group explains that it was hoping Israel would retaliate against Hamas, which has been suppressing Salafi groups in Gaza over the past year. Israeli DM Moshe Ya’alon announces his resignation from the Defense Ministry and the Knesset, following PM Netanyahu’s public offer (5/18) for Yisrael Beytenu chair Lieberman to replace him as DM. Likud’s Yehuda Glick, the leader of the messianic Temple Mount movement, will replace Ya’alon in the Knesset. Israel’s Knesset passes a 1st reading of 2 bills that would create economic incentives for settlement growth. The 1st would reduce bureaucratic restrictions on home purchases in settlements, preventing settlers from paying taxes to both the govt. and the Civil Admin. The 2d would entitle settlers to tax breaks as long as they are eligible for a grant promoting capital investment. (HA 3/29)

In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Citing senior Israeli officials, Haaretz reports that the Israeli govt. and the PA have been holding secret negotiations over the past mo. with the goal of gradually restoring PA security control over cities in the West Bank and ensuring continued security coordination. Israel’s Knesset passes the 2d and 3d readings of an amendment designed to deter Israelis who transport, employ, or otherwise accommodate Palestinians who work in Israel illegally. The measure, advanced by Public Security Minister Gilad Erdan, passes by a vote of 44–16. (TOI 3/14)

IDF activity centers on Qalandia r.c. nr. Ramallah. After Palestinians throw stones and a firebomb at an IDF vehicle in the camp (the IDF says 2 soldiers drove into the camp by accident), the Israeli army implements its Hannibal Directive, an order authorizing overwhelming force to stop a soldier from being taken captive. Over the complaints of the Joint List, the Knesset’s Law, Constitution, and Justice Comm. approves, with 7 of 15 mbrs. in favor, the “Suspension Bill,” which would allow a member of Knesset (MK) to be suspended by a 3/4ths vote from his or her colleagues. In Gaza, a Palestinian worker dies in a tunnel leading to Egypt in unclear circumstances. Residents of the area say he was repairing a section of the tunnel that had been damaged by Egyptian forces when it collapsed. In Israel, an unidentified assailant stabs and injures an Israeli Jewish youth in Ramla, then flees the scene. The Israeli police later arrest a Palestinian in connection with the attack. In the West Bank, Israeli forces issue 11 stop-work notices to homes and agricultural structures under construction nr. Salfit and Hebron. On the 2d day of Palestinian national reconciliation talks in Doha, Hamas and Fatah officials reach a tentative agreement. They pledge to form a new unity govt., prepare for a new round of presidential and parliamentary elections, and reaffirm their commitments to previous agreements.
