IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

An Islamic Jihad fighter in Gaza succumbs to injuries sustained while fighting the IDF in 2006. Meanwhile, dozens of Gazans gather in front of UNRWA’s offices in Rafah to protest a perceived lack of support. In s. Israel, Israeli police raid a slaughterhouse in a village nr. Beersheba, arresting more than 100 Palestinians from the West Bank working without proper permits. In the West Bank, Israeli forces deliver a stop-work order to a workshop under construction nr. Hebron. IDF troops conduct late-night house searches and raids in and around Ramallah, Qalqilya, Hebron, Nablus, and Jenin, arresting 19 Palestinians and issuing arrest summons to 2; patrol nr. Israeli PM Netanyahu instructs Defense Minister (DM) Moshe Ya’alon to stop returning to the PA or their families bodies of Palestinians killed after committing serious crimes against Israelis. Sources in Netanyahu’s office refuse to comment on his motivation. (ALM, JP 3/28; HA, TOI 3/29)

A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). Other reports say that the talks produced only 1 agreement: to not discuss the talks with the media. (TOI 3/28; JP 3/29)

In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. Ya’alon says he will continue his efforts to reduce the number of Palestinians entering Israel illegally. (HA, MNA, NYT, TOI, YA 5/20) 

EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. The Palestine Liberation Organization (PLO) releases a statement condemning the “nation-state” bill that Israel’s cabinet passed on 11/23. PA Pres. Abbas and Israeli pres. Reuven Rivlin separately denounce the bill. (TOI, WAFA, YA 11/25; GDN 11/26)

The Palestinian prisoner’s club at Rimon prison declares a state of emergency after clashes on 11/24 and increasing restrictions in the prison. (PNN 11/25)

Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. Lapid says that a cabinet vote would be required for a transfer of this magnitude. (HA 11/25; IMEMC 11/26)

In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, 2 are intercepted by Iron Dome missile defense batteries and 1 causes minor damage, but no injuries. A 4th rocket fired by Palestinians lands inside the Gaza Strip, killing a child in Bayt Lahiya and injuring 3 other family mbrs. In response to the rocket fire, the IDF attacks 7 sites in the Gaza Strip, causing damage and injuring 2 police officers. Israeli military sources say that Islamic Jihad’s al-Quds Brigades are responsible for some of the rocket fire, along with smaller groups that operate independently, and often contrary to, Hamas’s authority. In the West Bank, the IDF scales back OBK, removing some of the mobile checkpoints set up in the Hebron area. Israeli DM Ya’alon says that “a large part of the operation against Hamas has been exhausted.” Meanwhile, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning, 1 village nr. Jenin in the afternoon, and in 5 villages nr. Hebron, in Jenin, and Tulkarm at night. Jewish settlers chop down olive trees and grapevines nr. PA Pres. Abbas tells Egypt’s al-Watan newspaper that “we completely reject” the kidnapping of the Israeli youth and “are sorry it happened.” Abbas also says that Israel wants a PA “without authority or power.” Israeli PM Netanyahu praises Abbas’s condemnation of the abduction. (AFP, MNA 6/24)

In the West Bank, Israeli border police shoot and kill a 26-year-old Palestinian in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, during an overnight raid. Meanwhile, a group of Palestinians in Ramallah gather to protest PA-Israel security collaboration, leading to clashes with PA security forces in which 1 bystander is killed and 2 protesters are wounded. The IDF conducts house searches and arrest raids in Nablus, Balata r.c., ‘Askar r.c. and 1 nearby village, 3 villages nr. Jenin, Hebron and al-‘Arub r.c. and 1 village nearby, and Tulkarm at night. Israeli settlers open fire on Palestinians nr. Ramallah, causing no injuries. Separately, settlers open fire on Palestinians gathered in al-Bireh for a funeral, injuring 1. The PA issues a statement announcing it has begun official procedures to request an emergency session of the UNSC in response to the ongoing Israeli operation in the West Bank, citing “collective punishment,” 5 Palestinian deaths to date, and more than 400 arrests. Meanwhile, Russia’s UN Amb. Vitaly Churkin proposes a statement to the UNSC that would condemn the Israeli operation, but it is not agreed on. Jordan’s UN reps. insist on stronger language, and U.S. Amb. to the UN Samantha Power says that agreeing to any statement criticizing Israel would be a “red line” for the U.S. (JP, MNA 6/22; AP 6/23; PCHR 6/26)

In the Israeli-occupied Golan Heights, an antitank projectile fired from inside Syrian territory kills 1 Israeli civilian, a 13-year-old child, and wounds 2 others. The targeted vehicle was delivering water for the Israeli Ministry of Defense. In response, Israeli tanks fire at Syrian army positions. Later, Israeli forces launch land and air strikes at 9 Syrian army positions, killing 4 and injuring 9, according to the Syrian Foreign Ministry. Israeli DM Moshe Ya’alon says that the Syrian govt. is responsible for the attack, adding that Israel will “respond aggressively and harshly against any provocation and violation of our sovereignty.” (AP, HA, JP, REU 6/22; AP, HA, REU, YA 6/23)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. Tulkarm, Palestinians set afire an industrial plant owned by Jewish settlers. Nr. Hebron, Jewish settlers fatally shoot a Palestinian. The IDF dep. chief of staff Moshe Ya'alon warns that if Palestinians do not stop attacking troops guarding Joseph's Tomb in Nablus, the IDF will move in even though the area is under full PA control; the IDF has taken up positions around areas A but has not crossed into them. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. In Amman, Arafat, King Abdallah discuss the Israeli-Palestinian clashes, call on Israel to pull back forces to restore calm, and urge Arab states to convene an emergency summit.
