Off the coast of Gaza nr. Dayr al-Balah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces arrest a Palestinian woman attempting to cross into Israel with a rifle nr. Qalqilya. IDF troops patrol in a village nr. Hebron, sparking clashes with stone-throwing Palestinian youths; 2 of the Palestinians are arrested. The IDF conducts late-night house searches and raids in Hebron, 1 village and al-Jalazun r.c. nr. Ramallah, and 1 village each nr. Jericho, Qalqilya, Jenin, and Nablus, arresting 7 Palestinians and confiscating property; patrols during the day in 2 more villages nr. Hebron. In East Jerusalem, Israeli forces raid the Jabal Mukabir homes belonging to the family mbrs. of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18/2014. Chair of the consultative comm. for reforming the consensus govt., al-Ahmad, canceled his 6/29 trip to Gaza reportedly due to Hamas’s negative response. (MNA 6/28; JP 6/29)

Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. There the Asad regime is slaughtering its own people every day with the support of the murderous regime in Iran.” (JP, MNA, YA 6/28; MEMO 6/29)

Israel’s FM dir.-gen. Dore Gold meets with Egyptian officials in Cairo to discuss ways to relaunch peace negotiations with the Palestinians. It is the 1st visit to Cairo of a high-ranking Israeli official since 2011. (JP, YA 6/28)

In the West Bank, an Israeli settler hits a 5-year-old Palestinian girl with his car nr. Sinjil, and she later dies of her injuries at a nearby hospital. IDF troops shoot and wound 1 Palestinian during a patrol in Salfit. The IDF conducts house searches and arrest raids in 1 village nr. Ramallah and al-Fawar r.c. nr. Israel’s DM Moshe Ya’alon departs for Washington for a 5-day visit. In a predeparture statement, Ya’alon says that no dispute should “cast a shadow” over the U.S.-Israel relationship, one “based on shared interests and values.” However, Ya’alon’s requests for meetings with VP Joe Biden, Secy. of State Kerry and National Security Adviser Susan Rice are denied. Jericho in the morning, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. Also, IDF troops bulldoze a dozen houses and agricultural buildings in the s. Israeli Defense Ministry figures obtained by NGO Peace Now show that DM Moshe Ya’alon approved construction of 3,000 housing units in West Bank settlements during the 1st 4 mos. of his term (3–7/2013). (HA 12/2)

The General Union of Palestinian Teachers launches an open strike. The union’s demands include a 2.03% increase of the cost-of-living salary, which has been deducted since the beginning of 2013. Abdul-Ghani al-Uweiei, spokesperson for the PA’s atty. gen., says that the minister of education has asked the atty. gen. to proceed with legal measures against the secy.-gen. of the teachers’ union. The Israeli army fires into Syria after its troops were shot at in the occupied Golan Heights. The original gunfire came from the Syrian side of the border, nr. Qunaytra, but it is unclear if it was intentional. No casualties are reported on either side. Separately, a Syrian mortar shell lands in Majdal Shams in the occupied Golan Heights, causing no casualties. Meanwhile, UN human rights chief Navi Pillay says that evidence collected by UN investigators implicates Pres. Asad in the commission of war crimes. (HA, REU 2/12)

The Lebanese govt. authorizes the army to take charge of security in Tripoli for 6 mos., following frequent violent clashes between supporters and opponents of Syria’s Pres. Asad. The latest round of fighting saw 12 killed and more than 100 wounded. (AP 12/2)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Jericho, and 1 village nr. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. In a meeting with Swiss FM Didier Burkhalter, Israeli PM Benjamin Netanyahu says that he intends to bring any proposed peace agreement with the Palestinians to a national referendum. Meanwhile, Israeli sources suggest that PM Netanyahu is afraid that Israel’s negotiation position would be undermined if U.S. Secy. of State John Kerry accepts the Arab League’s recent statement on borders and territorial exchange (see 4/29). Hamas leader Khalid Mishal rejects the Arab League endorsement of land swaps, and claims that the proposal is designed to find economic peace between Arab states and Israel. Meanwhile, Israel’s Justice Minister Tzipi Livni and Netanyahu’s negotiation adviser Yitzhak Molcho arrive in Washington to discuss peace process issues with Kerry. (AP, HA, MNA 5/2)

Bayt Hanun to level land and clear lines of sight along the border fence. In the West Bank, Jewish settlers cut down over 50 olive trees in Dayr Jarir village nr. Ramallah. IDF forces attack a Palestnian funeral procession in Bayt Ummar village nr. Hebron, shooting and injuring 3 mourners. The IDF patrols in al-‘Arub r.c. nr. Hebron, 3 villages nr. Hebron, 1 village nr. Hamas authorities in Gaza say that they have arrested 6 Salafists on suspicion of stealing weapons and plotting attacks. The Mujahidin Shura Council calls on the government to stop the detention campaign against its members. (MNA 5/2; PCHR 5/9)

Israel’s High Court orders DM Moshe Ya’alon to halt construction of the separation wall nr. the West Bank village of Batir, in response to a petition submitted by residents and Friends of the Earth Middle East. (HA, MNA 5/2)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)
