Off the coast of Gaza nr. Dayr al-Balah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces arrest a Palestinian woman attempting to cross into Israel with a rifle nr. Qalqilya. IDF troops patrol in a village nr. Hebron, sparking clashes with stone-throwing Palestinian youths; 2 of the Palestinians are arrested. The IDF conducts late-night house searches and raids in Hebron, 1 village and al-Jalazun r.c. nr. Ramallah, and 1 village each nr. Jericho, Qalqilya, Jenin, and Nablus, arresting 7 Palestinians and confiscating property; patrols during the day in 2 more villages nr. Hebron. In East Jerusalem, Israeli forces raid the Jabal Mukabir homes belonging to the family mbrs. of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18/2014. Chair of the consultative comm. for reforming the consensus govt., al-Ahmad, canceled his 6/29 trip to Gaza reportedly due to Hamas’s negative response. (MNA 6/28; JP 6/29)

Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. Israel’s FM dir.-gen. Dore Gold meets with Egyptian officials in Cairo to discuss ways to relaunch peace negotiations with the Palestinians. It is the 1st visit to Cairo of a high-ranking Israeli official since 2011. (JP, YA 6/28)

Jericho in the morning, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. Also, IDF troops bulldoze a dozen houses and agricultural buildings in the s. Israeli Defense Ministry figures obtained by NGO Peace Now show that DM Moshe Ya’alon approved construction of 3,000 housing units in West Bank settlements during the 1st 4 mos. of his term (3–7/2013). (HA 12/2)

The General Union of Palestinian Teachers launches an open strike. The union’s demands include a 2.03% increase of the cost-of-living salary, which has been deducted since the beginning of 2013. Abdul-Ghani al-Uweiei, spokesperson for the PA’s atty. gen., says that the minister of education has asked the atty. gen. to proceed with legal measures against the secy.-gen. of the teachers’ union. The Israeli army fires into Syria after its troops were shot at in the occupied Golan Heights. The original gunfire came from the Syrian side of the border, nr. Qunaytra, but it is unclear if it was intentional. No casualties are reported on either side. Separately, a Syrian mortar shell lands in Majdal Shams in the occupied Golan Heights, causing no casualties. Meanwhile, UN human rights chief Navi Pillay says that evidence collected by UN investigators implicates Pres. Asad in the commission of war crimes. (HA, REU 2/12)

The Lebanese govt. authorizes the army to take charge of security in Tripoli for 6 mos., following frequent violent clashes between supporters and opponents of Syria’s Pres. Asad. The latest round of fighting saw 12 killed and more than 100 wounded. (AP 12/2)

In the Gaza Strip, IDF troops conduct a limited incursion nr. al-Bureij r.c. and level land close to the border fence. In the West Bank, the IDF demolish 2 homes and a sheep barn in Barta‘a, a village nr. Jenin. The IDF conducts house searches and arrest raids in 6 villages nr. Hebron, 1 village nr. Israeli PM Benjamin Netanyahu says he is willing to launch direct peace talks with the Palestinians without preconditions, speaking at a press conference in Warsaw alongside Polish PM Donald Tusk. Meanwhile, the Israeli media report that plans are going ahead to build 675 new housing units in Itamar settlement. (HA, YA 6/12)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council.
