The Egyptian authorities partially open the Rafah border crossing, allowing a group of Palestinian Muslims to leave Gaza on their pilgrimage to Mecca. (MNA 8/27; OCHA 9/14)

Israel’s Justice Ministry announces that the Israeli settler families that took over the 2d and 3d floors of the Palestinian-owned Abu Rajab house in central Hebron on 7/25 have been ordered to leave within 1 week. Israel’s state prosecutor says that they took over the building without finalizing a legal purchase. (HA, TOI 8/27; MNA, WAFA 8/28)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. The Israeli cabinet authorized the purchase in 11/2016. (JP, JTA, TOI, YA 8/27)

In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished. Jordan suspends talks with Israel regarding the 9/2014 memorandum of understanding set to govern their $15 b. joint gas deal with U.S. company Noble Energy. Israel’s Antitrust Authority revoked its approval of the Delek Group-Noble Energy alignment on 12/23. (JP, JTA, TOI 1/4)

IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; a Palestinian child (al-Nabi Salih) and 1 Swedish activist (Kafr Qaddum) are moderately injured by tear gas canisters, and 1 Palestinian (Kafr Qaddum) is moderately injured by a rubber-coated steel bullet. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Experts describe the act as prescribing a ‘‘laundry list of security enhancements’’ for Israel (see QU in JPS 165 for details). (JTA, White House press release 7/27; WP 7/28, 7/30; Defense News 8/1)

The House votes down (185–233) a Democratic procedural motion concerning the energy appropriations bill that would have provided an additional $1 m. to the $2 m. already proposed for the U.S.-Israel Energy Cooperation programs for FY 2013 (see QU in JPS 164). The vote fell along party lines, with Republicans defeating the motion, accusing Democrats of adding money that Israel had not requested to deflect attention from their last minute inclusion of funding for pork barrel projects sought by Democratic constituents. Analysts noted (Jewish Telegraphic Agency [JTA] 6/8) that this was ‘‘at least the fourth attempt this Congress by Democrats to add pro-Israel language to a bill at the last minute’’ in order to push through approval. In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. The New York Times confirms that Hamas is in the midst of its secret politburo elections that are expected to take several months. (NYT 5/21)

Gaza border fire on Palestinian agricultural areas in al-Qarara, wounding 1 unarmed civilian more than 600 meters (m) fr. the border (well outside the 300-m IDF-imposed no-go zone). In the West Bank, the IDF patrols in Tulkarm and 2 nearby villages, 3 villages nr. Jenin, and 1 nr. Ramallah in the morning; in 2 villages nr. Qalqilya and 1 nr. Tulkarm in the afternoon (firing tear gas at stone-throwing Palestinian youths who confront them, causing no serious injuries); in Jericho and 1 village each nr. Jenin and Ramallah in the evening; and in 1 village each nr. Jericho, Qalqilya, and Ramallah late at night. Some 30,000 Israeli Jews march through East Jerusalem and the Old City to mark Israel’s 45th Jerusalem ‘‘reunification’’ day, celebrating Israel’s seizure of East Jerusalem in the 1967 war. In commemoration, Israel’s cabinet allocates $91 m. for the creation of ‘‘public spaces’’ (not identified) in Jerusalem over the next 6 yrs. to develop tourism and infrastructure. Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

The IDF conducts morning patrols in Qalqilya, 2 villages nr. Jenin, and 1 nr. Tulkarm; afternoon patrols in 2 villages nr Jenin (firing tear gas at stonethrowing youths in 1 incident), and 1 nr. Qalqilya; late-night patrols in Tulkarm and nearby Bayt Lid and in 1 village nr. Qalqilya. The IDF also enters ‘Azzoun village nr. Qalqilya in the afternoon to summon for interrogation 3 Palestinians released in the 10/2011 Shalit prisoner swap; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. In Doha, PA pres. Mahmud Abbas meets with Arab League FMs and Arab League secy.-gen. Nabil Elaraby to discuss plans to seek recognition of Palestinian statehood at the UN in 9/2011. Abbas meets on the sidelines with U.S. asst. secy. of state Jeremy Feltman. (WAFA 8/23)

The IDF carries out a late-night drone missile strike on a car nr. Rafah, assassinating the head of Islamic Jihad’s military wing Isma’il Asmar, injuring a girl nearby. Islamic Jihad responds by firing 4 Qassam rockets and several mortars into Israel, lightly wounding an Israeli infant. (Egyptian officials say that a Palestinian rocket fired fr. Rafah landed on the Egyptian side of the border, in Egyptian Rafah, injuring 1 woman.) Israel responds with 2 drone missile strikes on a suspected rocket-launching team nr. Dayr al-Balah, wounding 2 armed Palestinians. In the West Bank, IDF soldiers enter Tulkarm, randomly stopping Palestinians and checking their IDs; conduct late-night arrest raids, house searches in Hebron. Jewish settlers fr. Bet Ayn nr. Hebron uproot 10s of olive and plum trees on nearby Palestinian land. The Israeli High Court rejects an appeal by residents of al-Walaja who challenged the separation wall route on the grounds that it would cut off the village from Bethlehem, holding that the residents did not prove that the planned route would severely harm the village. The Gaza cease-fire generally holds, though unidentified Palestinians fire 4 rockets into Israel during the day, causing damage in 1 instance but no injuries. The PRCs now say (see 8/21) that they will abide by the cease-fire because it “serves the interests of the Palestinian people.” In the West Bank, the IDF raids and searches 15 houses in Hebron, arresting 1 Palestinian; patrols in 2 villages nr. Unidentified assailants attack and damage Egypt’s national gas pipeline to Israel for the 3d time in a month and the 5th time since unrest in Egypt erupted in 2/2011 (see 7/11). IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working nr. the border fence, grazing 1. In the West Bank, the IDF conducts synchronized morning patrols in 4 villages nr. Jenin; patrols in 3 villages nr. Tulkarm, 2 nr. Salfit, and 1 each nr. Jericho and Ramallah; conducts late-night arrest raids, house searches nr. Hebron. As many as 150,000 Israelis in Tel Aviv, Haifa, Jerusalem, Beersheba, and 6 other cities protest the high cost of living, demanding economic reforms, “social justice,” and “a welfare state now.” In previous days, the Histadrut, Israel’s labor federation, said it strongly supports the demonstrations. The IDF conducts arrest raids, searches in Hebron during the day and nr. Hebron, Jenin, and Nablus late at night. The Knesset fails to pass (by a vote of 28-57) 2 bills calling for parliamentary inquiries into leftwing NGOs: one bill calls for an investigation of the damage done to the IDF by left-wing NGOs that focus on IDF repression of Palestinians; the other calls for investigating the origins of foreign contributions received by left-wing NGOs. Unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel during the day (1 early in the morning and 3 late at night), causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. A Palestinian is fatally electrocuted in a smuggling tunnel on the Rafah border. In the West Bank, the IDF fires tear gas and stun grenades to disperse Palestinians staging a nonviolent march in Iraq Burin to protest confiscation of their lands for the expansion of local Jewish settlements, causing no serious injuries; conducts daytime patrols in Jericho and 1 village nr. The PLO and Fatah leaderships meet jointly in Ramallah and formally agree “to approach the UN this coming September to obtain recognition of the State of Palestine on the 1967 borders and Palestinian membership in the international community,” given that there are “no new incentives to return to negotiations.” (AP 6/26; JTA, Telegraph 6/27; HA 6/28)

Israel’s Government Press Office sends a letter to accredited foreign correspondents stating that Israel will ban entry for 10 yrs. to any foreign journalist who rides along with the Freedom Flotilla II; the Foreign Press Association denounces the decision. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF begins dismantling part of the separation wall nr. Bil‘in in keeping with a 2007 Israeli High Court ruling that the path of the wall was illegal. OCHA reports that the IDF has also begun rerouting a section of the separation wall nr. Khirbat Jabara village nr. Tulkarm in keeping with another 2007 Israeli High Court decision. The IDF also patrols in 3 villages nr. Qalqilya (holding 1 Palestinian teenager for questioning); enters Issawiyya nr. Egypt announces that as of 5/28 the Rafah crossing (closed since 1/29/11) will be open permanently, allowing Palestinians with passports to cross into Egypt from 9:00 a.m. to 9:00 p.m. daily, except for Fridays and holidays. Several high-ranking Israeli officials (including the speaker of the Knesset) attend the dedication ceremony for an apartment complex in East Jerusalem’s Ras al-Amud neighborhood as Israel’s newest Jewish settlement, Ma’ale HaZeitim. Meanwhile, IDF troops on the n. Gaza border fire warning shots at farmers who stray nr. the fence, forcing them to flee. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Israel makes an air strike on a car in Gaza City, assassinating 3 senior Hamas mbrs. (Muhammad Mahdi al-Dayah, Abdullah Lobbad, and Isma‘il Lobbad) and injuring 1 bystander. Israel claims the Hamas mbrs. were plotting to kidnap Israelis in Israel and Egypt during Passover later in 4/2011; Hamas denies that it operates outside the borders of historic Palestine but says the 3 were senior weapons developers. The DFLP says it will no longer observe a cease-fire toward Israel. In the West Bank, the IDF conducts late-night searches in Qalqilya, summoning 1 Palestinian for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 3 Palestinians (including 2 children) are arrested. Jewish settlers fr. In a Washington Post op-ed online (in print on 4/3), South African judge Richard Goldstone, head of the UN committee that investigated possible war crimes and crimes against humanity committed during OCL, says that “if I had known then what I know now,” he would have concluded that Gazan “civilians were not intentionally targeted as a matter of [Israeli] policy” and would have given more weight to crimes perpetrated by Hamas. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. The IDF also patrols in Jericho (photographing the Intercontinental Hotel) and 3 villages nr. Ramallah; conducts late-night arrest raids, house searches in and around Hebron and in Tulkarm. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In the West Bank, the IDF raids and searches Palestinian villages around Itamar settlement, particularly in Awarta village, in search for the killers of 5 settlers found murdered on 3/11, detaining at least 20 young men for questioning. At least 27 attacks on Palestinians and their property by armed Jewish settlers retaliating for the Itamar murders are reported in Nablus (10), Hebron (9), Qalqilya (6), and Ramallah (2). Incidents involved: rampaging through Palestinian areas (6 cases, including an attempt to kidnap 2 children); vandalizing homes, businesses, and community buildings (11, including an attempt to set fire to a mosque); stoning and vandalizing cars (10); and cutting down olive trees (1). Fearing massive protests later in the day, Tunisia’s Ben Ali declares a state of emergency in the morning, dissolves his government, and pledges early elections within 6 mos. Within hours, he and his family flee Tunisia for Saudi Arabia, where they are granted asylum.
