In the West Bank, an Israeli settler was filmed shooting a Palestinian man point-blank in the stomach, critically injuring him during a settler raid in al-Twana. Israeli settlers also shot and injured 3 Palestinians with live ammunition in Nablus, Elsewhere, Israeli settlers vandalized 2 agricultural structures and uprooted fruit trees in Masafer Yatta, damaged vehicles near Nahalin, and homes in Silat ad-Dhahr. Israeli forces shot and killed 15 Palestinians, including 3 minors, during raids in Tulkarm, Beit Furik, Beit Ula, al-Ram, Atuf, Biddu, Bayt Liqya, and Hebron. Israeli forces also violently dispersed Palestinian protesters in Halhul, Dheisheh refugee camp, Qalandia, Huwwara, Budrus, al-Khader, Bethlehem, al-Twana, Jenin, Hebron, and Qalqilya, injuring 53 with live ammunition and baton rounds. An Israeli soldier was killed in friendly fire in Nablus. 36 Palestinians were arrested during late-night raids in Hebron, Fawwar refugee camp, Qalqilya, Dheisheh refugee camp, Beit Umar, and Halhul. In East Jerusalem, Israeli forces killed 2 Palestinians children in Isawiya. Israel also refused Palestinians under the age of 35 entry to the Haram al-Sharif compound. In Gaza, 70 Palestinians following Israeli evacuation orders were killed and more than 200 wounded in an airstrike on a road. Around 300 others were also killed and more than 1,100 were injured in Israeli airstrikes throughout Gaza. Israeli forces also made incursions into Gaza, retrieving the bodies of several Israelis. Rockets were fired at Israel from Gaza; no deaths were reported. In Lebanon, Israeli forces killed Reuters journalist Issam Abdullah and injured 6 others in a missile strike. Al Jazeera said Israel targeted the group of journalists intentionally. The Gaza Ministry of Health said that as of 2 p.m. at least 1,799 Palestinians had been killed and 7,388 had been injured in Israeli airstrikes on Gaza since 10/7. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Hamas said 13 of the captives from Israel, including foreign nationals, have been killed in Israeli airstrikes in the past 24 hours. Israel said it hit 750 targets overnight and destroyed 12 high-rise buildings within a minute. 51 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 11 children. More than 700 have been injured. Israeli officials said 1,300 Israelis and foreign nationals have been killed and 3,436 injured since 10/7. The UN reported that 423,378 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Israeli military told around 1.1 million Palestinians in the northern part of Gaza, including Gaza City, that they should flee south within the next 24 hours. UN spokesperson Stephane Dujarric said that would have “devastating humanitarian consequences” and strongly appealed to Israel to rescind the order. Many countries also called on Israel to reverse its order. The WHO called relocating severely ill people a “death sentence.” UNRWA offered its staff and their families shelter at an UNRWA compound in southern Gaza but said it did not have plans to evacuate Palestinians sheltering in UNRWA schools throughout Gaza as it does not have any capacity in the south and has no means of transporting the many thousands of people. Hamas’ refugee affairs authority called on Palestinians to remain in their homes, calling the Israeli evacuation order “disgusting phycological war.” Egypt moved thousands of troops to its Gaza border to prevent Palestinians fleeing Israeli attacks from breaching the border fence. Adalah, the Public Committee Against Torture in Israel, Physicians for Human Rights Israel, ACRI, and HaMoked sent letters to National Security Minister Itamar Ben-Gvir, Attorney General Gali Baharav Miara, and Israel Prison Service head Katy Perry demanding that water and electricity be restored in the security wings of Israeli prisons that hold Palestinians. After meeting Lebanese caretaker prime minister Najib Mikati and Hezbollah secretary-general Hassan Nasrallah in Beirut, Iranian foreign minister Hossein Amir-Abdollahian warned Israel that if it does not stop its attacks on Gaza the war could spread to other parts of the Middle East. U.S. secretary of defense Lloyd Austin III arrived in Israel to meet with Israeli leaders. Secretary of State Antony Blinken arrived in Jordan for meetings with Jordanian king Abdullah II and PA president Mahmoud Abbas. Abbas told Blinken that Hamas does not represent the Palestinian people and called for the opening of humanitarian corridors and for aid to enter Gaza. Blinken offered condolences for the Palestinian victims of the Israel-Hamas war. Abbas also spoke with Canadian prime minister Justin Trudeau. 55 members of Congress wrote a letter to U.S. president Joe Biden, urging him to pressure Israel to protect civilians in Gaza. Russia introduced a draft UN Security Council resolution calling for a humanitarian ceasefire. President Vladimir Putin compared the siege of Gaza to the Nazi siege of Leningrad during World War II. (HA 10/13)

The New York Times and NBC News reported that they had obtained documents that allegedly show how Hamas instructed militants to target schools and seize captives during its 10/7 operation. Israeli schools were closed on 10/7 as it was a Saturday. The documents were allegedly found on the bodies of militants killed by Israel and were labeled “top secret” in Arabic. The Huffington Post reported that the U.S. State Department was telling its diplomats not to use the terms “de-escalation/ceasefire,” “end to violence/bloodshed,” and “restoring calm,” when referring to Israel and Gaza. (AJ 10/13)

New South Wales police force said it has sought legal advice on if it can use special stop-and-search powers for the first time since 2005 to demand the identities of pro-Palestinian protesters attending an unauthorized demonstration in Sydney, Australia on 10/15. (REU 10/13)

In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. Israeli forces shot and killed 1 Palestinian minor while securing Joseph’s Tomb near Nablus for a tour of the site by newly elected Israeli right-wing politicians, 3 others were injured by live ammunition and baton rounds while others suffered tear-gas related injuries. Israeli forces also shot and killed 1 Palestinian man trying to enter Israel through the separation wall west of Jenin. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 5 with live ammunition and baton rounds, while others suffered tear-gas related injuries. Israeli forces also demolished 1 residential structure in Kafr ad-Dik and seized 3 caravans in Birin. Meanwhile, Israeli forces prevented roadwork near Deir Nidham, seizing a concrete truck and a concrete mixer. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. Türkiye president Recep Tayyip Erdoğan and Israeli prime minister Yair Lapid held a meeting on the sidelines of the UNGA. It was the 1st time since 2008 that an Israeli prime minister has met with the leader of Türkiye. (AX, HA 9/20; AJ, ALM, MEE, REU 9/21)

In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?"
