In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. A general strike was observed in Jenin in protest over the killing of 4 Palestinians on 9/28. In East Jerusalem, 15 Palestinians were arrested in Isawiya, al-Tur, Sheikh Jarrah, Wadi Juz, and Silwan. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

In the West Bank, Israeli settlers and forces seized 5 vegetable stands along Route 90 in the Jordan Valley. Israeli forces violently dispersed Palestinians protesting raids in Ras Karkar and al-Janiya, firing tear gas. Israeli forces also punitively demolished 2 Palestinian-owned homes belonging to Palestinian prisoners in Silat ad-Dhahr; 6 Palestinians were injured during the demolitions, including 1 by live ammunition and 5 with rubber-coated bullets. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Rujeib, and Biddu, and 1 who crashed his car into a military vehicle during a demolition in Silat ad-Dhahr. In East Jerusalem, 5 Palestinians were arrested during late-night raids in Sheikh Jarrah and Bayt Hanina. In Gaza, Israeli forces opened fire on Palestinian farmers east of Dayr al-Balah and al-Qarara; no injuries were reported. The Israeli government asked the Israeli high court of justice for an additional 30 days to inform the court about the government’s stance on evacuating the Palestinian village Khan al-Ahmar in the West Bank. The Israeli government cited Israeli prime minister Naftali Bennett’s current preoccupation with “the crisis involving the fighting in Europe [Russia’s invasion of Ukraine].” (HA 3/8; MEMO 3/9)

Haaretz reported that Israel’s defense ministry has imposed further restrictions on who can teach at Palestinian institutions of higher education in the West Bank. Among the new requirements were that the lecturer needs to be teaching in a field designated by Israel as essential, that the lecturer is accomplished and that the lecturer has a PhD. Only 100 foreign lecturers will receive a permit from Israel to teach in the West Bank. (HA, MEE 3/8; WAFA 3/12)

Israel’s state prosecutor dropped terror charges against 6 Israeli Jews who attacked 1 Palestinian man at a mosque in Herzliya in May 2021. The 6, who had beaten the man after confirming that he was Palestinian, were instead convicted of intentional and racially motived assault. (HA 3/8)

In the West Bank, Israeli settlers sprayed pepper spray at a Palestinian herder in Kisan. Israeli settlers also vandalized 30 olive trees in al-Zawiya. Israeli forces violently dispersed Palestinians in Biddu protesting the assassination killing of 3 Palestinians in Nablus on 2/8, injuring 3 with rubber-coated bullets. Israeli forces also violently dispersed Palestinians protesting in Kafr Qaddum, injuring 10 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 1 with live ammunition and 3 with rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 8 with rubber-coated bullets and others with tear gas. 3 Palestinians were arrested during late-night raids in Anza and Hebron. In East Jerusalem, a fire broke out in an apartment in Sheikh Jarrah inhabited by Israeli settlers; Israeli settlers claimed it was the result of arson while Palestinians said the fire started due to an electrical short; 2 Palestinians were arrested. 1 Palestinian family demolished their own home in Silwan, displacing 2. 5 Palestinians were arrested at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the coast; no injuries were reported. In the West Bank, Israeli forces delivered stop-work notices for 1 agricultural structure, 1 residential structure, 1 water well, and 1 playground in Susiya. Israeli forces arrested 3 Palestinian farmers and seized their tractor in al-Rakiz. 6 Palestinians were arrested during raids in Biddu, Beit ‘Anan, Bethlehem, Kafr ad-Dik, and Qarawat Bani Hassan. In East Jerusalem, Israeli settlers fenced off houses in Sheikh Jarrah with barbed wire, set up surveillance cameras, and assaulted 1 member of the Salem family, the owners of the land; the family is threatened with forced eviction. 1 Palestinian family demolished their own 3 houses on a plot of land in Silwan, displacing 35. 2 Palestinians were arrested in Isawiya. UNESCO added Palestinian embroidery, tatreez, to the list of Intangible Cultural Heritage. PA prime minister Mohammed Shtayyeh thanked UNESCO for “protect[ing] our Palestinian identity, heritage and narrative, in the face of the occupation’s attempts to steal what it does not own.” Prime Minister Shtayyeh’s comment follows criticism of Miss Universe contestants dressing in Palestinian thobes while promoting Israel during events linked to the Miss Universe competition in Israel last week. The spokesperson for Christian churches in the Holy Land charged Israel with discriminating against Christian tourists by closing off Israel and the West Bank to foreign travelers due to the COVID-19 pandemic while at the same time allowing Jewish-only “Birthright” tourism. Al Monitor reported that Qatar and Israel had agreed to a bilateral agreement on allowing diamond trade between the 2 countries. The reporting suggested that Israeli diamond merchants will be allowed to enter Qatar and Qatari merchants will be able to enter Israel. Qatar and Israel have not had official ties since 2009. The Israeli supreme court criticized interior minister Ayelet Shaked for maintaining a ban on Palestinian family reunifications, despite the ban legally expiring in July this year. (HA 12/15)

U.S. senator Rand Paul (R-KY) blocked the passage of $1 billion in additional military aid to Israel, allegedly to replenish the Iron Dome arsenal. The Senate has been trying to pass the additional military aid to Israel through unanimous consent, but Senator Paul has blocked the 4 efforts. Senator Paul insists that the funding for Israel’s military should be deducted from aid earmarked for Afghanistan. (TOI 12/16; MEMO 12/18)

14 Palestinians were arrested during raids in Silwad, Kafr Ni‘ma, Meithalun, Biddu, Tuqu‘, Halhul, Beit Kahal, and Hebron. In East Jerusalem, Israeli settlers tried to place a large menorah on top of a Palestinian-owned home in Sheikh Jarrah that settler organizations are trying to seize; the settlers were repelled by Palestinians before placing the menorah. Israeli forces demolished 1 Palestinian home in Silwan, displacing 5. In Gaza, Israeli forces opened fire at agricultural lands east of al-Shuka; no injuries were reported. Haaretz reported that Israel sold $22 million’s worth of “suicide” drones to Morocco as part of the 2 countries’ normalization deal. (HA 11/30)

U.S. ambassador to the UN Linda Thomas-Greenfield said during a meeting at the UNSC on Israel and Palestine that the UN is “intrinsically biased against Israel,” saying the UN should spend more time focusing on other areas. (MEMO 12/1)

UNRWA commissioner-general Philippe Lazzarini said his agency was unable to pay its 28,000 employees on time this month due to a funding crisis, as many countries have reduced their contributions to the agency. In the West Bank, Israeli forces shot and injured 1 Palestinian with live ammunition before arresting him during a raid in Dahariya. 11 others were arrested during late-night raids in Ramallah, Burqa, Qabatiya, Biddu, Fawwar refugee camp, and Dheisheh refugee camp; Israeli forces injured 2 Palestinians during the raid in Dheisheh refugee camp with rubber-coated bullets. In East Jerusalem, Israel authorities continued its work to demolish al-Yusufiya cemetery, making room for a public park. 2 were arrested during raids in Silwan. Palestinian families in Sheikh Jarrah rejected a “compromise” deal offered by the Israeli supreme court to allow them to stay in their homes for a minimum of 15 years, but forfeiting their ownership claims to the properties to the Israeli settler organization Nahalot Shimon and paying the organization rent. The Supreme Court will now have to rule on the residents’ appeals against eviction. Former Fatah politician Mohammed Dahlan visited Russia and met with Russian foreign minister Sergey Lavrov. The meeting came ahead of PA president Mahmoud Abbas’s planned visit to Russia on 11/23. A Fatah official told Al Monitor that Dahlan’s meeting was made upon request from the UAE. (ALM 11/12)

In the West Bank, Israeli forces violently dispersed Palestinian protesters near Kafr Qaddum, injuring 2 with live ammunition. Israeli forces also violently dispersed a protest in Biddu, injuring 1 Palestinian when a tear gas canister hit his back. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, physically assaulting 2. Israeli forces assaulted several Palestinians during a house raid in Jabal Mukaber; 4 were arrested. Off the coast of Gaza, Israeli navel forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. (PCHR 10/28)

Islamic Jihad said its members had ended a mass hunger strike against Israeli collective punitive measures put in place in the wake of 6 Palestinians fleeing Gilboa prison on 9/6. An Islamic Jihad official said Israel had lifted the measures against the Islamic Jihad prisoners that first prompted the prisoners to start the hunger strike on 10/12. An Israeli security official told the Times of Israel that the Israel Prison service had not made any concessions to the hunger-striking prisoners. (ALM 10/22)

Israel’s defense minister Benny Gantz signed an order declaring 6 Palestinian rights groups terrorist organizations: Addameer, al-Haq, the Union of Agricultural Work Committees, the Bisan Centre for Research and Development, the Union of Palestinian Women’s Committees, and Defense for Children International – Palestine. Defense Minister Gantz alleged that the 6 groups are “part of a network of organizations operating under cover in the international arena” on behalf of the political party the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. Israel’s evidence for the allegations was classified and Israel did not state any plans to prosecute individual members. The general director of al-Haq Shawan Jabarin called the accusations “nonsense” and said Israel’s “occupation has no limits to its injustice and insanity.” The PA called the designation “a strategic assault on Palestinian civil society.” The U.S. did not officially criticize the move but said it was not informed of it prior to the announcement and said it would like to review the evidence. Israel claimed that the U.S. had been informed. Several U.S. congresspeople condemned the Israeli government for its attack on the Palestinian organizations, including Betty McCollum (D-MN), Ilhan Omar (D-MN), and Mark Pocan (D-WI). Amnesty International and Human Rights Watch released a joint statement calling the designation “appalling and unjust” and said that the international community must respond. Later, on 10/24, Israeli officials said members of the Shin Bet and the Israeli military would travel to Washington to present evidence of the 6 organizations’ links to the PFLP. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. The Czech Republic announced that it will buy an air defense system from the Israeli state-run company Rafael Advanced Defense Systems Ltd. The deal is worth $630 million and will provide the Czech Republic with the Spyder system. (AJ 10/5; MEMO 10/6)

U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees.
