In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. In the West Bank, the Israeli military claimed that Palestinian militants had opened fire at Israeli soldiers on 3 separate occasions at the Salem checkpoint and in Dayr Sharaf and Jalbun, damaging 1 vehicle. Israeli forces subsequently raided Jalbun, leading to tear-gas related injuries, and closed off all checkpoints to Nablus. Israeli forces also demolished 2 Palestinian homes in Furush Bayt Dajan, 1 Palestinian home under construction in al-Jiftlik, 1 car was near Haris, and issued demolition notices for 3 agricultural buildings and 1 residential tent in al-Matar. Elsewhere, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in ‘Azzun. Israeli forces also shot and injured 1 Palestinian at a checkpoint east of Bethlehem, claiming he tried to stab a soldier. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at a checkpoint near the Har Homa settlement, claiming he had attempted to stab soldiers. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence north of Jabaliyya, injuring 1 with live ammunition and causing tear-gas related injuries. COGAT said the Beit Hanun (Erez) crossing to Gaza would remain closed on 9/18. The crossing was scheduled to be reopened at midnight on 9/17 after it had been closed since 9/14 due to Israeli holidays. (HA, QDS 9/18)

Saudi Arabia, Jordan, Egypt, the UAE, and the EU sponsored a conference called The Peace Day Effort to advance the two-state solution through political, economic, cultural, and security-oriented means. The conference was held in New York on the sidelines of the annual UN General Assembly meeting and attended by around 30 foreign ministers. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Ahead of traveling to the U.S. for the annual UN General Assembly session Israeli prime minister Benjamin Netanyahu said that Israelis who protest his government’s judicial overhaul are aligning themselves with the PLO and Iran. The Prime Minister’s office later clarified, after backlash from the Israeli opposition and Jewish organizations in the U.S., that Netanyahu was criticizing that Israelis were protesting Israel at the same time as supporters of the PLO and BDS were and that they should also protest “those who deny the State of Israel’s right to exist.” Later in the day, Netanyahu met with Tesla, X, and Space X owner Elon Musk in Silicon Valley, defending Musk against charges of anti-Semitism brought by the Anti-Defamation League, among others. Helicopter fighter pilot Shira Etting, a leader in the Israeli protest movement against the Israeli government’s judicial overhaul, told 60 Minutes that “[i]f you want pilots to be able to fly, and shoot bombs and missiles into houses knowing they might be killing children, they must have the strongest confidence in the people making those decisions.” (HA 9/18; HA 9/20)

Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating. 80 Democrats in the U.S. Congress, led by David Price (D-NC), Barbara Lee (D-CA), Jennifer Wexton (D-VA), and Joaquin Castro (D-TX), wrote a letter to secretary of state Antony Blinken urging the Biden administration to take action against efforts to undermine the 2-state solution. The Democrats mentioned 5 issues of concern, including settler violence and non-intervention by Israeli forces, settlement expansion, demolitions, increased funding for West Bank settlements, and the PA program for paying stipends to Palestinian prisoners. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. In the West Bank, Israeli forces opened a new settler-only road near Wadi Fukin. Israeli forces also violently dispersed Palestinians confronting settlers near ‘Azun, causing tear-gas related injuries. The ICC ruled that it has territorial jurisdiction to persecute alleged war crimes committed in the occupied Palestinian territories, as it found Palestine to be “a State Party to the [Rome] Statute.” The ICC defined the occupied Palestinian territories as the West Bank, including East Jerusalem, and Gaza. Israel has argued that the ICC does not have jurisdiction to prosecute matters pertaining to Israel and Palestine because Israel is not party to the Rome Statute and because Palestine is not a state. The latter 2 of the 3 ICC judges ultimately disagreed with erasing the final hurdle to start a formal investigation, 6 years after the ICC chief prosecutor Fatou Bensouda started her preliminary investigation into alleged war crimes made by Israel and Hamas. Israeli prime minister Benjamin Netanyahu called the ruling “pure anti-Semitism” and said, “[w]e will fight this perversion of justice with all our might.” The PA prime minister Mohammed Shtayyeh praised the decision. The U.S. State Department’s spokesperson said the U.S. has “serious concern about the ICC’s attempts to exercise its jurisdiction over Israeli personnel. A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. The U.S. department of justice said that the Israeli spy Jonathan Pollard finished his parole and is now free to move to Israel. It had been uncertain if Pollard would have his parole extended since U.S. national security officials have objected to allowing Pollard’s parole to expire. Pollard was arrested in 1985 for spying on the U.S. on behalf of Israel and was handed a life sentence. He was released in 2015 but with limitations on his movement and he was banned from making public statements as part of his parole. Pollard was given Israeli citizenship in 1995 and Israeli prime ministers have long sought to have him released to Israel, where he is perceived as a hero. The NYT reported that Israeli Mossad agents assassinated a senior al-Qaeda member, Abdullah Ahmed Abdullah, in Tehran on 8/7. According to the reporting, 2 Mossad agents on a motorcycle shot the al-Qaeda member while he was walking the streets of Tehran. The assassination is said to have been carried out on the behest of the U.S. Iran denied the reporting, calling it false. Early in the day, Egyptian military and ruling party officials announce that Mubarak will make a televised address later in the day and “meet the demands of the protesters.” The statement’s title, “communiqué no. 1 of the army command,” and accompanying TV footage showing DM Field Marshal Hussein Tantawi and military chief of staff Gen. Anan chairing a meeting of senior army officers without Mubarak or Suleiman present spark rumors that the military has staged a coup. Raising expectations, Gen. Anan and Gen. Hassan al-Roueini (military cmdr. of Cairo) separately go to Tahrir Square to tell protesters that “all your demands will be met today.” When Mubarak gives his statement, however, he only turns over powers to Suleiman temporarily and makes some constitutional amendments, but vows again not to step down before his term expires and that he will oversee the reform process.
