In the West Bank, Israeli forces shot and killed 1 Palestinian man during a late-night raid in Tubas; Islamic Jihad said the man was a member of the organization, and PCHR said the man was throwing stones at Israeli forces but posed no imminent threat to them when they shot him from a distance of 33 yards; 2 Palestinians were arrested during the raid. Israeli forces also demolished 1 grocery store, 1 vegetable store, and 1 gas station near Qalandia and demolished 1 residential structure and 5 agricultural structures in Tarqumiyah, displacing 4. Elsewhere, Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya, injuring 1 with a tear gas canister to his arm and some 70 with tear gas. 11 Palestinians were arrested, including 8 during late-night raids in Ya‘bad, Bayt Dajan, and Zababdeh; 3 were arrested while driving near Beita. In East Jerusalem, 1 Palestinian family demolished their own home in Ras al-Amud In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Maghazi; no injuries were reported. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. Director Bar had also in recent days held meetings with head of Egyptian intelligence Abbas Kamel and Jordanian officials. (HA, JP, MEMO 11/16)

An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The Spanish woman was also sentenced by the military court to 13 months in prison and a fine of $16,000 after entering a plea deal. (HA 11/16; AP, TOI 11/17)

The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. The hackers were able to use the websites to gain access to computers of website visitors. (GDN, VICE 11/16; HA, MEMO 11/17)

U.S. ambassador to the UN Linda Thomas-Greenfield met with Israel’s defense minister Benny Gantz in Israel. According to the readout from the meeting, Ambassador Thomas-Greenfield urged Gantz to curb settlement activity. (HA 11/16; MEMO 11/17)

Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. In addition, organizers of the event at GWU were forced to apologize for the language used in advertising the event. (JC 11/16; MEE, WAFA 11/17)

In the West Bank, Israeli forces seize a concrete pump and 2 mixers from a Palestinian construction site in Bayt Dajan near Nablus. IDF troops arrest 3 Palestinians during raids near Hebron and Ramallah; and patrol near Nablus, Hebron, and Qalqilya. In response to the IDF’s Operation Northern Shield, Lebanese prime minister Sa‘d Hariri tweets, “The developments in the southern Lebanon border are no reason for escalation. This is what the Lebanese government wants and is acting towards.” Hariri also says that representatives of UNIFIL, Lebanon, and Israel met on 12/5 to discuss the operation, and that the Lebanese officials affirmed that Israel’s “consistent infiltration of Lebanese territory and airspace is an obvious violation of [UNSC Resolution 1701] and its principles.” Meanwhile, Israeli prime minister Benjamin Netanyahu says there is a “reasonable possibility” that the IDF will have to expand Operation Northern Shield to activities in southern Lebanon. “We are denying our enemies the tunnels weapon in a systematic, determined manner and we will do whatever it takes,” he says. In the evening, an IDF spokesperson announces that Israeli forces have discovered another major cross-border tunnel built by Hezbollah and that Israeli officials have asked for UNIFIL’s support in destroying it from the Lebanese side of the border. Vehicles bearing $15 million in Qatari money enter Gaza via the Erez border crossing. This marks the 2d shipment of Qatari funds into Gaza with the purpose of paying the salaries of civil servants of the Hamas-run government and supporting families not able to cover basic needs in Gaza. The first shipment of Qatari money into Gaza occurred on 11/8. Israeli security officials say that the shipments have opened a window of opportunity for Israel to propose humanitarian solutions for Gaza and possibly to secure a long-term cease-fire. The UN General Assembly votes down a U.S.-proposed resolution condemning Hamas “for repeatedly firing rockets into Israel and for inciting violence, thereby putting civilians at risk,” with only 87 votes in favor (a two-thirds supermajority is required to approve this type of measure). Israeli prime minister Netanyahu tweets, “While it did not achieve a two-thirds majority, this is the first time that a majority of countries have voted against Hamas and I commend each of the 87 countries that took a principled stand against Hamas.” (AP, BBC, HA, JP, MNA, TOI, TOI, YA 12/7)

Unidentified parties fire a rocket into Israel. It lands in an open area, causing no damage or injuries. Late at night, the IAF conducts air strikes on several Hamas military sites in Bayt Hanun and Bayt Lahiya, causing damage and no injuries. (TOI 2/1; HA, MNA, WAFA, YA 2/2)

Along Gaza’s border, IDF troops arrest 4 Palestinians attempting to cross into Israel armed with knives and a grenade. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces demolish a Palestinian home under construction in Bayt Dajan village near Nablus, and patrol near Hebron. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Issawiyya and another in Shu‘fat, and arrest 2 Palestinians during a late-night raid in Silwan. Along Gaza’s border, IDF troops open fire on and then arrest 2 Palestinians as they are attempting to cross into Israel near Bayt Lahiya (1 Palestinian is injured). The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

In the West Bank, IDF troops detain and interrogate 2 Palestinians during a raid in Rantis village nr. Bethlehem. Hours later, PASF troops arrive to arrest 1 of the men. Meanwhile, IDF troops arrest a Palestinian at a checkpoint in c. Hebron after she is found to be carrying a knife. They arrest 6 more Palestinians during latenight raids in and around Hebron, Ramallah, and Tulkarm; and patrol nr. Hebron during the day. Israeli forces level Palestinian lands outside Bayt Dajan in the n. Jordan Valley. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Hamas-affiliated media report that the high-level delegation to Egypt led by Hamas’s new 2d-in-command Sinwar has returned to Gaza without reaching any major agreement on the Rafah border crossing or other issues. “All the shared issues have been studied in a serious and deep way with our Egyptian brothers,” a Hamas source says. However, there is speculation in the Arab press that Hamas and the Egyptian govt. did, in fact, reach an agreement to ease points of tensions. (TOI 6/12; MNA, TOI 6/13)

In the West Bank, a 22-year-old Palestinian dies, succumbing to injuries sustained when IDF troopsshot him during clashes in Qalandia r.c. on 6/20. A 62-year-old Palestinian dies on her way to hospital after being delayed by Israeli forces at a checkpoint outside Bayt Dajan village nr. Nablus. Meanwhile, IDF troops shoot and injure 1 Palestinian during clashes with residents in a village nr. Hebron. At night, the IDF conducts house searches and arrest raids in Nablus, 1 village nr. Nablus, Hebron, 3 villages nr. Hebron, al-‘Arub, and 3 villages nr. al-‘Arub; patrols in 7 villages nr. Hebron and 1 village nr. Ramallah. In East Jerusalem, 30 right-wing Jewish activists enter Haram al-Sharif, and in the ensuing clashes with Palestinian worshippers, Israeli security forces injure 2 Palestinians. Israeli media reports that Hamas’s security forces have made arrests of several mbrs. of a small splinter group in connection with the previous days’ rocket fire. IDF officials say approximately 20–30 rockets have been fired into s. Israel in the past 2 weeks. At a rally in Gaza, Hamas official and dep. head of the PLC Ahmad Bahr says that though no faction has claimed responsibility for kidnapping the Israeli teenagers, “we support and bless it, because it is the right of our people to do it for the country, the prisoners, and Jerusalem.” (MNA, ToI 6/25)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

The IDF demolishes a Palestinian home in Saida; fires on an crowd local Palestinians who come to scene to observe, wounding a 17-yr.-old Palestinian; bars an ambulance fr. reaching the scene for 1.5 hrs., allowing the boy to bleed to death. The IDF also conducts arrest raids, house searches in `Azun, Bayt Dajan, Jalazun r.c., Jenin; recommends Israel order the closure of 3 Palestinian colleges (Palestine Polytechnic Institute and the Islamic College in Hebron, the Islamic College in Abu Dis) for the students’ strong support of Hamas, Islamic Jihad.
