Unidentified assailants open fire on the Israeli settlement of Beit El nr. Ramallah, causing no injuries or damage. Following the shooting, Israeli forces close a main road nr. Ramallah. Elsewhere in the West Bank, IDF troops arrest 2 Palestinians and issue 2 arrest summons during violent late-night raids nr. Hebron and Tubas, and patrol nr. Salfit and Nablus during the day. Along Gaza’s border, IDF troops open fire on Palestinian protesters nr. Gaza City; 1 Palestinian is injured. In response to UNSC Res. 2334 passed on 12/23, Israeli DM Lieberman orders the reduction of civil and diplomatic ties with the Palestinians. Israel’s defense establishment will, however, continue to coordinate with the Palestinian security apparatus as usual. (HA, JP 12/25; MNA, YA 12/26)

Hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths; 2 Palestinians are injured. Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night house searches and raids in and around Hebron, Jenin, Tubas, Nablus, Qalqilya, Tulkarm, and Ramallah, sparking clashes nr. Tubas (2 Palestinians are lightly injured). They also patrol in and around Salfit and Hebron; assault and arrest a Palestinian at a checkpoint nr. Jenin (they also confiscate his tractor). In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. They also arrest 8 Palestinians during late-night raids in Silwan and al-Tur. A Palestinian demolishes his own home in Silwan to avoid paying for an Israeli demolition crew. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

In Gaza, a Palestinian worker dies in a tunnel leading to Egypt in unclear circumstances. Residents of the area say he was repairing a section of the tunnel that had been damaged by Egyptian forces when it collapsed. In Israel, an unidentified assailant stabs and injures an Israeli Jewish youth in Ramla, then flees the scene. The Israeli police later arrest a Palestinian in connection with the attack. In the West Bank, Israeli forces issue 11 stop-work notices to homes and agricultural structures under construction nr. Salfit and Hebron. IDF troops conduct house searches and raids in Qalqilya, Tulkarm and 1 nearby village, Hebron and 1 nearby village, 2 villages nr. Ramallah, and 1 each nr. On the 2d day of Palestinian national reconciliation talks in Doha, Hamas and Fatah officials reach a tentative agreement. They pledge to form a new unity govt., prepare for a new round of presidential and parliamentary elections, and reaffirm their commitments to previous agreements. They also agree that PASF troops will take control of the Rafah border crossing in Gaza, with Hamas staff supporting them. (TOI 2/9)

The Israeli Knesset’s Ethics Comm. suspends MKs Haneen Zoabi, Basel Ghattas, and Jamal Zahalka (Joint List) from plenary sessions and comm. hearings for periods of 2 and 4 mos. in connection with their 2/2 solidarity visit to the family of a Palestinian whose body is being withheld by Israeli authorities. The Knesset passes, 50–43, the 1st reading of Justice Minister Ayelet Shaked’s “NGO transparency bill,” which would require Israeli nonprofit organizations that receive funding from foreign govts. to disclose that information in a variety of ways. (JP 2/8; HA, MNA 2/9)

IDF troops kill 3 Palestinians in incidents across the West Bank. First, IDF troops shoot and kill 1 Palestinian at a checkpoint nr. Hebron after he allegedly attempts to stab an Israeli soldier, and a 2d Palestinian is killed by errant fire during the incident. After unknown assailants open fire on cars passing through a checkpoint nr. Bethlehem, IDF troops conduct raids and house searches in nearby villages, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is killed in Bayt Jala. Meanwhile, IDF troops patrol in Tubas late at night, sparking clashes with stonethrowers and injuring 1 Palestinian. The IDF conducts late-night house searches and raids in al-Fawar r.c. and 2 villages nr. Hebron, arresting 3 Palestinians; further patrols in 1 village each nr. Jericho and Salfit, as well as 7 villages nr. Hebron. Israeli forces raze a swath of land outside a settlement nr. Jenin; demolish a plant nursery nr. Nablus late at night. The Israeli authorities inform the PA of their plans to raze Palestinian land nr. Nablus to build 6 new watchtowers and extend a security fence nr. the Yitzar settlement, and Israeli forces begin construction on the fence extension. Small-scale violence continues in the Jerusalem and Hebron areas. A Palestinian shoots and injures an Israeli soldier outside al-Ibrahimi Mosque in c. Hebron, and another shoots and lightly injures an Israeli soldier outside a junction nr. Hebron; both suspects evade arrest. Later, Israeli forces arrest a Palestinian in Jabal Mukabir, East Jerusalem, after he allegedly attempts to stab an Israeli at a bus station. Meanwhile, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 1 Palestinian and sparking clashes with stonethrowing Palestinian youths; 3 Palestinians are injured. Israeli forces conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Hebron and 2 villages nearby, 2 villages nr. Nablus, al-Fara‘a r.c. nr. Tubas, and 2 neighborhoods in East Jerusalem, arresting 17 Palestinians and issuing arrest summons to 15; patrol in 2 villages nr. Hebron, 1 nr. Salfit, Qalqilya, and 3 villages nr. Ramallah. While renovating their home in the Old City, Israeli settlers break 6 holes through the wall of an adjacent Palestinian home.
