IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations in solidarity with hungerstriking Palestinian prisoners and against Israel’s occupation, settlement, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Gaza City; 3 Palestinians are injured. Meanwhile, IDF troops conduct late-night raids in and around Hebron, issuing arrest summons to 3 Palestinians; and patrol nr. Hebron, Jenin, and Salfit. In East Jerusalem, Israeli forces deploy heavily in Jabal Mukabir, raiding several shops and sparking clashes with stone-throwing Palestinians; 4 youths are arrested. (MNA 8/19; PCHR 8/25)

Violence escalates in the West Bank as settlers and Israeli forces continue retaliating against Palestinians in the wake of the 10/1 killing of 2 settlers. Israeli settlers protest on a main road outside Nablus, and the IDF disperses the ensuing clashes with stonethrowing Palestinian youths. Meanwhile, settlers set fire to dozens of olive trees and Palestinian agricultural land nr. Nablus, and throw stones at drivers nr. Salfit, injuring 3 Palestinian medics. Late at night, IDF troops conduct raids in and around Nablus searching for the perpetrators of the killing; they arrest 10 Palestinians and deliver a demolition notice to the home of a suspect. Clashes erupt with stone-throwers, and the IDF injures 11 youths with live ammunition. Elsewhere in the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and recent access restrictions at Haram al-Sharif in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and Budrus), Kafr Qaddum nr. Qalqilya, and 2 areas nr. Hebron; 6 Palestinians are injured, including 1 journalist. Israeli forces arrest 6 Palestinians in connection with clashes between Palestinian youths and Israeli settlers the day before in a village outside Bethlehem. IDF troops clash with Palestinian stonethrowers during patrols in and around Hebron, and outside Nablus Palestinian youths throw stones at 2 Israeli settlers, causing light injuries. Violence also continues in East Jerusalem, with the Israeli authorities continuing to enforce the restrictions on access at Haram al-Sharif that were announced on 9/27 for the Jewish holiday Sukkoth. Israeli forces temporarily seal the entrances to Issawiyya and shoot stun grenades at residents who approach their mobile checkpoints, sparking intermittent clashes; 1 Palestinian is seriously injured. Palestinian youths throw stones at Israeli border police in the Old City, causing minor injuries. On Gaza’s s. border, Israeli forces arrest 7 Palestinians attempting to cross into Israel for work. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen on 3 separate occasions, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and 1 nearby village and 1 village nr. Hebron; patrols in 3 villages nr. Hebron, 2 villages nr. Jericho, and 1 village nr. Ramallah. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Nabi Salih, where 1 person is struck by a tear gas canister. Meanwhile, Israeli settlers set fire to around 100 trees nr. Salfit. (MNA 10/10; PCHR 10/16)

PM Hamdallah and other ministers from the Palestinian unity govt. head from Gaza to Cairo ahead of the Gaza reconstruction conference on 10/12. Separately, the PA releases its plan for the recovery and reconstruction of the Gaza Strip. It estimates that the whole process will cost $4 b., along with an additional $500 m. for the PA to administer the efforts. (MNA 10/10) (See Doc. B4 in JPS 174 for more on the plan.)

In the Gaza Strip, Israeli forces open fire on Palestinian demonstrators with live ammunition nr. Jabaliya r.c., close to the border fence, wounding 16, some of whom were also struck by tear gas canisters. The Israeli military claims that hundreds of protesters throw stones at soldiers during the incident. Later, Palestinians fire 2 rockets into s. Israel, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians outside the entrance to Jalazun r.c. nr. Ramallah, shooting and wounding 6 protesters with live ammunition. The IDF conducts house searches in Bethlehem and 1 village nr. Hebron and Ramallah at night; patrols in Hebron and 1 nearby village in the afternoon, and in 3 villages nr. Ramallah and 1 village nr. Hebron and Salfit at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 2 villages nr. Ramallah (Bil‘in and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Kafr Qaddum (2 struck by bullets). Pres. Obama holds a summit with Jordan’s King Abdallah in Palm Springs, California, where the 2 discuss the ongoing IsraeliPalestinian negotiations, Syria, and other regional issues. Obama pledges $1 billion in loan guarantees for Amman, and renews a 5-year aid package. In Jordan, a protest takes place to call for Abdallah to revoke the peace treaty with Israel, with around 1,200 demonstrators affiliated with the local Muslim Brotherhood participating. The spokesperson for the Syrian opposition, Louay al-Safi, says that the second round of peace talks in Switzerland have reached a dead end, after a day of separate meetings between UN-Arab League joint special envoy Brahimi and the 2 sides. Meanwhile, sources at the OPCW say that Syria has relinquished only 11% of its chemical weapons, and is likely to miss the deadline for the stockpile’s destruction. (AP, REU 2/14)

Israeli naval vessels fire at Palestinian fishing boats off the s. Gaza coast for a 2d night (see 5/3), forcing them to return to shore. In the West Bank, the IDF conducts morning patrols in Nabi Salih, 2 villages nr. Ramallah, and 1 nr. Jericho; obstructs a funeral procession in Bayt Umar, prompting a stone-throwing clash in which Israeli soldiers open fire with rubber-coated steel bullets, injuring 1 Palestinian; conducts evening patrols in 2 villages nr. Jericho and Qalqilya; conduct late night raids and house searches in Salfit, summoning 1 Palestinian for questioning; conducts late-night patrols in 2 villages nr. Jenin and Qalqilya. Palestinians accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; protests in Bil’in and Nabi Salih also call for solidarity with prisoners and national unity. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries. In the evening, IDF troops on the Gaza border e. of Gaza City fire an artillery shell at a Palestinian home but it does not explode, causing damage but no injuries to the 4 adults and 8 children inside. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 nr. Qalqilya and 1 nr. Tulkarm during the day; conducts late-night patrols in Jenin town and r.c., 4 villages nr Jenin, 2 nr. Qalqilya, 2 nr. Salfit, 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni`lin; demonstrations in Bil’in also call for solidarity with Palestinian prisoners in Israeli jails. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries. Palestinians and international activists also hold 3 large nonviolent demonstrations and marches in various parts of Hebron to mark the 18th anniversary of the Tomb of the Patriarchs massacre. IDF soldiers fire foul-smelling skunk spray, rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 13 Palestinians are moderately injured and hospitalized 27 are lightly injured and treated by medical crews at the scene, and 2 Palestinians and 1 international are arrested. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. In the West Bank, the IDF confiscates 50 d. of Palestinian land in Bayt Iksa, northwest of Jerusalem, for construction of a railway linking Jerusalem and Tel Aviv; closing the 50 d. area also cuts off Palestinian access to 2,000 d. of olive groves. The IDF also patrols in several villages nr. Qalqilya and Salfit; conducts house searches in Zabbuba village nr. Jenin, searching for Palestinian youths who threw stones at the separation wall nearby, making no arrests. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 5 Palestinians are injured, 1 German and 1 Israeli are arrested. Jewish settlers beat 2 Palestinian teenagers nr. Jenin; the IDF intervenes, ordering the settlers to leave and detaining the teenagers for questioning, releasing them later in the evening. In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas, skunk at stone-throwing Palestinians protesting the separation wall in Bil‘in; fires stun grenades at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in al-Ma‘sara, severely beating 3 international activists and a Palestinian journalist covering the event; conducts synchronized late-night house searches in and n. of Tulkarm, making no arrests; stages other late-night arrest raids, house searches in Bethlehem and nr. Hebron, Jenin, Ramallah, Salfit. Jewish settlers set up tents on a plot of Palestinian land in Kafr Qaddum village nr. Qalqilya establishing a new unauthorized outpost; settlers tried to occupy the site previously, but the Palestinian owner, who recently died, had won a court ruling evicting them. Jewish settlers fr. Harsina and Kiryat Arba settlements occupy a plot of Palestinian land nr. Hebron, erect a tent, and plant trees in an effort to establish a new unauthorized outpost. Jewish settlers fr. Karme Tzur nr. Hebron bulldoze large tracks of Palestinian agricultural land and uproot trees nearby to expand the settlement. (OCHA, PCHR 8/6)

A Hamas mbr. dies nr. the Gaza border n. of Bayt Hanun when explosives he is handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem; shoots, wounds a Palestinian farmer working his land nr. the separation wall s. of Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 4) and Ma‘sara (injuring 2). Jewish settlers vandalize Palestinian homes, cars in Burkin nr. Salfit; the IDF disperses them. In Gaza City, the Hamas-affiliated security forces detain without charge Omar al-Ghul, a senior associate of PA PM Salam Fayyad, prominent journalist, and frequent critic of Hamas; Abbas denounces the “kidnapping.” Also in Gaza City, 3 Fatah supporters are killed, 35 are wounded by an explosion during a funeral for an AMB mbr. killed in an IDF air strike on 12/13; police say a Fatah mbr. accidentally discharged a hand grenade; Abbas accuses Hamas of causing the explosion, calling it an “assault against all our people.” In Khan Yunis, Fatah mbrs. stone a Hamas vehicle promoting a 20th anniversary rally in Gaza City, sparking a fight, gunfire by the police that leaves 17 injured. The West Bank and Gaza remain effectively severed from each other following Hamas’s takeover of Gaza in 6/07, with Hamas controlling Gaza and Fatah the West Bank (see Quarterly Update in JPS 145). Tight Israeli restrictions on Gaza’s borders dating from 8/07 remain in place, including reduced fuel imports, a near-total ban on exports, and limited imports of basic goods. Israel Defense Forces (IDF) roadblocks in the West Bank divide the territory into 3 cantons, and Palestinian access to the Jordan Valley is limited. In Gaza, 30,000 Palestinians attend a Hamas-organized rally in Gaza City to protest ongoing Israeli archaeological excavations nr. al-Aqsa Mosque. Some 1,500 Palestinians attend a similar Hamas rally in al-Maghazi refugee camp (r.c.), also denouncing the upcoming U.S.-sponsored Annapolis peace summit, tentatively set for 11/26–27. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin, and in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in nr. Ramallah (injuring 5). Jewish settlers fr. Elon Moreh nr. Nablus set fire to 50 nearby Palestinian olive trees. In Gaza, the IDF sends tanks, a bulldozer into the Gaza airport site, exchanging heavy fire (heavy machine guns, mortars) with Hamas mbrs., causing no reported injuries; occupies a strip of land in the al-Hawouz area northeast of Bayt Lahiya. In the West Bank, the IDF patrols in Mas’ha nr. Salfit, firing percussion grenades and live ammunition in residential areas, causing no reported injuries; conducts arrest raids, house searches in and around Jenin, Nablus; begins bulldozing confiscated land nr. Salfit for the expansion of the Burkin industrial zone; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 5, including a journalist covering the demonstration) and al-Ma‘sara nr. Bethlehem (lightly injuring 3). Hamas, Islamic Jihad mbrs. exchange fire in Khan Yunis’s al-Rihab Mosque, wounding 3 Palestinians, after Hamas allegedly attempts to seize control of the building. Overnight, Hamas mbrs. kidnap, shoot, wound, release a PA presidential guard mbr. in Gaza City. An appeal made by Haniyeh at Friday prayers in Gaza for Hamas and Fatah mbrs. to observe his and Abbas’s calls to halt their infighting is ignored as Fatah, Hamas mbrs. exchange fire nr. Gaza City, with Hamas mbrs. attacking a house where Fatah gunmen are suspected of hiding. Meanwhile, the IDF makes a major raid on Shuka in s. Gaza, searching, occupying homes as observation posts, ordering all males ages 16–45 to surrender for ID checks, detaining 53 (who are transported to Kerem Shalom crossing for interrogation). IDF troops on the n. Gaza border trade tank fire for RPG fire fr. Palestinian gunmen, causing no injuries; fire on a group of Palestinian teenagers hunting birds southeast of Bayt Hanun, wounding and detaining 1. In the West Bank, the IDF fires on a group of Palestinians hunting birds nr. Hebron, killing 1 Palestinian, seriously wounding 1; conducts arrest raids, house searches nr. Hebron and in Balata r.c., Nablus, Tulkarm; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists attending the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 6; fires rubbercoated steel bullets at Palestinians holding a similar nonviolent protest against the separation wall in Um Salamuna nr.
