Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. Separately, Israeli forces issue stop-work orders to Palestinians building new classrooms onto a school in Bayt Dajan near Nablus. Late at night, IDF troops arrest 2 Palestinians during raids near Hebron and patrol near Ramallah, Nablus, Tulkarm, Qalqilya, and Salfit. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. In the West Bank, IDF troops shoot and seriously injure a Palestinian man at a checkpoint near Tulkarm. (The man will succumb to his injuries on 4/8.) They also clash with stone-throwing Palestinians in Hebron and Nabi Salih near Ramallah; 4 Palestinians are injured. The IDF arrests 10 Palestinians during late-night raids near Ramallah, Salfit, Jenin, and in Tubas; and patrols in Hebron and near Nablus and Salfit. Along Gaza’s border, IDF troops arrest 3 unarmed Palestinians attempting to cross into Israel, and violently disperse dozens of Palestinians participating in the Great March of Return for a 4th day in a row near Jabaliya refugee camp, al-Bureij refugee camp, Khan Yunis, Rafah, and Gaza City; 8 Palestinians are injured. Israel Defense Forces (IDF) troops violently disperse Palestinians, Israelis, and international activists at Friday protests against U.S. president Donald Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, as well as Israel’s settlements, the separation wall, and occupation in 2 villages near Ramallah (al-Mazra‘a and Nabi Salih), al-Bireh, Jericho, Salfit, Kafr Qaddum near Qalqilya, 2 villages near Nablus (Beita and Huwwara), and along Gaza’s border near Khan Yunis, Gaza City, Jabaliya refugee camp, and al-Bureij refugee camp; at least 41 Palestinians are injured. Meanwhile, IDF troops conduct a raid in Nablus overnight, sparking clashes with stonethrowing residents; 7 Palestinians are injured. They also assault and lightly injure 5 Palestinian minors in central Hebron. Israeli forces deliver stop-work orders to 3 homes under construction near Bethlehem, issue arrest summons to 1 Palestinian during a raid near Hebron; and patrol near Tulkarm and Hebron. IDF troops shoot and seriously injure a Palestinian youth, allegedly after he drives his car into Israeli civilians, first at the Efrat junction, and later at the Gush Etzion junction near Bethlehem, injuring 2. After the first collision, the Palestinian drove on to Gush Etzion, where he hit and moderately injured the 2d Israeli. He was shot when he exited his vehicle. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin) and Kafr Qaddum near Qalqilya; no Palestinians are seriously injured. Two Palestinians are injured during clashes with IDF troops in ‘Azun village near Qalqilya, and the IDF patrols near Salfit and Qalqilya. Israeli settlers throw stones at Palestinian farmers working their lands outside Burin village; 1 Palestinian is injured. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). Secy. of State Rex Tillerson reportedly told the Palestinians that the decision stemmed from Palestinian Authority (PA) pres. Mahmoud Abbas’s expressions of support for the International Criminal Court investigating and prosecuting Israelis in his 9/20 speech to the UN General Assembly (UNGA). (AP, HA, TOI 11/17)

Elsewhere in the West Bank, IDF troops conduct a raid in Bayt Umar near Hebron overnight, sparking clashes with stone-throwing Palestinians; there are no serious injuries. Nablus on 5/18, and in solidarity with Palestinian prisoners on hunger strike in 5 areas nr. Ramallah (Qalandia checkpoint, Abud, Nabi Salih, Bil‘in, and Ni‘lin), 2 nr. Nablus (Beita and Bayt Dajan), Kafr Qaddum nr. Qalqilya, Hebron and nearby Bayt Umar, Bethlehem, Dayr Istya nr. Salfit, along Gaza’s border nr. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; 1 international activist is injured. In East Jerusalem, an Israeli settler assaults a Palestinian child in Silwan, sparking clashes between settlers and stone-throwing Palestinians, injuring 13 Palestinians and 4 Israeli police. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Late at night, Israeli forces stationed e. of Gaza City open fire on and arrest 2 Palestinians approaching the border fence. In the West Bank, IDF troops search the Nablus home of the city’s PA police chief, evicting his wife and children. Forces conduct further raids and house searches in Nablus, and nr. Salfit and Bethlehem, arresting 2 Palestinians and issuing an arrest summons to a 3d; patrol in villages nr. Hebron, Qalqilya, and Salfit. They also violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the recent restrictions on access at Haram al-Sharif in 4 villages nr. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 1 IDF officer and 5 Palestinians are injured, including 2 seriously in Jalazun r.c. IDF troops on a late-night raid in Silwad clash with Palestinians, injuring 2 Palestinians. Overnight, Israeli forces allow hundreds of Israeli settlers to access a holy site nr. e. The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Hebron Hills in an area the IDF has designated a firing zone for training. (REU 1/16; AFP, HA 1/17)

Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)
