In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

A 3d mbr. of the Dawabsha family succumbs to injuries sustained in the Israeli settlers’ arson attack on her Duma home on 7/31 (her husband and 18-mo.-old child were also killed), sparking Palestinian demonstrations across East Jerusalem. Israeli forces violently disperse them in Silwan, al-Tur, and Wadi al-Juz, injuring 2 Palestinians. Meanwhile in the West Bank, Israeli forces assault 3 Palestinians outside a settlement nr. This is the 80th time Israeli authorities have ordered demolitions in the village since 2010, when it was 1st targeted. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)

Palestinian PM Rami Hamdallah submits his resignation to Pres. Mahmud Abbas, following a reported dispute over the premier’s jurisdiction and limits of powers. There is no immediate response from Abbas’s office. Hamdallah was sworn in on 6/6, and his cabinet held only 2 official sessions. (MNA, REU 6/20).

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)
