The Palestine Chronology

Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. The clashes happen in Shu‘fat r.c., Issawiyya, Silwan, al-Tur, al-Suwana, Abu Dis, al-‘Izzariya, al-Ram, Qalandia, and Anata. (AFP, AP, HA, JP, MNA, REU, YA 8/1; PCHR 8/2)

U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

U.S. Secy of State John Kerry leaves Israel after 2 days of meetings saying that discussions had been “productive” but with no obvious sign of a breakthrough. Kerry says that Netanyahu and Abbas have a week or 2 to make difficult decisions that would allow the resumption of direct negotiations. (HA, REU 5/24) In the Gaza Strip, the IDF conducts an incursion nr. Khan Yunis, entering 250 meters past the border fence and levelling land. In the West Bank, the IDF conducts house searches and arrest raids in the Old City of Hebron at night; patrols in 2 villages nr. Ramallah in the morning, 1 village nr. Hebron and 1 village nr. Ramallah in the afternoon, and in 2 villages nr. Jenin, al-‘Arub r.c. and 1 village nr Hebron, and 1 village nr. both Jericho and Salfit at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Bethlehem (al-Ma‘sara), causing no serious injuries except 2 in Bil‘in and 1 in al-Ma‘sara; all injured individuals were struck with tear gas canisters. (MNA 5/24; PCHR 5/30)

U.S. Secy. of State John Kerry holds separate talks with Israeli and Palestinian leaders, on his 4th visit to the region in 4 mos. Kerry meets with Israeli PM Netanyahu, Justice Minister Tzipi Livni, and separately with Pres. Shimon Peres in Jerusalem, and then with Palestinian pres. Mahmud Abbas in Ramallah. Kerry praises Netanyahu for his “seriousness” in looking for ways to return to direct negotiations and expresses optimism but no concrete strategy for moving things forward. Meanwhile, U.S. Defense Secy. Chuck Hagel appoints retired Gen. John Allen as special envoy on security issues in talks between Israel and the PA. Allen’s final post before retirement from the military was as commander of the NATO-led International Security Assistance Force in Afghanistan. (AP, HA, JP, REU 5/23)

In the Gaza Strip, the IDF conducts an incursion nr. Khan Yunis, moving 300 meters past the border fence and raising land with bulldozers, a common occurrence justified by the military on security grounds. Israeli naval vessels also open fire on Palestinian fishermen off the coast nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem at night; patrols in 2 villages nr. Salfit in the morning, 1 village nr. Salfit in the afternoon, and in 2 villages nr. Jenin, 1 village nr. Jericho and 1 village nr. Qalqilya at night. In East Jerusalem, 5 cars are vandalized with “price-tag” graffiti. Five are killed and more than 50 wounded in clashes in Tripoli between Lebanese gunmen from Sunni and Alawite communities. The death toll since the latest bout of fighting in the city began on 5/19 is now at least 18, with more than 170 wounded. The violence is linked to a Syrian govt. offensive that is being supported by Hizballah fighters. (AP, REU 5/23)

U.S. Secy. of State John Kerry, on his last day in the region, meets with Israeli PM Benjamin Netanyahu to discuss reviving negotiations. Afterward, some sources say that Israel has agreed to silently adopt construction freeze outside of the major settlement blocs, while other Israeli government sources say that Israel has refused to adopt any confidence building measures at all prenegotiations. One anonymous Israeli official says that Netanyahu opposed Kerry’s proposal to resume talks based on initially discussing border and security issues only. (HA, YA 4/11)

A scheduled meeting between Palestinian pres. Mahmud Abbas and PM Salam Fayyad to discuss the latter’s 4/10 resignation is postponed under European and American pressure, according to Palestinian officials. An anonymous U.S. State Department official dismisses the idea that Fayyad is really resigning. (AFP, JP 4/11; HA 4/12)

IDF forces make a brief incursion into Gaza nr. Khan Yunis to level land and clear lines of sight. In the West Bank, the IDF shoots and injures a disabled Palestinian man in Hebron during an arrest operation in the city. The IDF shoots and injures 4 Palestinians with rubbercoated metal bullets in al-Khader nr. Bethlehem during clashes. Jewish settlers from Netzah Binyamin outpost nr. Efrat settlement seriously assault a Palestinian man working on his land in Silwad village, sparking clashes between residents and settlers. IDF forces violently disperse the Palestinians, shooting and injuring 1 Palestinian with rubbercoated metal bullets. Jewish settlers cut down or damage around 100 olive trees and grape vines on Palestinian-owned land nr. Hebron. The IDF patrols in 1 village each nr. Jericho and Ramallah in the morning, 2 villages each nr. Jenin, and Ramallah, and 1 village nr. Salfit in the afternoon, and 2 villages nr. Hebron, and 1 village each nr. Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes 4 homes in 2 communities in the n. Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. The International Federation of Journalists condemns a week of arrests of journalists by Hamas security forces in the Gaza Strip, and calls for the release of 6 detained media workers. (MNA 1/24)

Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. The other 4 are Afghanistan, Pakistan, Somalia, and Yemen. (BBC 1/24)
