A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The Egyptians reportedly caution restraint ahead of the planned protests on 3/29 and 3/30, which will mark the 1-year anniversary of the first Great March of Return demonstration. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. IDF troops shoot and kill a Palestinian suspected of shooting Israeli soldiers and settlers near Salfit on 3/17. According to Palestinian eyewitnesses, the Israeli soldiers surrounded the suspect’s home in Abwein village near Ramallah and called for him to turn himself in before opening fire at the home. The shooting sparks clashes in the village late at night; 9 Palestinians are injured. Elsewhere in the West Bank, Israeli forces deliver a stop-work order to a Palestinian equestrian facility under construction north of Jerusalem. IDF troops arrest 2 Palestinians during a raid of a Palestinian school in Hebron and 5 more during late-night raids near Hebron, Tubas, and Salfit. They also patrol near Ramallah, Hebron, and Salfit. Late at night, Israeli settlers slash the tires of 17 Palestinian vehicles and leave racist graffiti on nearby walls in Battir village near Jerusalem. In East Jerusalem, Israeli forces demolish a Palestinian school building under construction in Shu‘fat refugee camp. They also deliver a stop-work order to a Palestinian building under construction in Qalandia. The Israeli authorities announce a 4-day closure of the West Bank and Gaza, starting tonight and ending at midnight on 3/23. The closure surrounds the Jewish holiday Purim. In the West Bank, IDF troops shoot and injure a Palestinian minor during clashes sparked by an arrest raid in al-‘Arub refugee camp. Along Gaza’s border, Israeli firefighters put out a large fire in Kissufim Forest that was reportedly sparked by an incendiary balloon flown from Gaza. In the evening, an Israeli aircraft conducts a retaliatory air strike on a Hamas site near Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After Netanyahu meets with the sultan, his office states that they discussed ways to achieve “peace and stability in the Middle East” and that the visit marks a “significant step in implementing the policy outlined by Prime Minister Netanyahu on deepening relations with the states of the region while leveraging Israel’s advantages in security, technology and economic matters.” (AP, JP, NYT, REU 10/26; HA 10/27)

An Israeli drone bombs a site east of Bayt Hanun in Gaza in the evening, moderately injuring 1 Palestinian. An IDF spokesperson says that the strike targeted a group of Palestinians who were throwing firebombs across the border fence into Israel earlier in the day. Separately, IDF troops shoot and injure a Palestinian at a Great March of Return tent camp near Gaza City. In the West Bank, Israeli settlers uproot or otherwise destroy approximately 370 grape vines and 30 olive trees outside al-Khadir village near Bethlehem, 50 olive tree saplings outside Tell village near Nablus, 22 olive trees from a grove near Qalqilya, and 100 olive trees outside al-Mughayyir near Ramallah. Separately, an Israeli settler driver runs over 2 Palestinians near Qalqilya, injuring both. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. IDF troops shoot and injure a Palestinian minor outside the Gush Etzion settlement near Ramallah after he allegedly stabs and critically injures 2 Israeli settlers. One of the settlers succumbs to his injuries soon after the confrontation. IDF troops raid the alleged attacker’s home in Yatta village near Hebron late at night, taking measurements and threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 7 Palestinians and confiscate some property during raids near Ramallah, Jenin, Hebron, and Nablus; and patrol near Bethlehem, Tulkarm, and Hebron. Israeli settlers chase Palestinian shepherds from a field near Jericho. Settlers also congregate on the main Nablus-Ramallah road in the evening to protest the alleged stabbing attack near Ramallah earlier in the day. Some throw rocks at Palestinian vehicles in the area, causing minor damage. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif in the morning. Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. This brings the death toll stemming from the Great March of Return to 152. Amid the clashes, the IDF reports that one of its officers was injured by shrapnel from a pipe bomb thrown from across the border fence. Israeli forces subsequently shell 2 Hamas posts, causing damage to a school east of Khan Yunis. Elsewhere along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near Rafah. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains. Along Gaza’s border, unidentified Palestinians fly incendiary kites and balloons into southern Israel, sparking 2 small fires. In the West Bank, Israeli settlers bulldoze an area of Palestinian farmland near Ramallah, sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Settlers also cut down 74 olive trees in a Palestinian grove near Ramallah and throw stones at Palestinian vehicles near Nablus (4 Palestinians are injured). IDF troops arrest 8 Palestinians during raids near Bethlehem, Ramallah, Hebron, and Jenin; and patrol in and around Hebron, Tulkarm, and Salfit.             The Israeli authorities close down the Erez border crossing, with an exception for emergency medical cases, in response to the ongoing Great March of Return. Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. The IDF claims that the young men were armed and attempting to cross into Israel to set a sniper post on fire. Earlier in the day, Israeli forces conduct a limited incursion into Gaza to level land along the border fence near Khan Yunis. In the West Bank, Israeli forces confiscate a tent in Battir village near Bethlehem. In the second such incident in as many days, IDF troops assault and arrest a Palestinian in Dahaysha refugee camp, sparking clashes with stone-throwing residents of the camp; 1 Palestinian is injured. Israel’s Knesset passes into law a new bill deducting from the tax revenues Israel collects on behalf of the PA an amount equal to that which the PA pays in stipends to Palestinians imprisoned or injured in connection with serious crimes committed against Israelis and the families of Palestinians killed while committing such crimes. Specifically, the Israeli DM will submit an annual report documenting the PA’s stipends over the previous calendar year. The sum total will be divided by 12 and deducted from the monthly transfers over the subsequent year. After the strikes, armed groups in Gaza fire at least 11 rockets into Israel. The Iron Dome missile defense system intercepts 3; the rest cause no major damage. The IAF then retaliates with air strikes across Gaza into the night; 1 vehicle reportedly belonging to a senior Hamas official is destroyed in Nuseirat refugee camp. Israeli forces confiscate a vehicle from a Palestinian construction site near Nablus. The UN General Assembly adopts a Palestinian-backed resolution condemning Israel’s use of “excessive force” in quelling the recent protests in Gaza, with 120 votes in favor, 8 opposed, and 45 abstentions. Before the vote, U.S. ambassador to the UN Haley proposes an amendment condemning Hamas for its rocket fire and alleged diversion of humanitarian resources into its security apparatus, but she fails to obtain enough support. Following the protest in Ramallah on 6/10, the PA temporarily bans public demonstrations “in order to make it easier for citizens to conduct their normal lives [around the upcoming Eid al-Fitr holiday],” according to a PA statement. “It is prohibited to grant permits to organize marches or to establish gatherings that would disrupt the movement of citizens and disturb them.” The move is widely seen as a means of quelling opposition to PA president Abbas. Recent protests have focused on his role in the ongoing humanitarian crisis in Gaza. Following the announcement, PA security forces violently disperse Palestinians gathering in central Ramallah for another demonstration; there are no serious injuries. (EI, TOI 6/13)

A senior IDF officer says that the exchange of cross-border violence in Gaza on 5/29 was the closest “we’ve come to a war in Gaza” since Operation Protective Edge, the Israeli assault in the summer of 2014. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza.
