In the West Bank, IDF troops shoot and injure a Palestinian during clashes sparked by an arrest raid in Abu Qash near Ramallah. Separately, IDF troops open fire on a Palestinian vehicle driving outside Dayr Abu Mash‘al near Ramallah; 3 Palestinian minors are injured (1 critically). Meanwhile, IDF troops arrest 16 Palestinians during raids near Ramallah, Qalqilya, Salfit, Jenin, and Nablus; and patrol in and around Hebron. Israeli settlers throw stones at Palestinian homes in Urif village near Nablus, sparking a minor confrontation with residents of the area; there are no major injuries or damage reported. At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. He also says it would be “irresponsible” to force early elections during “one of our most difficult security periods.” (HA, JP, JP, MNA 11/19)

A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

Israeli police arrest 3 Palestinians suspected of starting a large fire near the Dead Sea overnight. The fire reportedly damaged 500 dunams (approximately 123.5 acres) of vegetation. Elsewhere in the West Bank, IDF troops surround Khan al-Ahmar, the Bedouin village slated for evacuation and demolition. They also arrest 1 Palestinian and issue 1 arrest summons during raids near Bethlehem; and patrol near Hebron. Along Gaza’s border, 2 Palestinian minors cross through the border fence into Israel and steal 3 cameras and a box of live ammunition from an IDF post before returning to Gaza. In response, IDF troops stationed along the border fence open fire on 2 Hamas observation posts in the area, causing damage. Israeli prime minister Benjamin Netanyahu says that the U.S. made the “right decision” to shutter the PLO office in Washington. “Israel supports American actions that are meant to clarify to the Palestinians that a refusal to negotiate and attempts to attack Israel at international forums will not promote peace.” The U.S. State Department announced the move on 9/10. Meanwhile, Israel’s Channel 10 reports that the PA is considering cutting all remaining ties with the Trump administration following the office closure. (HA, TOI 9/11)

Off Gaza’s coast, Israeli naval forces open fire on a small fleet of Palestinian boats sailing in a symbolic attempt to break the Israeli blockade. Meanwhile, thousands of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to cheer on the boats and continue the Great March of Return; 49 Palestinians are injured at sea and along the border fence. In the West Bank, Israeli settlers uproot 15 olive trees in a Palestinian grove outside Yatta village near Hebron. IDF troops conduct a raid at an elementary school in Hebron, disrupting classes and assaulting and injuring 1 Palestinian teacher. The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Separately, U.S. National Security Advisor John Bolton says that the U.S. plans to shield Israel from any ICC effort to investigate alleged Israeli war crimes and settlement growth (the ICC has been working on a preliminary examination of such allegations since 1/2015). PA prime minister Rami Hamdallah announces that the PA plans to cover the budget deficit facing Palestinian hospitals in East Jerusalem, following the U.S. decision on 9/8 to redirect $25 million in U.S. aid to “other priorities.” “We will continue to meet the basic and urgent needs of our people on every inch of our land,” he says. The PA’s Committee Against the Wall and Settlements announces plans to appeal the Israeli High Court of Justice’s 9/5 decision to authorize the demolition of Khan al-Ahmar, a Bedouin village in the West Bank, at international courts. “[We] will not appeal this decision at Israeli courts anymore because they are a tool of the occupation to legalize theft of Palestinian land,” explains one senior committee member. A U.S. State Department official announces that President Donald Trump has ordered a $25 million cut to planned aid to Palestinian hospitals in East Jerusalem in the context of his ongoing review of all U.S. aid to the Palestinians. “Those funds will go to high-priority projects elsewhere,” the official says. Thousands of Palestinian gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; approximately 180 Palestinians are injured. In the West Bank, Israeli forces detain 2 senior members of the Israeli anti-occupation group Breaking the Silence as they are leading a tour near the Kiryat Arba settlement. The U.S. State Department announces that all U.S. contributions to UNRWA are being cut following a “careful” review of the issue. A spokesperson explains that UNRWA’s “endlessly and exponentially expanding community of entitled beneficiaries is simply unsustainable and has been in crisis mode for many years.” She says that the U.S. is still “very mindful of and deeply concerned regarding the impact upon innocent Palestinians, especially school children.” According to reports in the Israeli press, Israeli prime minister Benjamin Netanyahu supports the decision. Following weeks of calls from Palestinian solidarity activists, U.S. pop singer Lana Del Rey cancels her planned appearance at the upcoming Meteor Festival in Israel, explaining that she was unable to plan a concert for her Palestinian fans during the same trip to the region. She previously wrote, on 8/21, that performing in Israel was “not a commitment to the politics there, just as singing in California doesn’t mean my views are in alignment w my current governments opinions or some inhuman actions [sic].” The Meteor Festival’s organizers criticize Del Rey for “choosing us to be part of her publicity stunt.” Del Rey is now the eighth act to cancel on the Meteor Festival in response to calls for a cultural boycott. The Trump administration announces that more than $200 million is being cut from this year’s planned aid to the Palestinians. The decision comes 7 months after President Trump cut a similar amount from U.S. aid to UNRWA and ordered a review of all aid to the Palestinians. “As a result of that review, at the direction of the president, we will direct more than $200 million in Economic Support Funds originally planned for programs in the West Bank and Gaza,” a senior State Department official explains. “This decision takes into account the challenges the international community faces in providing assistance in Gaza, where Hamas control endangers the lives of Gaza’s citizens and degrades an already dire humanitarian and economic situation.” (EI, MNA, TOI, WAFA 8/25)

At least 31 Palestinian are injured and 2 are arrested. In the West Bank, Israeli soldiers shoot and injure 3 Palestinian minors during clashes sparked by an IDF raid near Nablus. IDF troops also arrest 3 Palestinians and assault 1 during late-night raids near Hebron and Bethlehem, and patrol near Hebron and Tulkarm. Israeli settlers throw stones at, and open fire on, Palestinian homes in Burin village near Nablus, causing no major damage or injuries. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

In East Jerusalem, Israeli forces conduct raids in Hizma village late at night in response to reports of stones being thrown at an Israeli bus earlier in the day. The raids spark minor clashes, leading to no major injuries or arrests. Four Palestinians are arrested on further raids in the Old City. The U.S. State Dept. announces that the Trump administration will not be providing the $45 million in food aid to Palestinians that it pledged in 12/2017 in response to an UNRWA emergency appeal. Instead, the aid will be frozen indefinitely. The announcement comes 2 days after the State Dept. announced that the Trump administration would be withholding $65 million in aid for UNRWA. Approximately 1,000 Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 1 Palestinian is injured and another is arrested. The IDF later says that a cell-phone bomb was planted at Joseph’s Tomb prior to the activists’ visit, but that Israeli soldiers detonated it safely, causing no injuries. Elsewhere in the West Bank, IDF troops arrest 12 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, and Nablus; and patrol near Hebron. Israeli settlers vandalize several Palestinian vehicles in Bayt Iksa village near Jerusalem, and enter ‘Azun village near Qalqilya, sparking clashes between their IDF escort and stone-throwing residents (28 Palestinians are injured). The U.S. State Dept. announces that the Trump administration has decided to withhold $65 million from a $125 million transfer of aid to UNRWA. “There is a need to undertake a fundamental reexamination of UNRWA, both in the way it operates and the way it is funded,” a spokesperson says, explaining that the $65 million may be transferred after “future consideration” from the Trump administration.
