Jewish settlers accompanied by IDF soldiers set up tents, raise an Israeli flag on a plot of Palestinian land along Road 60 northeast of Hebron; Israeli police remove them. In Gaza City, unidentified assailants detonate a bomb outside the former PA National Security Forces headquarters, now controlled by Hamas, causing damage but no injuries. Armed PRC mbrs. raid, vandalize, steal equipment fr. a Fatah office in al-Bureij r.c. Armed PRC mbrs. whose salaries have been cut off by Abbas’s government raid a youth center in al-Maghazi r.c., fire in the air, demand reinstatement of their salaries; Hamas-affiliated police convince them to leave. In Gaza, an ailing 8-yr.-old Palestinian boy dies when the IDF denies permission to transport him through the Erez crossing to an Israeli hospital despite his having the proper Israeli permits. The IDF fires on several al-Aqsa Martyrs Brigade (AMB) mbrs. attempting to infiltrate the border nr. Bayt Lahiya, killing 2 AMB mbrs.; raids Khan Yunis, firing on residential areas and then exchanging fire with Palestinian gunmen who confront them, killing 1 Palestinian (possibly armed), seriously wounding 1 Palestinian civilian, moderately wounding 2 gunmen. Palestinians fire 8 mortars at IDF bulldozers sent into the Erez industrial zone to level land; the IDF responds with heavy machine gun fire; no injuries are reported. Palestinians fire 2 rockets fr. n. Gaza into Israel, causing damage at a cemetery but no reported injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Tubas, partially demolishing a Palestinian home, firing on stone-throwing youths who confront the troops, wounding 9. Jewish settlers fr. Yitzhar nr. Nablus ambush, stone a Palestinian taxi driving nearby, heavily damaging the car but not injuring the driver. AMB gunmen protesting the upcoming Annapolis summit fire on a Jewish settler vehicle nr. Keddumim settlement outside Qalqilya, killing 1 settler. The Israeli High Court rules that the 3/07 purchase by Israelis of a Palestinian house overlooking Kiryat Arba settlement in Hebron was illegal, stating that Israeli police may evict Jewish settlers who have since occupied the site. In the West Bank, the IDF imposes a day-long curfew on ‘Azun (see 11/2) after Palestinian youths allegedly stone Jewish settler vehicles in the area; conducts arrest raids, house searches in and around Jenin and in Hebron, Nablus. In Jerusalem, Israeli police impersonating an Israel TV (ITV) Channel 2 news crew arrest a Palestinian wanted for making unspecified threats; ITV’s chmn. and Israeli journalist associations condemn the police, saying the deception could endanger real journalists. Nr. Hebron, a Palestinian boy is injured when he accidentally triggers IDF UXO. The PA’s newly deployed Nablus policing unit (see 11/2) makes an arrest raid on Balata r.c., clashing with wanted AMB mbrs., leaving up to 10 Palestinians wounded; the PA stresses that it undertook the raid because the AMB was challenging its authority, not because of AMB actions against Israel. In Gaza, 1,000s of Palestinians stage a protest march to the Rafah border to demand a lifting of the siege; ESF officers fire into the air to keep the demonstrators fr. reaching the crossing. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. In the West Bank, the IDF fatally shoots local Islamic Jihad leader Raed Abu al-Adass in a raid on Balata r.c. in what may be an assassination; conducts arrest raids, house searches nr. Jericho, Tulkarm; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. In Hebron, 2 Jewish settlers fr. Mitzpe Ya’ir outpost attack a UN vehicle carrying 3 UN employees and 2 Israeli journalists, breaking the windshield, placing large rocks in front of the tires to prevent it fr. moving, injuring 1 UN employee; the IDF, Israeli police arrest the settlers, who are quickly released on bail. The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. In Gaza City, 10,000 Hamas supporters stage a nonviolent march to PC headquarters to protest PA attacks on Hamas activists and institutions in the West Bank. (OCHA, WP 7/25; PCHR 7/26)

As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

In Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus. Jewish settlers fr. Ma’ale Levona nr. Nablus, uproot 30 Palestinian olive trees nr. the settlement. In Rafah, Fatah al-Yasir mbrs. raid the office of Fatah PC mbr. Ashraf Jum‘a, beat Jum‘a and 11 of his bodyguards, alleging that Jum‘a removed the names of brigade mbrs. fr. payroll rosters; local PRC mbrs. intervened to bring the situation under control. In Jabaliya r.c., 3,000 Hamas supporters hold a nonviolent protest against Abbas’s 7/18 call for early elections. PA security forces continue targeting Hamas mbrs. in the West Bank for arrest, detaining and quickly releasing Change and Reform PC mbr. Ahmad al-Hajj Ali. In Gaza, the ESF arrests Army of Islam spokesman Abu Khattab al-Makdisi, 2 other Army of Islam mbrs. in effort to find kidnapped BBC correspondent Johnston; the Army of Islam captures several Hamasaffiliated students in retaliation. Meanwhile, in the West Bank, the IDF unleashes attack dogs on, then fatally shoots a 15-yr.-old Palestinian boy during an arrest raid in Hebron; conducts arrest raids, house searches in and around Hebron and Nablus, in Qabatya, and nr. Jenin, Qalqilya. A Jewish settler woman in Hebron beats a 14-yr.- old Palestinian boy who refuses to give her his puppy; the IDF arrests the boy. In Gaza, the IDF bulldozes Palestinian land in 2 areas along the n. Gaza border; shoots, wounds a Palestinian who strays nr. the border fence e. of Bayt Hanun. Israel announces that Israeli police and Shin Bet have arrested 11 senior Hamas mbrs. in Jerusalem for allegedly “recruit[ing] support for Hamas and giv[ing] the organization a foothold on the Temple Mount, in coordination with Shaykh Raed Salah’s Islamic Movement,” and have seized more than $95,000 in funds allegedly transferred fr. Ma’on beat a Palestinian farmer, occupy a 16 d. plot of Palestinian land nr. the settlement and set up tents to enlarge the unauthorized settlement outpost, Havat Maon; Palestinian owners of the land complain to the IDF and Israeli police, which refuse to intervene. In Hebron, AMB mbrs.temporarily occupy the local Education Min. offices to protest the PA’s choice of a new director (the previous director was arrested by the IDF a week ago). Gaza for the 1st time since the 11/26 cease-fire went into effect, wounding 4 Islamic Jihad mbrs. preparing to fire a rocket into Israel, also killing 1 Palestinian bystander and wounding 2; Israel says the strike was not intended to signal a change of policy or an escalation. The IDF also sends bulldozers into Gaza w. of Rafah to level land along the border fence. In the West Bank, IDF demolishes 3 Palestinian businesses, an animal pen in Barta‘a nr. The Israeli navy fires on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to port. IDF troops on the s. Gaza border fire on Palestinian farmers who stray nr. the border fence e. of al-Qarara and shell open areas nr. Shuka, causing no injuries. In the West Bank, the IDF patrols Far‘un nr. Tulkarm, fires on stone-throwing Palestinians who confront the troops, causing no injuries; conducts arrest raids, house searches in Hebron; raids the offices of Afaq TV in Nablus, reportedly using Palestinians as human shields; issues military orders confiscating 17 d. in Qalqilya and neighboring Azun for “military purposes.” In Jerusalem, a Palestinian taxi driver fr. al-Tur in East Jerusalem dies in Israeli police custody after being stopped at a checkpoint, being arrested and having his taxi confiscated for driving a Palestinian woman from Jordan who did not have the proper visas, being severely beaten by police; news of the death sparks demonstrations in al-Tur, where Israeli police fire tear gas, percussion grenades at protesters, causing no injuries. PA Education Min. Nasir Sha‘ir rescinds the ministry’s 3/5 ban on a book of Palestinian folklore after a massive public outcry, including a demonstration today in Ramallah, stating that the ban was illegal and imposed without his approval; some 1,500 copies of the book, Speak Bird, Speak Again, have been destroyed since the ban was ordered on 3/5. In Gaza, mbrs. of the Popular Resistance Comms. (PRCs) stage a peaceful sit-in in front of the Egyptian legation to protest restrictions on Gazans traveling to Egypt. Some 300 newly trained Fatah security members demonstrate outside the central Gaza governorate offices demanding positions in the PA security forces. In the West Bank, ESF, Fatah mbrs. exchange fire in Nablus (no injuries) and Tubas (2 wounded). Fatah-affiliated PA security force mbrs. demanding payment of back salaries fire on the PA security headquarters in Jenin, force employees to leave the building, declare it closed. Overnight the IDF raids the PA Military Intelligence headquarters in Ramallah, arrests 18 wanted AMB mbrs. who had been taking refuge there, 50 other PA Military Intelligence officers and employees (most of whom are released after interrogation); the IDF claims that the 18 were funded by Iran through Hizballah to carry out attacks on Israeli targets but offers no proof. During the day, IDF troops on the n. Gaza border send bulldozers 500 m into the border area nr. Bayt Hanun to level land, while IDF troops in the West Bank seal a Hamas-affiliated social services office and kindergarten in Bayt Fajjar nr. Bethlehem, another charitable society and kindergarten in neighboring al-Khadir. Late in the evening, the IDF conducts arrest raids, house searches in Azariyya nr. Jerusalem, Bethlehem, Hebron, Nablus, al-Til nr. Tulkarm, Tulkarm r.c. In Israel, Israeli police arrest Shaykh Raed Salah, leader of the Islamic Movement in Israel, on suspicion of provocative behavior for attending a rally in East Jerusalem protesting Israel’s construction at the Haram al-Sharif/Temple Mount. In Gaza’s Nussayrat r.c., 4 unknown gunmen kidnap, break the hands of, then release a PA security officer. In the West Bank, the IDF makes an overnight raid on Nablus, reportedly uncovering an Islamic Jihad pipe bomb factory in the Old City, exchanging fire with Islamic Jihad mbrs., causing no reported injuries. Troops withdraw and then reenter Nablus before dawn, this time declaring the start of Operation Hot Winter— the largest military operation in the West Bank since 7/06 and the largest in Nablus in 3 yrs.—sealing the city, imposing a curfew, taking over TV and radio stations, conducting house-to-house searches, barring access to 2 hospitals, reportedly uncovering a 2d bomb-making factory and finding a LAU hand-held guided missile and launcher (either stolen from the IDF or purchased on the Israeli black market); 2 IDF soldiers, 6 Palestinians are wounded in exchanges of fire; an Associated Press photographer films IDF soldiers forcing a Palestinian man to act as a human shield, leading troops into Palestinian homes—a violation of international and Israeli law. The IDF also conducts arrest raids, house searches nr. Hebron, Jenin. Nr. Hebron, suspected Palestinian assailants fatally stab a Jewish settler. Jewish settlers fr. Avigail nr. Hebron uproot 30 Palestinian olive trees. Overnight in Khan Yunis, 5 Palestinians are killed, more than 40 wounded in a family feud with factional overtones, raising concerns that intra-Palestinian fighting, which has tapered off since Fatah and Hamas reached a national unity agmt. in Mecca on 2/8 (see Quarterly Update in JPS 143), might resume: The fighting begins when mbrs. of the Khawareh clan, relatives of a Fatah mbr. killed in factional fighting on 1/07, fatally shoot Hamas mbr. Muhammad Ali Ghalban, whom they blame for his death, sparking exchanges that leave 2 Khawareh relatives, 2 bystanders dead. On the Rafah border, 1 Palestinian is killed, 6 are injured when a smugglers’ tunnel they are digging collapses. Palestinian workers at Qarni crossing strike for the day, forcing the crossing to close. Unidentified gunmen in Bureij r.c. fire on an ESF post, causing no injuries. In Israel, Israeli police raid 2 companies in Ramat Gan that do business with companies in Gaza, arresting several employees on suspicion of funneling money to Hamas, Islamic Jihad. Following Friday prayers at al-Aqsa Mosque, some 200 Israeli riot police raid the mosque compound, clash with stone-throwing Palestinian worshipers protesting over Israel’s excavation work nr. the Haram al-Sharif/Temple Mount (see 2/6); riots spread to other areas of the Old City, leaving at least 30 Palestinians requiring hospitalization, 15 policemen injured; some 3,000 Israeli police had been stationed around the mosque in anticipation of violence. UNESCO calls on Israel to “suspend any action [at the site] that could endanger the spirit of mutual respect.” In the West Bank, the IDF fires live ammunition, tear gas, percussion grenades to disperse a 10s of Palestinians in Hebron peacefully protesting Israel’s construction at the Haram al-Sharif/Temple Mount; also fires on stone-throwing Palestinians holding a similar demonstration outside ‘Arub r.c., seriously wounding 1 Palestinian; sends troops into ‘Azun, fires on stone-throwing youths who confront them, wounding 2 Palestinians.
