Elsewhere, Israeli forces issue demolition notices for a house and an agricultural structure in Khillet al-Farra in the Masafer Yatta area. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli authorities force a Palestinian family to demolish their 3-story apartment building in at-Tur, displacing 5 families comprising 23 people. In Gaza, Israeli forces bomb Nuseirat refugee camp, Gaza City, Rafah, Dayr al-Balah, and Khan Yunis, killing at least 118 people, including 12 at a square in Nuseirat refugee camp, 22 in a home in Nuseirat refugee camp, 25 in a home in Dayr al-Balah, and 2 at a Doctors Without Borders shelter for staff members and their families in Khan Yunis. 8 patients die due to a lack of power and oxygen and 21 people are evacuated from the Nasser Hospital in Khan Yunis. In Lebanon, Israeli forces bomb Majdal Zoun, killing a woman and a child. Hezbollah militants fire rockets at Israeli military bases in Metila and Matzuva. More than 29,313 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,333 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 395 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 101 children. More than 4,528 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UNOCHA reports that around 4,000 Palestinians were displaced in the West Bank and East Jerusalem in 2023, including 1,326 from demolition of which 173 were from punitive demolitions, 911 during Israeli military operations which destroyed 220 structures, 1,539 from settler violence, and 200 due to movement restrictions in the Masafer Yatta area. The Israeli-run Jerusalem District Attorney’s Office announces that it will prosecute the head of the Supreme Islamic Council in Jerusalem Ekrima Sa’id Sabri for incitement to terrorism, saying he visited families of Palestinians who carried out attacks on Israelis in October 2022. (HA 2/21)

Israeli military advocate general Yifat Tomer-Yerushalmi issues a warning to Israeli soldiers that “improper conduct” including unjustified use of force, destruction of property, and looting are criminal actions. At the third day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the U.S. argues that the ICJ should not order the unconditional withdrawal of Israeli forces from occupied territories without security guarantees. Hungary similarly says the ICJ should not exercise its jurisdiction. Colombia, the Comoros, Cuba, Egypt, the UAE, Russia, France, the Gambia, and Guyana also present arguments. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. The UK High Court of Justice rejects a petition to suspend UK arms exports to Israel. The Guardian reports that the UK is considering suspending arms export licenses to Israel if Israel invades Rafah. (AJ, GDN 2/21)

A video from 2/15 shows U.S. congressman Andy Ogles (R-TN) telling a pro-Palestinian activist that “I think we should kill them all if that makes you feel better. Hamas and the Palestinians have been attacking Israel for 20 years. It is time to pay the piper.” (AJ, HA 2/21)

The European Broadcasting Union says it is reviewing the lyrics of the Israeli song submitted to the Eurovision contest to examine if it is too political. Israeli finance minister Bezalel Smotrich says, “the Egyptians bear considerable responsibility for October 7.” A spokesperson for the Egyptian Foreign Ministry says Smotrich is trying to divert attention from Israel’s own shortcomings. Foreign Minister Israel Katz and Interior Minister Moshe Arbel say UN special rapporteur on the Palestinian territories Francesca Albanese will be banned from Israel, citing her comments that the “victims of 7/10 were not killed because of their Judaism, but in response to Israel’s oppression.” U.S. representative to the UN Human Rights Council Michele Taylor accuses Albanese of having a “history of using anti-Semitic tropes.” (AJ, HA 2/12; AJ 2/13)

U.S. president Joe Biden meets with Jordanian king Abdullah II at the White House. Biden tells the press that Palestinians in Rafah need to be protected. Abdullah II says a lasting ceasefire is needed to protect Palestinians and an Israeli invasion of Rafah would be a catastrophe. (AJ, AX, HA, NYT 2/12; NYT, WAFA 2/13)

The UN Security Council meets to discuss the situation in Rafah and an Algerian draft resolution calling for a ceasefire. Stephane Dujarric, spokesperson for the UN secretary-general, says the UN will not play a part in Israel’s plans for evacuation of Rafah, saying “there is no place that is currently safe in Gaza.” ICC chief prosecutor Karim Khan says he is deeply concerned about Israel’s plans in Rafah, adding “[a]ll wars have rules and the laws applicable to armed conflict cannot be interpreted so as to render them hollow or devoid of meaning.” Khan also says Israel has not changed its conduct in Gaza and “those who do not comply with the law should not complain later when my Office takes action pursuant to its mandate.” (AJ, HA, NYT 2/12; AJ, HA 2/13)

The U.S. Senate votes 70-29 to approve a bill which if approved by the House and President Biden would provide $95 billion in military aid to Ukraine, Taiwan, and Israel, including $14 billion to Israel, ban funding of UNRWA, and provide $9.15 billion in humanitarian assistance to civilians in conflict zones, including in Gaza and the West Bank. Biden calls on the House to immediately approve the Senate bill, which he says, “provides Israel with what it needs to protect its people against the terrorist groups like Hamas and Hezbollah and others.” Before voting in favor of the bill, Senator Chris Van Hollen (D-MD) says Israel is committing “textbook” war crimes in Gaza. EU high commissioner for foreign affairs Josep Borell calls on the U.S. to suspend military aid to Israel saying, “if you believe that too many people are being killed, maybe you should provide less arms in order to prevent so many people being killed.” (AJ, AJ, HA, HA 2/12)

In the West Bank, Israeli settlers with a military escort prevent Palestinian farmers from cultivating their land in Atuf. Israeli forces shoot and kill 4 Palestinians during a raid in ‘Azzun; 1 Israeli soldier is injured. Israel later says it has decided to keep the bodies of the Palestinians. Israeli forces also assault a Palestinian man at a checkpoint in Yanoun, seizing his car. Elsewhere, Israeli forces assault Palestinian farmers in the Masafer Yatta area. Israeli forces also raid Hebron, assaulting a disabled man. Meanwhile, Israeli forces violently disperse a protest in al-Arroub refugee camp, causing tear-gas related injuries. Palestinians protest the killing of Saleh al-Arouri (see below) in Jenin, Hebron, and Ramallah. In East Jerusalem, Israeli forces raze land, uprooting olive trees in Beit Safafa. Lebanese caretaker prime minister Najib Mikati says Israel is trying to pull Lebanon into its war on Gaza by assassinating Saleh al-Arouri in Beirut. Hezbollah says in a statement that it will retaliate. Hamas political leader Ismail Haniyeh calls the assassination an act of terrorism. Israeli cabinet secretary Yossi Fuchs instructs Israeli ministers not to comment on the assassination. Fatah announced a general strike in the West Bank in response to the assassination. U.S. officials tell Axios that Israel did not notify the Biden administration of the assassination in advance. (AJ, AX, HA 1/2)

The PA calls on Israel to immediately hand over a Palestinian baby that was kidnapped from Gaza by Israeli forces and brought to Israel. An Israeli soldier, who has since been killed in Gaza, told Israeli army radio that he had taken a baby to Israel. A picture of the soldier with a baby in Gaza circulated online. (AJ, AJ 1/2)

Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

Hamas political leader Ismail Haniyeh says Hamas has delivered its position on negotiations to Egypt and Qatar, which is based on a “complete cessation of the [Israeli] aggression.” (REU 1/2)

The Supreme Authority of Palestinian Tribes in the Gaza Strip denounces and rejects an Israeli proposal that would see Palestinian tribes have more political power in Gaza, saying it would create confusion and strife. (AJ, MEE 1/2)

Turkey says it arrested 34 people suspected of being part of a Mossad plot. 15 are later formally arrested by a Turkish court and 8 others are deported. (AJ, AP, HA, HA, REU 1/2)

Israeli prime minister Benjamin Netanyahu’s spokesperson Eylon Levy says Israel will defend itself at the ICJ after South Africa triggered proceedings by invoking the Genocide Convention on 12/29. Levy calls the South African accusations “blood libel,” saying “history will judge you, and it will judge you without mercy.” The hearings are scheduled to begin on 1/11 and 1/12. U.S. State Department spokesperson Matthew Miller calls comments by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of depopulating Gaza “inflammatory and irresponsible.” Ben-Gvir responds to Miller’s statement saying the U.S. “is our best friend, but first of all we will do what is best for the State of Israel: the migration of hundreds of thousands from Gaza.” French president Emmanuel Macron also tells Israeli war cabinet member Benny Gantz that the comments are unacceptable. EU high commissioner for foreign affairs Josep Borell also condemns Smotrich and Ben-Gvir’s statements. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. After raiding the hospital Israel changed its claim from the tunnels underneath being a Hamas command center to the tunnels being used by Hamas. (NYT, REU 1/2; HA 1/3)

U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. Resume the cease-fire. Work toward a permanent peace.” (AJ 1/2)

A poll conducted by the Israel Democracy Institute shows that 75% of Israeli Jewish respondents support continuing the same scale of indiscriminate bombing of Gaza, despite U.S. pressure to tone down the assault. (HA, HA 1/2) 

In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. Saudi Arabia, Jordan, Egypt, the UAE, and the EU sponsored a conference called The Peace Day Effort to advance the two-state solution through political, economic, cultural, and security-oriented means. The conference was held in New York on the sidelines of the annual UN General Assembly meeting and attended by around 30 foreign ministers. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Ahead of traveling to the U.S. for the annual UN General Assembly session Israeli prime minister Benjamin Netanyahu said that Israelis who protest his government’s judicial overhaul are aligning themselves with the PLO and Iran. The Prime Minister’s office later clarified, after backlash from the Israeli opposition and Jewish organizations in the U.S., that Netanyahu was criticizing that Israelis were protesting Israel at the same time as supporters of the PLO and BDS were and that they should also protest “those who deny the State of Israel’s right to exist.” Later in the day, Netanyahu met with Tesla, X, and Space X owner Elon Musk in Silicon Valley, defending Musk against charges of anti-Semitism brought by the Anti-Defamation League, among others. Israeli state-owned channel Kan 11 reported that the Israeli government will approve the transfer of $36 million earmarked for Palestinian communities in Israel to funding for married yeshiva students. A leaked summary of an investigation by the Israeli military into the death of an 80-year-old Palestinian man who died after being detained by Israeli forces on 1/12 found that his gag, which was left on for more than 1 hour during the detention, could have impeded his breathing, and the exposure to cold weather where he was left could have caused hypothermia, leading to his death. Israeli soldiers testified that they left him after removing his cuffs without providing medical attention or checking on his health. Hamas distanced itself from an Islamic Jihad arranged demonstration in solidarity with the people in Yemen on 1/22, where criticism of Saudi Arabia and other Gulf countries were on display. +972 Magazine reported that he Israeli cabinet had approved $30 million to revive its “Solomon’s Sling” program to fund propaganda efforts in the U.S. and Europe. The program, which sees money funneled by the Israeli government to pro-Israel activists and organizations through a public benefit corporation, was originally steered by the ministry of strategic affairs.
