In the West Bank, Israeli forces razed Palestinian-owned land in Khirbat Zanuta and razed land and demolished water pipes in al-Twana. Elsewhere, Israeli forces and Palestinians clashed in al-‘Izzariya after Israeli forces stormed a cemetery; 1 Palestinian-owned house was damaged by a fire ignited by sound bombs. 8 Palestinians were arrested, including 6 during raids in and around Shu‘fat, Hebron, Qalandia, Ramallah, and Jericho, and 2 were arrested at checkpoints in Hebron and near Bethlehem. In East Jerusalem, an Israeli court issued an eviction order for an extended Palestinian family living in an apartment complex in Silwan; the eviction order affects 28 people. The court ruled in favor of the settler organization Ateret Cohanim. 2 Palestinians were arrested, including 2 during late-night raids in Issawiyya and al-Tur; 1 Algerian tourist was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya within the allocated fishing zone; no injuries were reported. The UN launched a temporary service via the WHO to facilitate transfers of Gaza medical patients to Israel, East Jerusalem, and the West Bank in lieu of Israel and the PA’s ceased cooperation. (HA 9/8)

The EU warned Serbia and Kosovo that moving their embassies to Jerusalem as announced by U.S. president Donald Trump on 9/4 would undermine their hopes to gain membership in the union. (HA 9/7)

In the West Bank, Israeli forces demolished 1 house and 1 water well, displacing 5 Palestinians west of Jenin; and demolished 1 house in Bayt Iksa. Elsewhere, Israeli forces seized 3 water pumps from Bayt Umar. 7 Palestinians were arrested during raids in and around Hizma, Nablus, Jenin, Jericho, and Yatta. In East Jerusalem, 5 Palestinians were arrested during late-night raids in Shu‘fat refugee camp and Issawiyya. The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The majority opinion cited “serious damage to a number of basic rights, including property rights and human dignity.” Israeli prime minister Benjamin Netanyahu called the decision a “miserable ruling.” (HA 8/10)

Prime Minister Netanyahu said in an interview that Israel had not annexed parts of the West Bank yet because the U.S. had not given him their final approval. Netanyahu said that U.S. president Donald Trump had been preoccupied by other issues and had put Israeli annexation on hold. (JP 8/11)

After daily protests since the massive explosion in the Beirut port on 8/4, Lebanese prime minister Hassan Diab and his cabinet resigned. Lebanese president Michal Aoun asked the prime minister to stay in a capacity as caretaker until a new government is formed. (AJ, REU 8/10; HA, REU 8/11)

Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. The Israeli authorities deny a U.S. citizen entry into Israel at Ben Gurion Airport late at night, citing alleged “boycott activity.” The woman, Lara Alqasem, arrived in Israel with a student visa to work towards a master’s degree at the Hebrew University of Jerusalem. (HA, JP, YA 10/6)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

Along Gaza’s border, IDF troops open fire on and then arrest 2 Palestinians as they are attempting to cross into Israel near Bayt Lahiya (1 Palestinian is injured). The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing neither damage nor injuries. In the West Bank, the IDF issues an arrest summons to a Palestinian on a late-night raid in Dahaysha r.c. nr. Bethlehem, sparking light clashes with stone-throwing Palestinian youths. IDF troops also conduct late-night raids and house searches in and around Hebron, al-Fawar r.c., and Bethlehem, arresting 8 Palestinians; patrols during the day in 1 village and al-‘Arub r.c. nr. Hebron, 2 villages nr. Ramallah, and ‘Aqabat Jabir r.c. nr. Jericho. Israeli settlers set fire to dozens of olive trees outside Bethlehem. In East Jerusalem, Israeli forces raid a Palestinian clothing store in Shu‘fat r.c., sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured (1 of them will lose an eye after being struck by a sponge-tipped bullet). A senior Hamas official tells a Russian media outlet that former Quartet envoy Blair is mediating talks between Israel and Hamas over the 2 Israeli civilians who are allegedly being held in Gaza. Blair reportedly met with Hamas leader Mishal in Doha 3 times, both before and after Blair resigned as Middle East Quartet envoy on 5/27, to discuss the issue. On 7/16, a senior Palestinian source will confirm that these talks took place. (TOI, YA 7/12)

PA pres. Abbas forms a national comm. to investigate alleged Israeli war crimes committed in Gaza during OPE. He appoints Farid al-Jallad to head the comm., which will begin its work after ‘Id al-Fitr concludes on 7/20. (JP 7/12; MNA 7/13)

In the West Bank, IDF troops violently disperse Palestinians gathered in a village nr. Ramallah for the funeral of the man killed on 4/7; 22 Palestinians are injured in the ensuing clashes. The IDF conducts house searches and raids in Jenin and 1 village each nr. Ramallah and Hebron, arresting 5 Palestinians and sparking minor clashes; patrols in 1 village nr. Jericho and 2 nr. Hebron. In East Jerusalem, Israeli forces conduct raids in Shu‘fat, Silwan, and Issawiyya, arresting 9 Palestinians. An Israeli settler hits a Palestinian woman with a car outside a gate to Haram al-Sharif. In the Galilee, Israeli forces demolish a home in Kafr Kanna, and then violently disperse hundreds of protesting Palestinians, injuring 6. (WAFA 4/12, 4/13; HA, MNA 4/14)

In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. Hamas official Ihab al-Ghossein says he is optimistic as “this time at least it is a real negotiation.” Islamic Jihad official Hassan Abdu says there have been “positive developments.” (AFP, AP, HA, JP, MNA, REU, YA 8/12; 8/13)

In the Gaza Strip, Palestinians fire an estimated 40 projectiles into s. Israel, causing no casualties, but rockets strike 2 houses in Sderot and cause damage. IDF troops launch air strikes against 3 al-Qassam Brigades training facilities, injuring 15. In the West Bank, IDF troops clash with Palestinian residents in Qalandia r.c., injuring 5. The IDF patrols in 1 village nr. Ramallah and in Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in Hebron and 5 nearby villages, 3 villages nr. Ramallah, and 2 villages nr. Jericho at night. A Jewish settler opens fire on a Palestinian nr. Hebron, injuring him. In East Jerusalem, Israeli troops clash with Palestinian protesters in al-Ram, Shu‘fat, Silwan, and Issawiyya. Israeli PM Netanyahu says that if rocket fire from Gaza halts, then the IDF will also stop its attacks on Gaza. Specifically, the Israeli govt. issues Hamas a 48-hour period to either halt the projectile fire or face a significant Israeli strike. A spokesperson for al-Qassam Brigades says that an Israeli escalation will lead to an “hour of vengeance.” (HA, REU, ToI 7/3)
