The Palestine Chronology

After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. IDF troops shoot and injure 5 Palestinians during clashes sparked by a raid in al-Laban near Nablus; violently disperse Friday protests against the Israeli occupation in central Hebron, Luban al-Sharqiyya near Nablus, and Bil‘in near Ramallah (4 Palestinians are injured); arrest 1 Palestinians and issue 1 arrest summons during additional raids near Hebron; and patrol near Hebron, Bethlehem, Jenin, Nablus, Tulkarm, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Nablus and Qalqilya, and open fire on a Palestinian passersby in Jalazun refugee camp (1 Palestinian is injured and several vehicles are damaged). In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Issawiyya. Along Gaza’s border, IDF troops violently disperse thousands of Palestinians gathering to continue the Great March of Return near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; at least 60 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In Gaza, an IQB fighter dies in a tunnel collapse and 2 others are injured. Israeli forces conduct a limited incursion e. of Shuja‘iya, searching the area for undisclosed reasons; level land e. of Jabaliya nr. the border fence. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations commemorating the 48th anniversary of the 1967 war in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 6 are seriously injured with live ammunition. The IDF patrols in ‘Ayn al-Sultan r.c. and 1 village nr. Jericho, 3 villages nr. Ramallah, 2 nr. Hebron, and 1 nr. Jenin. In East Jerusalem, dozens of Palestinian and international activists gather at Haram al-Sharif and in Shaykh Jarrah to commemorate the anniversary of the 1967 war and support Palestinian prisoner Khader Adnan’s hunger strike (since 5/5) and other hunger-striking prisoners; 1 Palestinian and 2 internationals are arrested. For the 1st time since 2007, Israeli authorities grant 90 Palestinian businessmen in Gaza “BMG” permits to enter Israel and stay for up to 6 mos. Israel had previously only granted “BMC” permits, which allow Gazans to stay in Israel for a few days. (MNA, YA 6/5; HA 6/7)

Reps. of the Middle East Quartet meet at the Russian Mission to the UN in Geneva and discuss reviving negotiations between Israel and the Palestinians, according to a statement released after the meeting. (SI 6/6)

In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation, and in favor of the PFA’s bid to suspend Israel from FIFA, in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 4 Palestinians are injured. The IDF conducts late-night raids and house searches in 1 village nr. Hebron and al-Azza r.c. nr. Bethlehem, arresting 1 Palestinian and issuing 1 arrest summons; patrols during the day in 2 villages nr. Ramallah, al-Fawar r.c. and 1 village nr. Hebron. In East Jerusalem, Israeli forces assault and arrest 3 Palestinians at an entrance to Issawiyya, sparking clashes with residents and injuring 5 Palestinians. (MNA, TOI 5/29; PCHR 6/4)

PFA chair Rajoub amends the PFA’s res. to suspend Israel from international soccer in the hours before a scheduled vote on the measure at the annual FIFA congress in Zurich. Instead, the delegates approve, 165–18, a modified measure establishing a comm. to monitor movement restrictions on Palestinian soccer players, Israeli racism, and the status of teams based in Israeli settlements. According to an International Atomic Energy Agency (IAEA) report, Iran continues to withhold key information about the alleged military dimensions of its past nuclear activity. Sanctions relief for Iran in its ongoing negotiations with the P5+1 depends on the IAEA’s ability to complete the investigation. (AP, JP 5/29)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. In the West Bank, IDF troops shoot and injure 3 Palestinians with rubber-coated metal bullets in Silwad nr. Ramallah, during a weekly demonstration, and clash with Palestinians at Qalandia checkpoint, injuring 8. The IDF patrols in 2 villages nr. Ramallah, al-‘Arub r.c. nr. Hebron, 1 village nr. Dura, and 1 village nr. Jenin. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Nabi Salih, where 2 people are struck by rubber-coated metal bullets. In East Jerusalem, Israeli security forces repress demonstrations in Silwan, Issawiyya, al-Tur, and Wadi al-Juz, injuring 28 Palestinians. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. In the Gaza Strip, IDF troops open fire on armed Palestinians close to the border fence nr. Bayt Lahiya, wounding 1. Subsequently, a rocket is fired from Gaza into s. Israel, causing no damage or injuries. In 3 further, separate incidents, IDF troops open fire on Palestinians collecting straw close to the border fence nr. Dayr al-Balah, wounding 1; violently disperse Palestinians throwing stones nr. Jabaliya, causing no injuries; and, open fire on Palestinians collecting raw materials nr. Bayt Hanun, causing no injuries. In the West Bank, IDF troops open fire on Palestinians demonstrating outside Ofer prison nr. Ramallah in solidarity with prisoners on hunger strike, wounding 3. The IDF conducts house searches and arrest raids in Tubas and 1 village nr. Nablus at night; patrols in Hebron, and 1 village each nr. Qalqilya and Ramallah in the afternoon, and in 3 villages nr. Ramallah, 2 villages and al-‘Arub r.c. nr. Hebron, 1 village nr. Jericho, and in Qalqilya at night. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. Meanwhile, Israeli settlers attack 2 Palestinians on a road nr. The IAEA announces in a quarterly report that Iran has cut its stockpile of higher-enriched uranium by around 80%, in compliance with earlier agreements. The report also says Iran is meeting its other obligations. (AP, REU 5/23)

In the n. Sinai Peninsula nr. al-Arish, unknown persons blow up a gas pipeline, disrupting the natural gas supply to an industrial zone. (AP 5/23; MNA 5/24)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

In East Jerusalem, Israeli forces beat and fire rubber-coated steel bullets at Palestinians protesting against OCL nr. al-Aqsa Mosque (injuring 1) and in Ras al-Amud neighborhood (injuring 1). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
