An Israeli sniper shoots and kills a Palestinian youth during major clashes sparked by an IDF raid overnight in Bayt Rima village nr. Ramallah. The IDF temporarily shuts down entrances to the village after the clashes. Elsewhere in the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids nr. Nablus, Hebron, Tulkarm, and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces begin building a road leading to a settlement outpost nr. Nablus. Late at night, armed Palestinians allegedly shoot and injure an Israeli settler driver nr. Rantis village nr. Ramallah. Israeli forces then close the entrances to Rantis and 3 other villages in the area (Rantis and Shuqba village will be reopened on 1/13). In East Jerusalem, Israeli forces conduct raids nr. the Old City and in Shu‘fat r.c., arresting 4 Palestinian youths and shutting down several shops. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and later nr. Khan Yunis, causing no damage or injuries. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. The new deal is contingent on Israel’s High Court permitting a 1-mo. stay of its evacuation order for Amona. (HA, JP, MNA, NYT, TOI, YA 12/18; JP 12/19)

IDF troops violently disperse Palestinians gathering at Jalazun r.c. nr. Ramallah to commemorate the 1st anniversary of the killing of a resident of the camp; at least 10 Palestinians are injured (1 critically). The IDF also conducts late-night raids nr. Nablus, Hebron, and Jenin, arresting 5 Palestinians, demolishing a door and threatening demolitions; and patrols nr. Hebron and Qalqilya. Meanwhile, a Palestinian armed with a knife allegedly assaults an Israeli border police officer outside a settlement nr. Jerusalem, causing minor injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmland nr. Gaza City, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no injuries. In East Jerusalem, Israeli police arrest a Palestinian nr. the Old City who was allegedly planning a stabbing attack. The IDF imposes a general closure over the West Bank and Gaza, barring all passage through border crossings, except humanitarian cases, for the Jewish Sukkot holiday. The closure is set to extend through 10/17. (MNA, TOI 10/15)

Israeli PM Netanyahu accuses B’Tselem and Americans for Peace Now of joining the “chorus of slander” against Israel because they participated in the UNSC meeting on Israeli settlements on 10/14. Netanyahu also says he is working to deny B’Tselem its right to a national service volunteer. The group only is allotted 1 such volunteer, and the post is currently unfilled. (HA 10/16)

Around 60 right-wing Jewish activists visit Joseph’s Tomb outside Nablus overnight, sparking clashes with stone-throwing Palestinians. IDF troops disperse the clashes, arresting some of the Jewish activists. There are no serious injuries. Because this was an unauthorized trip, the activists did not have an IDF escort. Elsewhere in the West Bank, IDF troops conduct raids and house searches in 1 village nr. Hebron and in Aida r.c. nr. Bethlehem, arresting 3 Palestinians; and patrol nr. Ramallah, Qalqilya, and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. Palestinians in Nablus begin a general strike to protest the killing. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. No further details about their conversation are reported. (HA 8/23; TOI 8/23)

The IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district that it put in place on 7/1. They also maintain the closure of Sa‘ir village nr. Hebron, nr. the site of the settler shooting on 7/9; conduct raids and bulldoze land in and around the village; and temporarily close nearby al-‘Arub r.c. IDF troops conduct further late-night raids and house searches in and around Hebron, Bethlehem, and Tulkarm, arresting 11 Palestinians, issuing arrest summons to 2, and confiscating 1 vehicle. In East Jerusalem, Israeli forces arrest 3 Palestinians in Issawiyya for alleged stone-throwing, and confiscate a large number of antiquities from a shop in the Old City. In n. The Israeli cabinet approves an immediate transfer of NIS 6 m. (approx. $1.6 m.) for education and infrastructure in Kiryat Arba, the settlement where a Palestinian stabbed a settler youth to death on 6/30. (JP, TOI 7/10; MNA 7/11)

Egyptian FM Sameh Shoukry visits Israel to meet with PM Netanyahu and discuss the state of the peace process. Shoukry calls for Israeli-Palestinian confidence-building measures, pushes for the 2002 Arab Peace Initiative, and seeks backing for Egyptian pres. al-Sisi’s recent peace-building efforts. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. In the West Bank, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israeli soldiers nr. Ramallah, injuring 3 (1 seriously). Palestinian witnesses say the crash was an accident. In the evening, the IDF returns the body of the Palestinian driver. Overnight, Israeli forces carry out the punitive demolition of the doors and windows of an apartment in Nablus, where a Palestinian deemed complicit in the 10/1/2015 killing of 2 Israeli settlers lived. IDF troops violently disperse Palestinian journalists conducting a sit-in nr. Ramallah marking World Press Freedom Day; there are no serious injuries. They also conduct late-night raids and house searches nr. Jenin, Ramallah, and Bethlehem, arresting 8 Palestinians; patrol nr. Hebron and Nablus. More than 2,000 Israeli settlers, along with an IDF escort, perform religious rites in a Palestinian village nr. Salfit late at night. In East Jerusalem, Israeli forces arrest 1 Palestinian on a patrol in the Old City and a 2d during a raid in al-Tur. Along Gaza’s border, armed Palestinians open fire on IDF vehicles patrolling nr. Jabaliya r.c., causing damage. The cross-border shooting comes shortly after Israeli PM Netanyahu toured the area this morning. In the West Bank, IDF troops detain a Palestinian youth after arguing with her at a checkpoint nr. Bethlehem, and conduct raids in a village nr. Nablus, sparking clashes with stone-throwing Palestinians. Amid the clashes, Israeli soldiers fire tear gas canisters at a girls’ school, causing many students to choke. The IDF conducts late-night raids in and around Jenin, Hebron, Nablus, Ramallah, and Tubas, arresting 16 Palestinians and confiscating and damaging property; patrols nr. Jenin and Nablus. Israeli soldiers set fire to a Palestinian flag at a checkpoint nr. Nablus. Israeli settlers steal a Palestinian’s horse from a village nr. Nablus. In East Jerusalem, Israeli forces demolish 2 residential structures in Kafr Walaja early in the morning, and arrest 18 Palestinians during raids in Silwan, the Old City, and Bayt Hanina. The Israeli press reports that PM Netanyahu and DM Ya’alon recently gave their approval for the construction of 267 settler residences in the West Bank, including in a number of outposts. (HA 4/13; PCN 4/14)

A Palestinian lawyer says that an Israeli court has rescinded the ban on products of 5 Palestinian food companies entering Jerusalem, which was issued by Israel’s Ministry of Agriculture on 3/9. (MNA 4/13)

The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, Israeli forces demolish 5 homes and 4 other Palestinian structures in the Jordan Valley, as well as 3 agricultural structures in a village nr. Ramallah overnight. Palestinian hunger striker al-Qiq rejects an Israeli High Court of Justice decision to suspend his administrative detention until his health improves. Al-Qiq argued that the ruling upheld his administrative detention in a different form. (MNA 2/4)
