In the West Bank, Israeli forces beat 1 Palestinian man to death at the separation wall near Tulkarm after he tried to enter Israel for work. The body of the man, who was from Gaza, was returned to his family on 7/5. Israeli forces also shot and injured 6 Palestinians during a raid in Dura, including 5 with live ammunition and 1 with a baton round. Elsewhere, Israeli forces violently dispersed Palestinians in Abu Dis, injuring 1 with live ammunition. Israeli forces also demolished 1 residential structure in Umm Qassa in the Masafer Yatta area, displacing 15. Meanwhile, Israeli forces demolished 1 3-story building in Sawahara al-Sharqiyya and assaulted the Palestinian owner trying to prevent the demolition. Israeli forces also delivered stop-work notices for some 30 structures in Humsa al-Tahta. 19 Palestinians were arrested, including 18 during late-night raids in Beit Sira, Beitunia, Ramallah, Abu Nujaym, Dahariya, Beit Umar, al-Arroub refugee camp, Iskaka, and Nablus; 1 was arrested at a checkpoint near Nablus. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Member of the PLO executive committee Wasel Abu Yousef accused the U.S. of protecting Israel. Secretary general of the PLO Hussein al-Sheikh said the PA rejected the U.S. findings and would seek justice at the ICC. The family of Abu Akleh expressed disbelief that the U.S. was unable to conclude with certainty Israel had killed Shireen, given the evidence available. 1 Palestinian man from Gaza died after being denied cancer treatment by Israeli authorities, claiming his 2 travel permits for treatment were under security check. The man had applied to travel to Nablus for treatment on 3 occasions since April, but his applications remained pending when he passed. (PCHR 7/6)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles at several places in the Nablus area. Israeli forces shot and killed 1 Palestinian near Bethlehem, claiming that he threw a knife at an Israeli soldier; Israeli forces later raided his hometown Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also demolished 1 agricultural structure in al-Khadir, delivered a stop-work notice for an agricultural road east of Tubas, demolished and uprooted 3,400 olive and grape trees in Dayr Balut, and delivered demolition notices for 13 commercial structures near Jenin. Elsewhere, Israeli forces violently removed Palestinian and international activists planting olive tree saplings east of Halhul. 6 Palestinians were arrested, including 5 during raids in Nabi Saleh, Tulkarm, and Nablus; 1 was arrested by the separation barrier west of Jenin. At a Gulf Cooperation Council summit in Saudi Arabia, Egypt, the UAE, Bahrain, and Saudi Arabia reconciled with Qatar after a 3.5-year dispute where the quartet of countries claimed that Qatar is sponsoring terrorism, an allegation Qatar has denied. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. In the West Bank, Israeli settlers threw stones at vehicles and houses in Sarta and threw stones at Palestinian-owned vehicles traveling near Rawabi. Israeli settlers also razed Palestinian-owned agricultural land in Khirbet al-Farisiyya. Israeli forces punitively razed agricultural lands in Dayr Nidham after an Israeli settler was injured by a stone-thrower on 1/3. Israeli forces also blocked all entrances and exits to Dayr Nidham for the 2d day in a row. Elsewhere, Israeli forces shot and injured 3 Palestinians, including 2 with live ammunition and 1 with a rubber-coated bullet in ‘Aqabat Jabir during a raid; others suffered tear-gas related injuries. Israeli forces also raided a hospital in Tulkarm, firing stun grenades. Meanwhile, Israeli forces shot and injured 3 Palestinians trying to enter Israel for work by the separation barrier west of Ya‘bad. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers cut down 42 olive trees and demolished 1 Palestinian-owned wall in Yasuf. Israeli settlers also set up caravans on Palestinian-owned land in the northern Jordan Valley. Israeli forces clashed with Palestinians during raids in Beita; injuries from rubber-coated bullets and tear gas were reported. Israeli forces also prevented Palestinians from working their land in Atuf and seized 2 bulldozers. 5 Palestinians were arrested during raids in and around Jenin, Tulkarm, Yatta, Nablus, and Dheisheh refugee camp. In East Jerusalem, Israeli forces clashed with Palestinians in Issawiyya; 1 Palestinian child was shot in his face with a rubber-coated bullet. 3 Palestinians were arrested during raids in al-Tur, Issawiyya, and the Old City. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. The chief prosecutor for the International Criminal Court (ICC) Fatou Bensouda reiterated her position that Palestine is a state under the court’s jurisdiction, which would allow investigations of alleged war crimes committed in the West Bank, East Jerusalem, Gaza. 3 ICC judges must now decide on the matter. In the heaviest day of violence since the beginning of 7/2016, Israeli forces kill 2 Palestinians and 1 Jordanian in East Jerusalem and the Hebron area. Israeli forces shoot and kill a Jordanian youth outside the Old City of Jerusalem after he allegedly attempts to stab an Israeli soldier. An eyewitness reports that the youth did not attack anyone, and that he only yelled “Allahu akbar” when the Israeli forces asked him to lift his shirt. Israeli forces later find a knife on his body. IDF troops open fire on 2 Palestinians allegedly attempting a ramming attack outside Kiryat Arba settlement nr. Hebron, killing 1 and seriously injuring the other; 3 Israelis are injured in the alleged ramming. Separately, IDF troops shoot and kill a Palestinian youth in c. Hebron after he allegedly stabs and injures an Israeli soldier at a checkpoint. Meanwhile, IDF troops shoot and seriously injure a Palestinian in c. Hebron after he allegedly stabs and injures an Israeli soldier. After the attacks, an officer with Israel’s COGAT says that the IDF will impose strict punishments on the attackers’ home villages, including Bani Na‘im. The IDF then shuts down a number of checkpoints in Hebron and the entrances to Bani Na‘im, declaring the village and c. Hebron closed military zones. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Beit El settlement n. of Ramallah. In East Jerusalem, Palestinian youths smash a hole in the separation wall in Abu Dis before Israeli forces arrive and violently disperse them. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. Jericho and Qalqilya, and 1 village each nr. Jenin, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon. In the Gaza Strip, IDF troops open fire on Palestinians close to the border fence in 2 incidents: nr. Bayt Hanun (wounding 2) and nr. Jabaliya (wounding 1). Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. In response to IDF attacks on 2/5, Palestinians fire at least 20 rockets and mortars fr. Gaza into Israel, injuring 2 Israeli girls (ages 1, 12) playing outside in Kibbutz Beeri. The IDF then steps up air strikes and shelling of Hamas targets around Bayt Hanun, Gaza City, Jabaliya r.c., and Khan Yunis, wounding at least 3 Hamas mbrs. and an 80-yr.-old woman. In the West Bank, the IDF demolishes 2 Palestinian homes, bedouin tents, and 2 merchandise stalls in Jiftlik in the Jordan Valley, displacing 29 Palestinians; demolishes 4 tents, 9 animal pens, 2 other structures belonging to bedouin families nr. Tubas, displacing 30 Palestinians; bulldozes a room of a home nr. the separation wall in Qalqilya; conducts arrest raids, house searches nr. The IDF sends troops into Bani Na‘im, surrounds a house in search of a wanted Palestinian who is not home, fires on stonethrowing Palestinians who confront the troops, sparking several hrs. of clashes that leave 35 Palestinians wounded; conducts overnight arrest raids in and around Jenin and in Askar r.c., Balata r.c., Bethlehem, Hebron, Nablus’s old city, Ramallah; uproots 10s of olive trees and bulldozes 2 animal pens for construction of the separation wall nr. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void.
