In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli forces beat 1 Palestinian man to death at the separation wall near Tulkarm after he tried to enter Israel for work. The body of the man, who was from Gaza, was returned to his family on 7/5. Israeli forces also shot and injured 6 Palestinians during a raid in Dura, including 5 with live ammunition and 1 with a baton round. Elsewhere, Israeli forces violently dispersed Palestinians in Abu Dis, injuring 1 with live ammunition. Israeli forces also demolished 1 residential structure in Umm Qassa in the Masafer Yatta area, displacing 15. Meanwhile, Israeli forces demolished 1 3-story building in Sawahara al-Sharqiyya and assaulted the Palestinian owner trying to prevent the demolition. Israeli forces also delivered stop-work notices for some 30 structures in Humsa al-Tahta. 19 Palestinians were arrested, including 18 during late-night raids in Beit Sira, Beitunia, Ramallah, Abu Nujaym, Dahariya, Beit Umar, al-Arroub refugee camp, Iskaka, and Nablus; 1 was arrested at a checkpoint near Nablus. In East Jerusalem, Israeli authorities demolished 1 house in Jabel Mukaber and 1 nursery in Isawiya; 2 Palestinians were arrested during the demolition in Jabel Mukaber. 6 others were arrested during raids in the Old City and Isawiya. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Member of the PLO executive committee Wasel Abu Yousef accused the U.S. of protecting Israel. Secretary general of the PLO Hussein al-Sheikh said the PA rejected the U.S. findings and would seek justice at the ICC. The family of Abu Akleh expressed disbelief that the U.S. was unable to conclude with certainty Israel had killed Shireen, given the evidence available. 1 Palestinian man from Gaza died after being denied cancer treatment by Israeli authorities, claiming his 2 travel permits for treatment were under security check. The man had applied to travel to Nablus for treatment on 3 occasions since April, but his applications remained pending when he passed. (PCHR 7/6)

In the West Bank, Israeli settlers vandalized 47 olive trees near Burin. Israeli forces violently dispersed Palestinians protesting in East Jerusalem, Bethlehem, al-Ram, and al-Arub refugee camp against the planned settler march, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Bireh; no injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition by the separation wall in Jalama village. Israeli forces also delivered stop-work notices for 5 structures in Burqin and for a road near Sabastiyya. 3 Palestinians were arrested during late-night raids in Mirka and Jenin. In East Jerusalem, the new Israeli government allowed far-right Israelis and Israeli settlers, including MKs Itamar Ben-Gvir of Otzma Yehudit (Jewish Power) and Bezalel Smotrich of HaTzionut HaDatit (the Religious Zionist Party) to march through the Old City of Jerusalem, yelling “Death to Arabs” and “May your village burn down.” Israeli forces had forced Palestinian-owned stores in the Old City to close for the march. Member of the newly formed government coalition, Mansour Abbas Ra’am (United Arab List), said that the march was an “unrestrained provocation” and “incitement to violence.” In a tweet, the new Israeli foreign minister Yair Lapid condemned the racist slogans targeting Palestinians. Israeli forces violently dispersed Palestinians protesting the march, injuring 33, including 6 who were hospitalized, and arresting 17. Israel had also sealed parts of the Old City for entry of Palestinians. Prior to the march, Israeli settlers also toured the Haram al-Sharif compound. In Gaza, in response to Israel allowing the provocative march through the Old City, incendiary balloons sent from Gaza started some 20 fires in Israel. Israeli forces shot and injured 3 Palestinians protesting at the Gaza fence by Khuza‘a with live ammunition and arrested 3 who attempted to cross into Israel. Israeli forces also violently dispersed a Palestinian protester by the Gaza fence east of al-Showka, leading to tear-gas related injuries. 1 Palestinian succumbed to injuries sustained during the Israeli attacks in Bayt Hanun on 5/13 during the Israeli attacks on Gaza in mid-May, raising the comprehensive death toll since 5/10 from 265 to 266, including 67 children and 3 pregnant women. The Palestinian Center for Policy and Survey Research said a new poll found that 535 Palestinians believe that Hamas is “most deserving of representing and leading the Palestinian people” and that 145 believed the same about Fatah. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

U.S. Secy of State John Kerry leaves Israel after 2 days of meetings saying that discussions had been “productive” but with no obvious sign of a breakthrough. Kerry says that Netanyahu and Abbas have a week or 2 to make difficult decisions that would allow the resumption of direct negotiations. Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. In Gaza, the IDF fires on Palestinian teenagers who stray nr. the border fence nr. the Qarni industrial zone, wounding 1; exchanges fire with Palestinian gunmen across the Gaza border e. of Gaza City, causing no injuries; withdraws troops fr. the Rafah airport in the evening (see 8/9). In the West Bank, the IDF conducts arrest raids, house searches nr. Jenin; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent protests against the separation wall in Bil‘in (injuring 8) and Um Salamuna (injuring 4). In Jerusalem’s Old City, an Israeli Palestinian fr. the Galilee grabs a gun from an Israeli security officer, shoots and wounds him before being shot dead by another guard; 9 bystanders are wounded. In Bayt Hanun, the ESF arrests at least 15 Fatah mbrs. for firing guns at a wedding; Fatah says there was no gunfire, that the ESF targeted revelers singing pro-Fatah songs; when some 150 women and children rally outside the local ESF offices to protest the arrests, ESF officers fire in the air to disperse the crowd, causing no injuries. In Gaza City, some 20,000 Hamas supporters march fr. local mosques to the PC headquarters to protest recent PA attacks on Hamas activists in the West Bank. In Halhul nr. Hebron, suspected Hamas mbrs. retaliating for the NSF’s arrest of 10 Hamas mbrs. earlier in the day, shoot and wound Halhul police chief Driss Jabari. The PSF says it has released 9 PRC mbrs. recently arrested after the comms. agreed to abide by the Hamas–Islamic Jihad cease-fire. The IDF begins construction of a permanent fence in the Old City of Hebron separating the Ibrahimi Mosque/Tomb of the Patriarch fr. the Palestinian-controlled section of the city; shoots, wounds a Palestinian “acting suspiciously” in Tulkarm; fires on Palestinians who reportedly attack an IDF outpost in s. Gaza, wounding 1; conducts arrest raids in Jenin, detaining 15 Palestinians, including a local Islamic Jihad leader. Late in the evening, an Islamic Jihad suicide bomber detonates a device in a home in Kfar Yavetz, in central Israel nr. the West Bank, killing 1 Israeli; a statement by Islamic Jihad’s Jenin cell says it has broken the ceasefire since Israel has not complied with requirements to free all Palestinian prisoners, but senior Islamic Jihad officials, including chief spokesman in Gaza Muhammad al-Hindi, say the attack was not coordinated with the group’s leadership, which reaffirms its adherence to the cease-fire. Unidentified Palestinians fire on, detonate a roadside bomb nr. workers building Israel’s separation wall nr. Qalqilya, causing no injuries.
