Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. The IDF announces that it has discovered a fourth Hezbollah-built tunnel leading from southern Lebanon into northern Israel in the context of Operation Northern Shield. (HA, TOI, WP 12/16; TOI 12/18)

Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. The new policy is reportedly based on a zero-tolerance approach. There are no further details as the cabinet agrees not to discuss the policy with the media. In the West Bank, Israeli forces demolish 2 makeshift Palestinian residential structures, a Palestinian home, and an agricultural structure in various locations near Hebron. They also continue levelling land around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. The Israeli forces sporadically clash with Palestinian and international solidarity activists in the village; 4 protesters are injured and 1 is arrested. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron, Nablus, and Tulkarm; and patrol near Salfit and Hebron. Israeli settlers assault 2 Palestinians harvesting olives near Nablus, causing moderate injuries to both. They also throw rocks at Palestinian vehicles and homes in the area, causing moderate damage. In East Jerusalem, Israeli forces demolish a Palestinian home in Jabal Mukabir overnight and arrest 3 Palestinians during late-night raids in Wadi al-Juz and the Old City. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. Leadership of the group grants the State of Palestine many of the same privileges allotted to full UN member states. (JP, MNA, YA 10/17)

Hundreds of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, Bayt Hanun, and Jabaliya refugee camp; 1 Palestinian is killed and at least 32 are injured. This brings the death toll stemming from the Great March of Return to 167. Meanwhile, Israeli firefighters put out 2 fires in open areas in southern Israel that were allegedly sparked by incendiary kites and balloons flown from Gaza. Israeli forces stationed along the border fence arrest a Palestinian allegedly attempting to cross into Israel armed with a knife near Jabaliya refugee camp; conduct a limited incursion late at night to level land near Dayr al-Balah. In the West Bank, Israeli settlers uproot approximately 40 olive trees in a Palestinian grove near Ramallah; set fire to a Palestinian-owned home in central Hebron, causing major damage. An Israeli settler driver allegedly rams a Palestinian at a checkpoint near Ramallah, causing major injuries. Meanwhile, IDF troops arrest 11 Palestinians during raids in and around Ramallah, Bethlehem, Salfit, Nablus, and Qalqilya; and patrol near Jenin and Hebron. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Hundreds of Israeli settlers visit Joseph’s Tomb outside Nablus early in the morning, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian journalist is injured while covering the conflict. Elsewhere in the West Bank, Israeli settlers slash the tires of 10 Palestinian vehicles in ‘Ayn Yabrud village near Ramallah. IDF troops arrest 2 Palestinians during late-night raids in and around Qalqilya and Hebron, and patrol near Tulkarm, Salfit, and Hebron. In East Jerusalem, Israeli forces arrest 9 Palestinians during late-night raids in Silwan, Bayt Hanina, Shu‘fat, and the Old City. Israeli firefighters extinguish 17 small fires along Gaza’s border fence, reportedly sparked by incendiary kites flown across the fence. The Israeli police say they found one kite with a bomb attached to it in a residential area. Separately, IDF troops open fire on Palestinian farmland near Gaza City, causing no damage or injuries. In the West Bank, more than 1,500 Palestinians gather in Ramallah to call on PA president Abbas to lift his punitive sanctions on Gaza. IDF troops arrest 8 Palestinians during raids in and around Bethlehem, Salfit, Jenin, Hebron, and Qalqilya; and patrol near Hebron and Nablus. The IDF announces that it destroyed a Hamas-built tunnel last week. It was reportedly constructed several meters into the Mediterranean for the purpose of allowing Hamas fighters to enter Israel from the sea. “They tried to make it possible to covertly move from land to sea in order to perpetrate attacks inside Israel,” a senior IAF officer says. “We have known about this tunnel for a few months and decided that this was the right time for us to destroy it.” (HA, JP, TOI, YA 6/10)

At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? Israeli PM Netanyahu announces that the IDF demolished 2 underground tunnels in Gaza overnight. One of the tunnels was old and being refurbished; the other had not yet entered Israel. “Our policy is to act with determination against every attempt to harm us, and to systematically destroy the terror tunnel infrastructure, and so shall we continue,” he says, adding that “it is time for the international community to recognize that the financial aid going to Gaza is buried underground.” Hamas responds by dismissing 1 of the tunnels as “old” and “unused.” (HA, JP, TOI 3/18)

Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes sparked by an arrest raid near Nablus, arrest 11 Palestinians during late-night raids in and around Bethlehem, Ramallah, Hebron, Nablus, Qalqilya, Jenin; and patrol near Qalqilya, Salfit, and Hebron. Israeli settlers slash the tires of 5 Palestinian vehicles near Qalqilya and leave price-tag graffiti on the walls nearby. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM. A Palestinian citizen of Israel stabs and kills an Israeli settler outside the entrance to the settlement Ariel near Nablus. An Israeli soldier then chases down the alleged assailant in his car and rams him. After the alleged assailant eludes capture, the IDF conducts widespread raids in nearby Kafr Haris. In an apparent act of revenge, Israeli settlers throw stones at Palestinian vehicles near Nablus and Salfit, moderately injuring 1 Palestinian. Meanwhile, IDF troops assault and arrest a Palestinian journalist and his brother during a raid in Ramallah. Israel’s Strategic Ministry publishes a “blacklist” of 20 organizations supporting the Boycott, Divestment and Sanctions (BDS) movement, whose members are being denied entry into Israel. “We have shifted from defense to offense,” Strategic Affairs Minister Gilad Erdan says. “The boycott organizations need to know that the State of Israel will act against them and not allow [them] to enter its territory to harm its citizens.” Several individuals from listed organizations have reportedly already been denied entry because of their support for BDS. Two Palestinians are killed and at least 92 are injured. Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement.
