Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. In the Gaza Strip, IDF troops on the e. border fence twice open fire on Palestinian agricultural lands, causing no injuries. Late at night, Israeli naval forces open fire on Palestinian fishing boats off the coast nr. alSudaniyya, causing no damage or injuries. In the West Bank, PA security forces enter the H2 area of c. Hebron and arrest 2 Palestinians. IDF troops deliver demolition orders to several homes, tents, and other residential structures in 2 bedouin communities s. of Hebron. The IDF conducts house searches in Jalazun r.c., as well as nr. Hebron and Bethlehem; patrols nr. Salfit, Hebron, Tulkarm, Jenin, and in al-‘Arub r.c. An IDF raid in ‘Askar r.c. nr. Nablus sparks clashes with stone-throwing residents; 1 Palestinian is injured. In East Jerusalem, Israeli security forces enter Shu‘fat r.c. and clashes break out with residents, causing no injuries; conduct house searches in Ras al-Amud and Jabal Mukabir. Israeli PM Netanyahu fires Fin. Min. Lapid and Justice Minister Livni from his cabinet. Netanyahu criticizes the 2 ministers for disloyalty, citing their opposition to his “nation-state” bill, and tells the press that he will soon call for the 19th Knesset to be dissolved. Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. In the Gaza Strip, the IDF and armed Palestinian groups largely hold to the new 5-day cease-fire, though Palestinians fire 8 rockets into Israel and IDF troops conduct a number of air strikes. Meanwhile, 3 Palestinians die of injuries sustained earlier in the Israeli assault. In the West Bank, IDF troops shoot and injure a Palestinian in Aida r.c. in Bethlehem during an arrest raid. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night; patrols in 3 villages nr. Hebron and al-Fara‘a r.c. nr. Tubas during the day. A Jewish settler runs over a Palestinian nr. Salfit and kills him. In East Jerusalem, Israeli security forces arrest dozens of Palestinians in Silwan, Shu‘fat, and the Old City, taking the number of those detained since the murder of Abu Khdeir to more than 600. Upon his arrival in Gaza from Cairo, Hamas official Khalil al-Hayya says that there is “still a real chance to clinch an agreement” for a longer-term deal. An unnamed Egyptian official tells Haaretz that “the emerging agreement will be the most detailed that has been signed between Israel and the Palestinians since the Oslo accords” and that, if successful, it “would set up a new framework of relations between Israel and a Palestinian govt., because without it there will be no way to implement the agreement’s clauses.” Islamic Jihad official Ziad al-Nahla, in Cairo for the talks, says that the long-term cease-fire is a “done deal.” (AFP, AP, HA, JP, MNA, REU, YA 8/14)

In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. Hamas official Ihab al-Ghossein says he is optimistic as “this time at least it is a real negotiation.” Islamic Jihad official Hassan Abdu says there have been “positive developments.” (AFP, AP, HA, JP, MNA, REU, YA 8/12; 8/13)

Off the coast of the Gaza Strip nr. Rafah, Egyptian naval forces open fire on Palestinian fishermen, injuring 1. In the West Bank, IDF troops raid the offices of Palestinian newspaper al-Ayyam in Ramallah, and order its staff to stop using their presses to print pro-Hamas publications Filastin, al-Risala and al-Istiqlal. The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 1 village and Aida r.c. nr. Bethlehem, and 1 village and al-Jalazun r.c. nr. Ramallah; patrols in 1 village nr. Jenin in the morning, 1 village nr. Jenin in the afternoon, and in 2 villages each nr. Hebron and Jericho at night. In East Jerusalem, groups of right-wing Jewish activists march through the Old City to celebrate “Jerusalem Day,” leading to clashes with Palestinians at Haram al-Sharif. In the clashes, Israeli security forces injure 4 Palestinians with rubber-coated metal bullets, and Palestinians injure 1 security officer with a thrown stone. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

Unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. IDF forces and Palestinians clash across the West Bank and East Jerusalem on Nakba Day, with 25 Palestinians arrested and 6 Israeli security forces injured in and around Jerusalem’s Old City. In al-‘Aqba village nr. Hebron, unidentifed Palestinians throw a Molotov cocktail at an IDF jeep, destroying it and injuring 4 soldiers. In another incident in the nearby village of al-Tabaqa, IDF forces briefly detain more than 45 children. As part of Nakba Dayrelated protests, IDF forces violently disperse Palestinian demonstrators at Qalandia and Bitunia nr. Jerusalem, Ofer nr. Ramallah, Kufor Kaddoum nr.
