A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

Israel’s Knesset passes a 1st reading of the new draft of the so-called regulations bill, which passed a preliminary reading on 12/5 and would retroactively authorize illegal settlement outposts in the West Bank. (HA, JP, MNA, TOI, YA 12/7; MNA 12/8)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

Approximately 1,000 UNRWA employees go on strike in Gaza City to protest the agency’s failure to fill vacant positions and to pay full salaries to many employees. In the West Bank, IDF troops shoot and injure a Palestinian from Bethlehem as he is attempting to cross into Israel for work. They also arrest 5 Palestinians during late-night raids in and around Nablus and nr. Ramallah; and patrol nr. Qalqilya and Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. In Israel, a mosque in Lydda is fined around NIS 726 (approx. $200) in accordance with Israel’s “pollution and nuisance” law for using loudspeakers to broadcast the call to prayer at night. The Israel Land Authority announces that the bedouin village Umm al-Hiran will be demolished on 11/22. The village’s residents are to be evacuated and relocated to a nearby municipality to make way for the construction of a new Jewish settlement called Hiran. (EI 11/23)

In the West Bank, the IDF reopens the entrance to Bayt ‘Aynun village nr. Hebron, having kept it closed for nearly a year following a surge of violence in the Hebron area in 10/2015. IDF troops arrest 5 Palestinians during late-night raids and house searches nr. Jenin and in Nablus, Hebron, and Bethlehem; and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces demolish 3 homes in Bayt Hanina and a multi-unit building in Silwan. They also arrest 2 Palestinians during late-night raids in Silwan and Issawiyya. UNESCO’s World Heritage Comm. passes a res. condemning Israel’s discriminatory administration of Haram al-Sharif and reaffirming the sanctuary as a Muslim holy site. The wording is similar to that in the res. passed by UNESCO’s executive board on 10/18, but does not refer to Israel as an “occupying” power and also includes Jewish names for the Western Wall/al-Buraq Plaza. At sundown, Israeli authorities close Haram al-Sharif and Hebron’s al-Ibrahimi Mosque to non-Jewish visitors until 10/24 for the Sukkot holiday. In the West Bank, IDF troops conduct a raid in Qatabiya village nr. Jenin, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 4 Palestinians during raids nr. Nablus and Hebron; and patrol nr. Hebron during the day. Israeli settlers throw stones at Palestinians picking olives nr. Nablus, causing no serious injuries. In East Jerusalem, a large number of Israeli forces deploy across Silwan after unidentified assailants throw Molotov cocktails at a settler home in the neighborhood. In Israel, around 1,200 bedouins gather outside the Ramat Hanegev council building to protest Israel’s ongoing evacuation and demolition of their homes. Their village, Bir Hadaj, is partially unrecognized, and part of it is slated for destruction in the context of the Israeli plan to redevelop the Negev. The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Palestinian Authority security forces (PASF) conduct raids in Nablus, sparking a firefight with wanted men; 2 PASF mbrs. are killed and 2 are injured. Late at night, the PASF returns to Nablus to arrest the men responsible for the killings earlier in the day. They shoot and kill 2 of the wanted men in the ensuing clashes. Elsewhere in the West Bank, IDF troops patrol nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City in 2 separate incidents, causing no damage or injuries. In Israel, Israeli forces demolish several residential buildings, arbors, and a car wash in bedouin villages nr. Beersheba. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. The Israeli Air Force (IAF) launches a strike on an agricultural area along the border fence nr. Gaza City, causing minor damage and no injuries. The IDF says that the strike was a part of an unspecified IAF exercise. In the West Bank, Israeli forces raid several homes in Yatta, the village of the Palestinians who attacked Israelis on 6/8 in Tel Aviv; and demolish a retaining wall nr. the village. Israeli soldiers arrest 1 Palestinian during a raid in ‘Askar r.c. nr. Nablus, sparking minor clashes with stonethrowing Palestinian youths (1 Palestinian is seriously injured). A COGAT official says that Israel’s political leadership has ordered COGAT to freeze any building plans in bedouin communities in Area C. Right-wing Israeli politicians think the PA is using building construction to consolidate power over Area C to keep the land in a future Palestinian state. (JP 6/15)

Commemorating Jerusalem Day, thousands of Israelis march through the Old City; there are no major altercations with Palestinian residents of the Muslim Quarter (as there were in previous years). Earlier, around 208 Jewish settlers tour Haram alSharif and thousands more gather at the Western Wall; 4 of the settlers (3 for breaking the rule barring non-Muslim prayer, 1 for allegedly assaulting an Israeli police officer) and 2 Palestinian women are detained at the sanctuary around the same time for disturbing the peace, according to an Israeli police spokesperson. In the Old City overnight, Israeli settlers attempt to set fire to a Palestinian store; the proprietors quell the blaze in time, preventing any serious damage. Elsewhere in East Jerusalem, Israeli forces arrest 4 Palestinians during raids in Biddu, Jaba‘, and the Old City. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. This statement reverses Netanyahu’s decision, on 3/27, ordering Ya’alon not to return any bodies. (HA, YA 5/4)

The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. PASF troops are instructed to implement the decision “under supervision of the Palestinian political echelon” and security agencies will decide how quickly to implement it. (MNA 5/7)

In the West Bank, IDF troops conduct late-night raids nr. Tulkarm, Ramallah, and Jericho, arresting 4 Palestinians, and patrol during the day in Tulkarm, nr. Jericho, Qalqilya, and Hebron. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats overnight, injuring 1 fisherman (3 others are arrested and 2 boats are confiscated). In East Jerusalem, Israeli forces assault a group of Palestinian youths in Ras al-Amud, injuring 1. In Israel, Israeli forces destroy the bedouin village al-‘Araqib in the Negev for the 97th time. Meanwhile, around 2,000 Israelis gather in Rabin Square in Tel Aviv to demonstrate in support of Azaria, the Israeli soldier who shot and killed a detained Palestinian on 3/24. Following Jordan’s 4/18 announcement that it is no longer planning to support the installation of cameras at Haram al-Sharif, an Israeli official says that “Israel’s support [for the initiative] remains unchanged.” (TOI 4/19)

Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. In Otniel settlement nr. Hebron, a Palestinian stabs and kills an Israeli settler, then flees the scene. The IDF then sets up mobile checkpoints and roadblocks in the area; conducts house searches and raids in a nearby village. IDF troops conduct further late-night raids and house searches in Hebron and 3 villages nearby, as well as 1 village each nr.
