In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. In the West Bank, Israeli settlers stormed Burin, throwing stones at Palestinian homes, causing damage. Israeli forces demolished a blacksmith shop, a carpentry shop, a car repair shop, a car wash, and a food store in Haris, an agricultural pond near Bardala, and 1 wall in Bani Na‘im. Israeli forces also seized 1 caravan serving as a medical clinic east of Yatta. 5 Palestinians were arrested, including 4 during late-night raids in Hebron and Jenin and 1 at a checkpoint in near the Gush Etzion settlement bloc; during the raids in Jenin, Israeli forces shot and injured, with live ammunition, 6 Palestinians protesting the incursion. Israel expanded the Gaza fishing zone from 9 to 12 nautical miles at its widest area, allowed medical equipment, fishing gear and raw materials for industry use to enter Gaza, and allowed textile exports from Gaza to Israel. (HA 7/12)

Israel prevented the political prisoner Khalida Jarrar from attending her daughter’s funeral after appeals from different parts of Palestinian and Israeli society, including 2 Palestinian-Israeli lawmakers in the Knesset. Israel’s foreign minister Yair Lapid met with 26 foreign ministers from EU countries in Brussels. During the meeting, Foreign Minister Lapid told his EU counterparts that he supports a 2-state solution but that he believes it is unfeasible. Lapid also said that he is for improving the lives of Palestinians by building their economy. Former Jordanian finance minister and royal court official Bassem Awadallah and Sharif Hasan bin Zaid, a member of the royal family, were sentenced to 15 years in prison for sedition and incitement against the Jordanian king Abdullah II. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. In what seemed to be another push to normalize Israel, Prime Minister Benjamin Netanyahu said that the UAE had signed a deal with Israel to cooperate on COVID-19 issues. However, shortly after Netanyahu’s announcement, UAE state media and a spokesperson from the UAE foreign ministry said that the deal was signed between 2 private companies in the UAE and 2 private companies in Israel. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. Israeli settlers attacked 3 Palestinians in Ras Karkar and sealed of a main road between Nablus and Jenin. Elsewhere, settlers set fire to Palestinian-owned agricultural lands planted with almond trees in Burqa. Israeli forces assaulted 2 Palestinians in Hebron. The march’s organizing committee says that the theme of the demonstrations this week is “preparation and warning of what’s to come,” referring to the mass protests set for 5/14 to coincide with the formal opening of the new U.S. embassy in Jerusalem.
