In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Salfit. Israeli forces demolished 1 greenhouse in Jayyus and 1 house in Idhna. Israeli forces also delivered stop-work notices for 8 apartments and an animal barn in Qaryut. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, 7 Palestinians were arrested during late-night raids in and around Qalqilya, Nablus, Salfit, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces struck several targets, causing damage; no injuries were reported. An IDF spokesperson said that the attack was in response to a rocket fired at Israel on 12/25. The organizing committee of the Great March of Return announced the suspension of the weekly Great March of Return protest to the end of March 2020. The announcement also declared that from April 2020, the protest would be monthly instead of weekly. (AJ, HA 12/26)

Israeli prime minister Benjamin Netanyahu won the Likud leadership primary over his rival Gideon Sa’ar with 72.5 percent of the vote. Netanyahu said in his victory speech that he would work toward U.S. recognition of Israeli sovereignty over the Jordan Valley, the Dead Sea, and all Israeli settlements in the West Bank. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

Hundreds of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to set tires on fire and otherwise continue the Great March of Return. IDF troops violently disperse them in the evening, injuring 1. After an incendiary balloon flown from Gaza sparks a small fire and damages a home in southern Israel, the Israeli Air Force conducts air strikes on 2 Hamas sites in central and southern Gaza late at night, causing major damage. In East Jerusalem, MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Israeli forces arrest 22 Palestinians during raids in Issawiyya. In the West Bank, Israeli forces uproot 50 olive trees from a Palestinian grove near Hebron. IDF troops arrest 5 Palestinians during late-night raids in and around Qalqilya and Nablus; and patrol near Qalqilya, Salfit, and Ramallah. In the West Bank, IDF troops arrest 12 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Nablus; and patrol near Nablus, Jenin, Salfit, Qalqilya, and Hebron. Israeli forces bulldoze 70 dunams (approximately 17.3 acres) of Palestinian land near Qalqilya, apparently clearing the area for the expansion of a nearby settlement. They also confiscate a tractor from a Palestinian farm near Hebron. Israeli settlers throw stones at Palestinian vehicles outside Burqa village near Nablus, damaging 1 windshield; and destroy the door to a nearby pharmacy, damage traffic signs, and uproot a number of trees in the area. They also uproot approximately 200 olive saplings from a Palestinian grove near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Rafah, causing 2 fishing boats to drown. Touring the Israel-Lebanon border area, Israeli prime minister Benjamin Netanyahu says that the IDF has done “extraordinary work” in detecting and demolishing tunnels built by Hezbollah into northern Israel since the launch of Operation Northern Shield. One day after the Israeli ruling coalition announced that early elections would be held on 4/9/19, the main Israeli television stations publish polls projecting that Prime Minister Netanyahu’s Likud Party will win the most votes. According to one poll, 52% of the Israeli public wants Netanyahu to continue as prime minister. (HA, JP, TOI 12/26)

Along Gaza’s northern border, IDF troops shoot and kill a Palestinian fisherman working from the shore near Bayt Lahiya. The incident comes hours after the Israeli authorities informed their Palestinian counterparts in Gaza that fishermen were allowed to return to the sea today. As ordered by Israeli defense minister Lieberman on 10/31, the fishing zone is limited to 6 nautical miles from Gaza’s northern shore and 9 nautical miles from its southern shore. Also along Gaza’s border, IDF troops shoot, injure, and arrest a Palestinian approaching the border fence near Jabaliya refugee camp The IDF claims he was throwing grenades at Israeli posts. Dozens of right-wing Israeli activists stand in the road leading to the Kerem Shalom border crossing for several hours, blocking the entry of goods and fuel into Gaza in protest of the recent rocket fire. In East Jerusalem, Israeli forces shoot and injure a Palestinian outside a police station in Jabal Mukabir after he allegedly stabs and lightly injures 4 Israeli police officers (the Palestinian will succumb to his injuries on 11/20). The Israeli police deploy in force in the neighborhood after the incident, conducting arrest raids and blocking off several roads. In the West Bank, Israeli settlers torch a Palestinian-owned vehicle and spray racist graffiti on nearby walls in Urif village near Nablus. IDF troops arrest 3 Palestinians during raids in Tubas and near Hebron; shoot and injure a Palestinian during clashes sparked by further raids near Nablus; and patrol near Hebron and Salfit. In response to the Israeli security cabinet’s 11/13 decision to agree to a cease-fire with the armed Palestinian groups in Gaza, Israeli defense minister Avigdor Lieberman announces his resignation and calls for snap elections. Lieberman takes specific issue with both the cease-fire and the decision to allow Qatari money into Gaza to pay the civil servants of the Hamas-run government. “There is no other definition, no other significance, but a capitulation to terror,” he says. “What we are doing now as a country is buying short-term quiet at the cost of our long-term security.” Without Lieberman’s Yisrael Beytenu in the ruling coalition, Prime Minister Benjamin Netanyahu’s bloc still holds a majority of the seats in the Knesset (61–59). Israel Television News Company publishes a poll showing that 74% of the Israeli public is dissatisfied with Israeli prime minister Netanyahu’s handling of the recent conflict with Hamas. The poll was reportedly taken in the hours after Defense Minister Lieberman resigned earlier today. The results also show that Netanyahu’s Likud party would only win 29 seats in the Knesset if elections were held today, marking the weakest Likud has polled since 3/2018. Meanwhile, dozens of right-wing Israelis gather in Sderot for a 2d day in a row to protest Netanyahu’s handling of the recent escalation of violence. (HA, JP, TOI 11/14)

In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. The IDF and DM Lieberman frame the new restrictions as a direct response to the wave of incendiary kite and balloon attacks from Gaza in recent weeks. (HA, JP, REU, TOI, YA 7/9; NYT 7/10)

In the West Bank, IDF troops conduct raids in Dayr Nizam, al-Bireh, and Beitunia near Ramallah, sparking minor clashes with Palestinian youths in each village; 3 Palestinians are arrested. They arrest 21 more Palestinians and issue arrest summons to another during late-night raids in and around Nablus, Salfit, Tulkarm, Bethlehem, and Hebron; and patrol near Hebron and Tulkarm. Following the rocket fire from Gaza on 12/29, PM Netanyahu reiterates that Israel holds Hamas accountable for any rockets fired toward Israel, and says that Israeli forces have struck Hamas sites 40 times in recent weeks. He is responding to Labor Party leader Avi Gabbay’s 12/30 criticism. (TOI, WAFA 12/31)

The Likud Central Committee unanimously approves a resolution calling on the party’s leaders, including PM Netanyahu, to extend Israeli sovereignty to West Bank settlements: “On the 50th anniversary of the liberation of the regions of Judea and Samaria [the West Bank], including Jerusalem our eternal capital, the Likud Central Committee calls on the Likud’s elected officials to act to allow free construction and to apply the laws of Israel and its sovereignty to all liberated areas of Jewish settlement in Judea and Samaria.” (TOI 12/31; HA, NYT 1/1)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Silwad, Jalazun r.c., and Nabi Salih), 1 each nr. Qalqilya and Salfit, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. Meanwhile, the Israeli authorities return the bodies of 2 Palestinians killed in a confrontation with Israeli forces in Israel on 3/8. IDF troops conduct late-night raids in 1 village each nr. Qalqilya, Nablus, and Hebron. They assault and injure 1 Palestinian, issue an arrest summons to another, and destroy and confiscate some personal property. During the day, the IDF patrols nr. Israeli DM Moshe Ya’alon announces his resignation from the Defense Ministry and the Knesset, following PM Netanyahu’s public offer (5/18) for Yisrael Beytenu chair Lieberman to replace him as DM. Likud’s Yehuda Glick, the leader of the messianic Temple Mount movement, will replace Ya’alon in the Knesset. Later, Netanyahu says he “regret[s]” Ya’alon’s decision and says he wishes Ya’alon had “continued to be a full partner in the leadership of the state, in the role of FM.”(HA, MNA, TOI, YA 5/20; ALM 5/24)

In the West Bank, the IDF patrols in 1 village nr. Jenin in the afternoon, and in 1 village each nr. Jericho, Ramallah, and Salfit at night; conducts house searches and arrests in 2 villages nr. Hebron in the afternoon, and in 2 villages nr. Salfit and 1 village each nr. Hebron, Qalqilya, Tulkarm, and Aida refugee camp (r.c.) in Bethlehem at night. Schools across the West Bank are on strike to protest the failure of the Palestinian Authority (PA) to pay 1/2013 wages, with a second day of industrial action planned for later in the week. Israeli security officials visit Cairo for the second time in a week to discuss the regional security situation with Egyptian intelligence officials. Items for discussion include the security situation in Sinai and the indirect talks with Hamas. Hamas official Khalil al-Hayya confirms that the organization is indeed conducting indirect talks with Israel over the details of the cease-fire deal that ended Israel’s Operation Pillar of Defense in 11/2012, including possibly allowing the entry of Qatari-donated construction materials to Gaza and the export of Gaza’s agricultural products to Israel. U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. In the West Bank, unidentified Palestinian gunmen fire on 2 Jewish settler vehicles driving nr. Hebron, moderately wounding 1 Jewish settler; no group takes responsibility. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Salfit; conducts late-night patrols in Jenin town and r.c., making no arrests; conducts late-night arrest raids, house searches nr. Jenin and Nablus. In Gaza, IDF troops on the s. Gaza border e. of Khan Yunis fire warning shots at Palestinians conducting a nonviolent protest march to the border fence to protest Israel’s imposition of a buffer zone, seriously wounding 1. During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr.
