Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. (nr. Rafah), Shati’ r.c., al-Shuka, Yibna r.c. (nr. Rafah).

Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. The IDF arrests 2 12-yr.-old Palestinians at an OCL protest nr. Hebron; conducts late-night arrest raids, house searches nr. Bethlehem and in al-Bireh, Ramallah. Clubwielding PASF officers violently disperse a protest against OCL by students attempting to march fr. Ramallah’s Birzeit University to a main IDF checkpoint at Atarot. (PCHR 1/8)

Israel resumes shipments (suspended 4/9) of industrial gasoline for Gaza’s power plant but continues to suspend gasoline and diesel for cars and generators. The UNOCHA calls the fuel supplies for the power plant “insufficient” and urges Israel to resume shipment of all forms of fuel, saying that schools and clinics are unable to function normally without regular transportation. Overnight, the IDF sends troops into areas e. of Gaza City, sparking clashes that leave 4 armed Palestinians dead and 1 IDF soldier, 4 armed Palestinians wounded. In the morning, Hamas and Islamic Jihad mbrs. stage a diversion nr. the Nahal Oz crossing to lure IDF soldiers into Gaza, ambushing the unit once it enters the Strip, killing 3 IDF soldiers; the IDF responds with tank fire and air strikes, killing 4 Hamas and Islamic Jihad mbrs. The IDF increases tank fire, air strikes on Palestinian targets throughout the day, killing 14 Palestinian civilians, including 11 in a helicopter air strike on a mosque in Juhur al-Dik in c. Gaza, and Reuters cameraman Fadel Shana’a (his clearly marked Reuters press vehicle is hit directly by a flechette tank shell), wounding 34 (including 17 children, 1 woman); 2 IDF soldiers are also wounded. The IDF also bulldozes 6 Palestinian homes, 200 d. of agricultural land in Juhur al-Dik. An IDF infantry unit crosses into Gaza nr. Bayt Lahiya to engage armed Palestinians in the area, fires on a car of Palestinian farmers trying to fleeing the area, killing 1 Palestinian farmer, wounding 2. Palestinians fire 10 rockets, 2 mortars fr. Gaza into Israel during the day, causing no damage or injuries; 1 rocket fired toward Israel lands nr. Jabaliya r.c., injuring 2 Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. (firing on residential areas, arresting an AMB mbr. granted amnesty by Israel in 7/07) during the day, and late at night in and around Jenin and Tulkarm, in Nablus, and nr. Hebron. In the evening (8:30 P.M. EST; 2:30 A.M. on 4/17 local time), IDF undercover units ambush a car in Qabatya, assassinating local Islamic Jihad cmdr. IDF troops on the Gaza border shoot, wound a Palestinian farmer working his field nr. Jabaliya r.c.; fire on a group of Palestinians who stray nr. the border fence e. of al-Maghazi r.c., causing no injuries; send bulldozers, tanks into Gaza to level land along the border fence nr. Rafah. In Jabaliya r.c., 2 Palestinian children are injured when they accidentally trigger an unexploded IDF tank shell. In Gaza City, a Hamas mbr. dies when explosives he is handling detonate prematurely. In the West Bank, the IDF demolishes 2 Palestinian homes in East Jerusalem; occupies a Palestinian home nr. the Hawara checkpoint into Nablus as an observation post; conducts arrest raids, house searches in Jalazun r.c. nr. Ramallah, Nablus (Palestinians detonate a roadside bomb nr. an IDF vehicle during the raid, injuring 2 IDF soldiers). Nr. Jenin, 2 Palestinian boys are injured when they accidentally trigger unexploded IDF ordnance. The Foreign Press Association bureau in Jerusalem organizes a demonstration by foreign reporters outside the Erez crossing into Gaza in support of kidnapped BBC reporter Johnston. In Gaza, the IDF continues operations in al-Maghazi r.c., engaging in heavy clashes with local gunmen, killing 4 armed Palestinians and 1 bystander, wounding at least 32 (in addition, 1 Palestinian child wounded in al-Maghazi on 7/19 dies of her injuries); drops leaflets across Gaza warning that “anyone who has . . . an arsenal, ammunition, or weapons in their house must destroy them or will face dangerous consequences.” The IDF also continues to shell n. and s. Gaza to prevent rocket fire; makes air strikes on 2 groups of Palestinians allegedly laying roadside bombs (no injuries are reported); fires warning shots fr. gunboats to keep Palestinian fishermen fr. going out to sea. Palestinians fire at least 1 rocket fr. Gaza into Israel, lightly wounding 1 Israeli. In the West Bank, the IDF continues major operations in Nablus, surrounding the local PA headquarters where a number of wanted Palestinians have taken refuge since fighting began on 7/19; 15 give themselves up during the day, but 10 remain inside, as IDF tanks shell the building and bulldozers begin to demolish the structure, troops fire on stone-throwing Palestinians who confront them (wounding 5). Also in Nablus, some 4,000 Palestinians demonstrate in support of Hizballah. The IDF also conducts arrest raids, house searches nr. Hebron; clears Palestinian trees nr. Har Homa settlement. Israel warns Lebanese s. of the Litani River that they have 24 hrs. to evacuate to the north. The IDF increases pinpoint ground operations in s. Lebanon, engaging in fierce clashes with Hizballah, leaving at least 2 IDF soldiers, 2 Hizballah mbrs. dead and 6 IDF soldiers injured; sends tanks, bulldozers across the n. border to destroy tunnels, bunkers, posts used by Hizballah (Hizballah claims to destroy 2 tanks; the IDF does not comment); continues air and artillery strikes on 150 targets across Lebanon, including Baalbek, Hermel, and al-Khiyam (destroying the infamous jail there, formerly run by Israel’s proxy, the South Lebanon Army). Late in the evening, 2 IDF helicopters collide over n. Israel nr. the Lebanese border, killing at least 4 IDF soldiers. Hizballah fires some 40 rockets at n. Israel, hitting Carmiel, Kiryat Shimona, Safad, Tiberias; there are no reported injuries. Syria reports that more than 140,000 people have crossed over fr. Lebanon since the violence began. Some 10,000 foreigners are evacuated by sea fr. Beirut and Tyre (including some 2,250 Americans and many Southeast Asian laborers evacuated by the Indian navy); UNIFIL evacuates its post at Naqura. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Palestinians try to fire rockets fr. Gaza toward Kissufim, but they fall short, causing no damage or injuries. In the West Bank, the IDF sends undercover units into Dura, Nablus to conduct arrest raids. A Palestinian militant dies of injuries received during the 7/7 IDF air strikes on Bayt Lahiya. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. Lebanon, killing at least 2 Lebanese civilians, 1 Lebanese soldier, wounding at least 10. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel. During the day, IDF Chief of Staff Dan Halutz calls up a reserve infantry division for deployment to the n. Israel border and sends the Israeli navy into Lebanese waters, threatening a massive invasion of Lebanon; makes air strikes on a Palestinian guerrilla base s. of Beirut. Palestinians in n. Gaza, the IDF in s. Israel trade mortar and tank fire throughout the day (Palestinians firing some 11 mortars, the IDF some 27 shells), causing no damage or injuries. The IDF also launches air strikes on s. Gaza targeting Palestinians firing rockets into Israel; sends troops into Anabta, fires on residential areas, then fires on Palestinian stone-throwers who emerge to confront them; conducts arrest raids, house searches around Tulkarm and in Bayt Laqia nr. Ramallah, Hebron; begins bulldozing 345 d. of Palestinian land in Bayt Jala for construction of a new segment of the separation wall nr. Bethlehem. The AMB, Islamic Jihad claim joint responsibility for a drive-by shooting nr. Hebron that kills 1 Jewish settler, wounds 2; the IDF detains 3 journalists in the area. Overnight, the IDF launches Operation Orange Iron, sending tanks, bulldozers into Khan Yunis in further response to 12/16 mortar fire, shelling and firing missiles fr. helicopters at residential areas, clashing with local Palestinians, leaving a total of 9 Palestinians dead (5 armed Palestinians, 4 civilians), at least 30 Palestinians (mostly civilians, including 1 ambulance driver trying to evacuate the wounded) and 1 IDF soldier wounded, also leveling 39 Palestinian homes allegedly used as cover for mortar fire; 100s of Palestinians flee the fighting, many taking refuge in a nearby hospital, stadium; the IDF says it will stay in Khan Yunis “indefinitely.” In response, Palestinians fire 2 Qassam rockets into the Negev, causing no damage or injures. A smugglers’ tunnel collapses in Rafah after days of rain, trapping and killing at least 5 Palestinians;6are rescued. The IDF also demolishes 1 Palestinian home, 15 shops in Rafah that allegedly provided cover for mortar fire; shells, destroys 2 workshops (alleged weapons factories) in Gaza City; conducts arrest raids, house searches nr. Hebron, in Qalqilya; issues military orders confiscating “large areas” of Palestinian land in Far‘un s. of Tulkarm and Jayyus northeast of Qalqilya, as well as 50 d. in Nuba southwest of Tulkarm for construction of the separation wall. In Gaza, Palestinian gunmen ambush a Jewish settler convoy escorted by IDF trucks heading to Netzarim, detonating a roadside bomb and opening fire but causing no injuries. When the IDF sends in a tank for support, the gunmen detonate a shaped charge underneath it, killing 3 IDF soldiers, wounding 2. This marks the 1st time Palestinians have destroyed an IDF tank. The Salahadin Brigade (reportedly a relatively recently formalized "military wing" of the PRCs in s. and central Gaza) takes responsibility. In the Negev, the IDF bulldozes 12,000 dunams of bedouin crops it claims were illegally planted on state land. (HA 2/14; MA 2/18 in WNC 2/19)

In response to the mortar attack on Gilo on 10/18, the IDF sends tanks, bulldozers into Bethlehem, Bayt Jala; occupies 10 Palestinian buildings in Bethlehem (including 2 hotels to house troops), several in Bayt Jala. The incursions spark clashes, which leave 3 Palestinians dead and at least 16 Palestinians, 1 IDF soldier injured. In Ramallah, 2 Palestinians are killed by IDF shelling; a 6th Palestinian is killed in Gaza. IDF tanks completely surround Bayt Sahur, Nablus, Qalqilya. The IDF also directs shells, heavy machine gun fire at Bayt Hanina, Hebron, Jinin, Khan Yunis, Tulkarm; occupies a Palestinian home nr. Qarni crossing. Nr. Jinin, an explosion kills 6 Fatah mbrs., 3 of whom are on Israel's most-wanted list, 1 of whom is a PA military intelligence officer. Fatah says they were assassinated by IDF tank fire; Israel claims they were assembling a bomb when it exploded. After Palestinians fire a mortar at Kefar Darom settlement in Gaza, injuring 1 girl, IDF helicopters fire shells at the main PSF headquarters in Gaza City, destroying a building that Israel claims was a mortar factory, injuring 7 PSF officers. The IDF also fatally shoots a PSF officer and an Islamic Jihad mbr. nr. Qarni crossing; directs shells, heavy machine gun fire at residential areas of Hebron, Rafah. A small bomb explodes in a supermarket in Pisgat Ze'ev, and a roadside bomb explodes nr. a Jewish settler school bus nr. Ofra, neither causing injuries. Nr. Tulkarm, Palestinian gunmen fire across the Green Line at an Israeli border police car, injuring 3 officers. Israeli-Palestinian violence continue, leaving 1 Palestinian dead. The PA reports a 6-hr. battle btwn. the IDF, Palestinians in Rafah in which 20 homes are damaged by tank fire, but the IDF claims the damage was caused by Palestinians tossing 50 homemade grenades at an IDF post. Jewish settlers fire on a Palestinian car traveling in the West Bank, wounding 4 Palestinians. Palestinians fire mortars at Dugit settlement in Gaza, causing no injuries.
