Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. A complaint filed by Israeli human rights organization Yesh Din results in the arrest of an IDF soldier on charges of beating the Bil‘in Coordinator of the Public Committee against the Wall and Settlement during a late-night raid on 9/15. (OCHA Humanitarian Monitor 10/09)

As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

In Gaza, 2 mbrs. of Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), are killed in a mysterious explosion e. of Jabaliya; Hamas accuses the IDF of targeting the men with artillery fire, but Israel denies involvement, and a medical worker at the scene reports no evidence of shelling in the area. Egyptian police discover approximately 2 tons of TNT underground nr. Sarsuria in the Sinai that they believe was intended for militants in Gaza (cf. 8/30). (WP 9/2; OCHA, PCHR 9/3)

In East Jerusalem, ultra-Orthodox Israeli Jews protesting a parking lot that operates on the Sabbath attack a Palestinian cab driver passing by, heavily damaging his taxi and lightly injuring him. (OCHA 9/11)

Israel approves the import to Gaza of cement and steel for 3 construction projects, including a flour mill. In the West Bank, the IDF patrols in Ramallah and al-Bireh at midday; conducts late-night arrest raids, house searches nr. Hebron and in Balata r.c., Nablus. In Jerusalem, the IDF escorts some 200 Jewish settlers into the al-Aqsa Mosque compound to hold prayers marking the anniversary of the destruction of the Jewish temple. The IDF Central Command issues an order establishing a separate military court for the prosecution of Palestinian children under the age of 16 living in the West Bank (excluding East Jerusalem), appointing separate juvenile court judges and requiring youths’ trials be held in separate rooms fr. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. In the West Bank, the IDF demolishes 1 Palestinian home and an addition to a 2d home in East Jerusalem, displacing 15 Palestinians (including 8 children), with 1 family fined $3,000 for unlicensed construction; conducts late-night arrest raids, house searches in Hebron, Nablus and neighboring ‘Ayn Bayt al-Ma’, and Hizma village northeast of Jerusalem (arresting 3 12-yr.-old Palestinians and a 14-yr.-old), and nr. Jenin. The UN reports that in the previous wk., the IDF vacated 3 checkpoints around Qalqilya (including completely dismantling 1: Izbat Jalud) and increased the operating hours of 4 main checkpoints around Nablus (Asira al-Shamaliyya, Bayt Iba, Hawara, Shavei Shomron) to 24 hrs./ day 7 days/wk., significantly easing Palestinian travel btwn. Qalqilya and Nablus. The UN also reports that since the 5/31 and 6/4 Fatah-Hamas clashes in Qalqilya, Hamas police have arrested 73 Fatah-affiliated Palestinians on charges of “seeking to undermine internal security in Gaza.” Meanwhile, the PASF has arrested at least 74 Palestinians in the West Bank, making this the 2d wk. that the PASF has arrested more Palestinians than the IDF. As the quarter opens, Israeli-Palestinian cross-border violence in Gaza is moderate and rising, while, in the West Bank, violence remains low. Israel’s siege of Gaza, intended to pressure the Hamas government there, enters its 24th month, hampering efforts to maintain basic services and repair infrastructure and other damages fr. Israel’s Operation Cast Lead (OCL, 12/27/08– 1/18/09; see JPS 151). Israel allows an average of 106 truckloads/day of humanitarian goods and commodities into Gaza through Kerem Shalom crossing 6 days/ week (far less than the 500 truckloads/day the UN estimates are necessary to meet Gazans’ basic needs); limited fodder and seed through the Qarni crossing; and enough fuel through the Nahal Oz crossing to maintain emergency services and run Gaza’s electricity plant at 69% capacity, as well as some cooking gas. Only very limited numbers of medical cases, employees of international organizations, and VIPs are allowed to transit through the Rafah and Erez crossings. Restrictions on Palestinian movement and access in the West Bank remain tight, with some 630 Israel Defense Forces (IDF) checkpoints and roadblocks dividing the territory into 3 cantons, and strictly limiting Palestinian access to Jerusalem and the Jordan Valley. Today, the IDF demolishes a Palestinian home in East Jerusalem; conducts late-night arrest raids, house searches in Hebron. (OCHA 5/20; PCHR 5/21)

In the morning, the IDF raids the Ambassador Hotel in Shaykh Jarrah in East Jerusalem, shuts down a temporary news bureau set up by the Palestinian Media Center to cover the pope’s visit, confiscates documents fr. the news team, and threatens to close the hotel if it allows Palestinian media to work fr. the site again. Late in the evening, the IDF conducts arrest raids, house searches nr. Hebron. A PA court in Nablus sentences Hamas mbr. Muhammad Silman Qatanani, arrested by the PA 10 mos. ago on suspicion of illegal possession of weapons and explosives, to 18 mos. in prison for establishing clandestine Hamas cells with the aim of staging a coup against the Abbas government. Netanyahu meets with Egyptian pres. Husni Mubarak in Sharm al-Shaykh to promote building a regional coalition against Iran, as well as his idea for economic (as opposed to comprehensive) peace with the Palestinians. (WT 5/11; WP 5/12)

Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF makes a late-night incursion into Rumana village nr. Jenin, patrolling streets and firing on residential areas, causing no injuries and making no arrests. After the Israeli High Court upholds a judgment that 2 East Jerusalem homes (including the one seized on 4/3) belong to Jewish settler groups, Israeli security forces evict the 2 Palestinian families who have lived in the homes for years. PA security forces in the West Bank report uncovering an explosives lab in a mosque, implying it was run by Hamas; the exact location is not reported. (WT 4/15; PCHR 4/16)

Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. UNRWA accuses Hamas-affiliated police of raiding a UN compound in Shati’ r.c. on 2/3 and confiscating 400 food parcels and 3,500 blankets intended for the needy after UNRWA refused Hamas’s request to turn the aid over to Hamas-run Social Affairs Min. Meanwhile, Israel allows 101 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, the IDF conducts early morning house searches in Hebron, photographing homes but making no arrests; bulldozes 90 d. of Palestinian land near 3 Jewish settlement and the separation wall w. of Qalqilya; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Nablus, Tubas. In the East Jerusalem environs, Israeli authorities demolish 1 Palestinian home in Jabal al-Tur, 2 homes in Issawiyya as part of the project to link the E1 and Ma’ale Adumim settlement areas. Gaza into Israel (the 1st Grad fired since the end of OCL), causing damage in Ashqelon but no injuries. Hamas denies responsibility. Late in the evening, the IDF responds with air strikes on smuggling tunnels along the Rafah border and a Hamas outpost nr. Khan Yunis, causing no injuries. Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the East Jerusalem environs, Israeli authorities bulldoze a parking lot, fence, guard house of a Palestinian bus company in Abu al-Tur, a Palestinian fuel depot and tract of land at the entrance to al-Za‘im, and a Palestinian commercial building in Jabal al-Tur as part of Israel’s project to link the E1 and Ma’ale Adumim settlement areas. Jewish settlers and IDF troops bulldoze 50 d. of Palestinian agricultural land in Sa’ir village nr. The Gaza cease-fire holds, with no Israeli or Palestinian violence reported. Israeli officials say the IDF has accelerated its withdrawal fr. Gaza in hopes that it will be completed by the time U.S. pres.-elect Barack Obama is sworn in on 1/20. Across Gaza, some stores reopen, and traffic along the main north–south route (occupied by the IDF during the war) resumes, though observers say (WP 1/20) that “much of the main highway was nearly impassable from the dirt and debris plowed up by Israel’s military”; Hamas-led police provide traffic control in damaged areas and generally try to assert a presence. Israel allows a small group of foreign reporters into Gaza and permits them to interview Palestinians, but requires them to team report as a pool and runs their coverage through IDF censors, given the continued presence of Israeli soldiers in the field. Israel for the first time since 12/27 allows a few truckloads of commercial goods into Gaza in addition to humanitarian aid; in total, 208 truckloads are allowed entry. Rescue workers continue searching for survivors and uncovering bodies (at least 14 today), particularly in al-Zaytun. The IDF conducts late-night arrest raids, house searches nr. Hebron, Jenin, Nablus; issues military orders confiscating 3,000 dunams (d.; 4 d. = 1 acre) of land in Yatta s. of Hebron and 13 d. nr. Bethlehem for settlement expansion, and 500 d. of land in Abu Dis for construction of the separation wall around Jerusalem. A Jewish settler driving nr. Ramallah is shot, seriously wounded fr. a passing car. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. The IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians demonstrating against OCL after Friday prayers in Bayt Umar nr. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
