In the West Bank, Israeli forces shot and killed 2 Palestinians during raids in Beit ‘Anan and Sa’ir. Israeli forces also shot and injured 10 Palestinians during raids in Tulkarm refugee camp, Arrabah, and Sa’ir. Elsewhere, Israeli forces shot and injured 1 Palestinian girl at the Qalandia crossing, claiming she was carrying a knife. Israeli forces also seized 1 vehicle and vandalized 2 others during a raid in Shaab al-Butum in the Masafer Yatta area. 56 Palestinians were arrested during late-night raids in and around Hebron, Jericho, Jenin, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed 306 Palestinians, including mass casualties in strikes on residential buildings and UNRWA schools in Rafah and Khan Yunis. Israel also killed WAFA journalist Mohammad Abu Hasira and 42 members of his family in an airstrike in Gaza City. 450 people were injured in the Israeli airstrikes. The Red Cross said 5 trucks carrying aid to health facilities in Gaza City came under fire, damaging 2 of the trucks and lightly injuring a driver. The Red Cross did not say who attacked the convoy. Rockets were fired at Israel, causing damage. In South Lebanon, Israeli forces attacked several sites, causing damage. Israeli fighter jets were also reported to be flying over Beirut. The Ministry of Health in Gaza said at least 10,328 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,956 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 153 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 93 aid trucks entered Gaza. 19 Palestinians, including 12 children suffering from cancer, and around 600 foreign nationals were evacuated to Egypt. The WHO said 160 health care workers have been killed while on duty in Gaza and that in some hospitals operations are performed without anesthesia due to lack of supplies. The Israeli military released a video showing thousands of Palestinians fleeing south from the northern part of Gaza. The UN said that 15,000 people fled from the north to the south today, 5,000 on 11/6, and 2,000 on 11/5. The Israeli human rights organizations ACRI, HaMoked, and Ir Amim petitioned the Israeli High Court of Justice to lift restrictions on Kafr ‘Aqab in East Jerusalem, which has been under a strict closure since 10/7, including being completely shut off from 5 p.m. to the next morning. Only private vehicles can leave and enter the neighborhood in the period that the checkpoint is open. (HA 11/7)

Israeli prime minister Benjamin Netanyahu called the Israeli ground invasion of Gaza a ‘phenomenal success.’ Defense Minister Yoav Gallant said the intention of the ground invasion was to remove Hamas and guarantee the Israeli military free access to Gaza “without limitations on operations.” Hamas said Israel had not made big military gains in Gaza. United Arab List leader MK Mansour Abbas told Radio al-Nas that he denounced the Hamas operation on 10/7, saying innocent civilians were killed and that Islam is against taking women, children, and elderly as captives. He added that Hamas’ actions did “not represent our Arab society, nor our Palestinian people nor our Palestine nation.” (HA 11/7)

U.S. vice president Kamala Harris urged Israel to hold Israeli settlers accountable for the many attacks they commit against Palestinians in the West Bank during a conversation with Israeli president Isaac Herzog. Herzog wrote a letter to 700 U.S. university presidents demanding that they deal with students that allegedly support the actions of Hamas. (AJ, HA 11/7)

The U.S. House of Representatives voted 234-188 to censor Palestinian American representative Rashida Tlaib (D-MI) for defending the pro-Palestinian phrase “from the river to the sea.” 22 Democrats joined Republicans in voting to censor Tlaib. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. Germany said it had decided to release $75.8 million in aid to Palestinians that it suspended nearly month ago when it said it would review its support of Palestine. Germany also pledged an additional $21.5 million in support for Palestine. The majority of the aid will go to Palestinians in Gaza and Jordan through UNRWA. (REU 11/7)

In the West Bank, Israeli settlers with a military escort raided Duma, setting cars on fire and attacking Palestinians. Israeli forces shot and injured a Palestinian with live ammunition who was trying to fend off the settlers. Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. Israeli forces also shot and injured 2 people with live ammunition and injured 12 others with tear gas in ‘Ayn Bus. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalamah checkpoint, injuring 2 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and 3 with baton rounds. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Beit Furik, causing tear-gas related injuries. 40 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Tulkarm, Nablus, Salfit, Tubas, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in Isawiya, injuring 1 with live ammunition. In Gaza, Israeli airstrikes killed nearly 200 Palestinians and caused widespread destruction. Near Gaza, Palestinian militants attacked Kibbutz Sa’ad and Kibbutz Be’eri; no injuries were reported. Hamas fired rockets at Jerusalem, hitting targets around the city and in the Gush Etzion settlement bloc, saying it was retaliation for Israeli attacks on civilian targets. Near the Blue Line, mortar shells were fired from Lebanon toward Israel; no injuries were reported. Israel also said it had 3 killed gunmen entering Israel from Lebanon; Hezbollah denied having an active operation into Israel. Islamic Jihad later claimed responsibility. The Gaza Ministry of Health reported that as of 9:30 p.m. at least 687 Palestinians had been killed and 3,800 injured in Gaza, while 17 Palestinians, including 4 children, had been killed and 295 injured in the West Bank and East Jerusalem since 10/7. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. In a statement, bin Salman’s office said Saudi Arabia “continues to stand with the Palestinian people in their pursuit for their legitimate rights, striving for a dignified life, realizing their hopes and aspirations, and achieving a just and lasting peace.” (AJ, WAFA, WAFA, WAFA 10/9)

Israeli military spokesperson Hagari said Israel had regained control in all communities surrounding Gaza but that Palestinian militants still could be in the area. (HA 10/9)

Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Egyptian officials said they had warned Israel about an imminent attack from Gaza. Prime Minister Netanyahu’s office denied having received warnings. (HA 10/9)

The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. Secretary-General Guterres called for an immediate ceasefire and said 137,000 Palestinians were sheltering in UNRWA facilities. U.S. secretary of state Antony Blinken deleted a tweet on X in which he said he “encouraged Turkey’s advocacy for a cease-fire.” The tweet was replaced by language that supported Israel’s “right to defend itself.” (HA 10/9)

Hungary, Bulgaria, and Poland evacuated hundreds of their own citizens and European and Israeli nationals from Israel. (HA, HA 10/9)

The U.S., Germany, the UK, France, and Italy issued a joint statement of support for Israel, saying the countries are coordinating to “ensure Israel is able to defend itself, and to ultimately set the conditions for a peaceful and integrated Middle East region.” (AP, REU 10/9; HA, HA 10/10)

Russian foreign minister Sergey Lavrov condemned violence against Palestinians and Israelis and criticized the U.S. for its “destructive policy” of undermining the Quartet by monopolizing Israeli-Palestinian dialogue during a press conference with Arab League secretary-general Ahmed Aboul Gheit. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Later EU countries, including Ireland, France, Spain, and Luxembourg, objected to the EU Commission's decision and EU Crisis Management commissioner Janez Lanercic said the EU aid would continue. The Bank of Israel said it will sell $30 billion of foreign currency to maintain the shekel’s stability in light of the war with Hamas. The shekel had lost 10% of its value compared to the dollar in 2023 before the war. (AJ, ALM, HA, REU 10/9)

Israeli forces also violently dispersed Palestinian protesters in Aqraba, al-Bireh, Ramallah, Tuqu’, Huwwara, Qalqilya, al-Ram, and al-Arroub refugee camp, injuring 9 with live ammunition and others with tear gas. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, killing 4 and injuring 9. In Gaza, Israeli forces continued bombing civilian targets, in some instances without warning, killing at least 200 people. Palestinian militants fired rockets at Israel and attacked Israelis on the ground near the Gaza fence, resulting in hundreds of casualties and causing damage. Near Gaza, Israeli forces shot and killed an Israeli citizen and shot and injured 4 Israeli soldiers and an Israeli citizen, mistaking them for Palestinians. Israeli forces also killed dozens of Palestinian militants trying to enter Israel by sea. Hamas said it had fighters in the Israeli towns of Ofakim, Sderot, Yad Modechai, Kfar Aza, Kibbutz Be’eri, Yeted, and Kissufim. Israeli sources reported more than 677 Israelis and foreign nationals have been killed and 2,000 injured. The UN reported that more than 123,538 Palestinians were displaced, including 73,538 sheltering in UNRWA facilities. 159 housing units were destroyed and 1,210 were damaged since 10/7. Israel cut off water supplies, affecting 610,000 Palestinians. An Naseer Hospital, Al Quds Hospital, and 2 Palestinian Red Crescent Society facilities were targeted by Israeli airstrikes overnight. 3 UNRWA schools sheltering displaced Palestinians were damaged in Israeli airstrikes, raising the number of UNRWA schools targeted to 4. A Hamas official said the group was holding more than 100 Israelis captive in Gaza. The U.S. State Department said that at least 4 U.S. citizens were killed in the Hamas operation against Israel on 10/7. Secretary of State Antony Blinken spoke to his counterparts in Saudi Arabia, Turkey, and the UAE for the second day in a row. Blinken said he spoke with Saudi foreign minister Faisal bin Farhan about not allowing the war to disrupt Saudi-Israeli normalization efforts. The U.S. also directed the USS Gerald R. Ford Carrier Strike Group to the eastern Mediterranean to provide Israel with U.S. support. Unidentified Palestinians fly an incendiary device from Gaza into southern Israel attached to a cluster of balloons, where it lands in an open area in the Sdot Negev Regional Council. IDF troops detonate the device, causing no damage or injuries. In response, the Israeli Air Force conducts 3 air strikes on Hamas sites in Khan Yunis, Gaza City, and Bayt Hanun, causing extensive damage. Also along Gaza’s border, IDF troops violently disperse Palestinians gathering to continue the Great March of Return near al-Bureij refugee camp; 1 Palestinian is injured. They also open fire on Palestinian farmland near Rafah, Gaza City, Bayt Hanun, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, following the shooting attack on an Israeli settler vehicle at the nearby Beit El checkpoint on 1/5, IDF troops conduct raids in al-Bireh overnight, confiscating surveillance tapes and sparking clashes with stone-throwing residents of the area throughout the day; several Palestinians are injured (1 critically). Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem. In East Jerusalem, a Palestinian family demolishes their own 2 homes in Silwan in order to avoid paying Israeli demolition fees. Israeli forces arrest 2 Palestinians during a late-night raid in Silwan. In the West Bank, IDF troops arrest 7 Palestinians during raids in and around Bethlehem and Nablus; and patrol near Hebron. An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. The Israeli bombardment of Gaza continues for a 3d day in a row, with air strikes and artillery fire reported across the region. Two Palestinians are killed by Israeli drone strikes near Gaza City and Bayt Lahiya, at least 20 more are injured in other strikes throughout the day, and at least 1 residential building in Gaza City is destroyed. The Israeli authorities also shut down the Erez border crossing and bar Palestinian fishermen from the sea. With the violence ongoing in Gaza, Egyptian, UN, and Norwegian mediators work to de-escalate the situation. In the early afternoon, the main Palestinian factions in Gaza reportedly agree to a cease-fire brokered by those international mediators. It’s unclear if Israel is party to the agreement or what the terms are. Shortly after the first reports of a cease-fire, Israel’s security cabinet concludes a 7-hour meeting about the situation in Gaza and decides to resume the air strikes in Gaza “as necessary.”

The Israeli Air Force then strikes several sites across Gaza, killing 1 Palestinian near Jabaliya refugee camp and injuring 3 near Khan Yunis. Hours later, the security cabinet reportedly agrees to a cease-fire along the lines of the agreement that ended Israel’s assault on Gaza in the summer of 2014, and an uneasy calm returns to Gaza in the evening. “The situation remains very precarious and can blow up again,” says a foreign source involved in the talks. “Israel reserves its freedom to operate,” says a senior Israeli official who also confirms that the cabinet agreed to the cease-fire. The Palestinian factions, including Hamas, later release a joint statement indicating their commitment to the cease-fire “as long as Israel doesn’t break it.” Meanwhile, hundreds of right-wing Israelis gather in Sderot to protest the cease-fire. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings with Gaza to be re-opened, days after he ordered them closed in response to escalating violence along Gaza’s border on 10/17. He also says he will consider re-allowing transfers of Qatari-funded fuel for Gaza’s only power plant (he ordered them to halt after a bout of violence on 10/12). Israeli prime minister Benjamin Netanyahu postpones for “a short time” the planned evacuation and demolition of Jerusalem-area Bedouin village Khan al-Ahmar. According to sources in Netanyahu’s office, the prime minister wants to give more time for the ongoing negotiations on relocation sites, including a new proposal from the residents. The residents reportedly offered to move 500 meter north to the outskirts of Anata refugee camp “The amount of time to achieve this consent will be determined by [Israel’s cabinet],” he says. “I will convene it today. It will make a decision. The timetable will be short. The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. One day after an Egyptian delegation visited Gaza for meetings with Hamas officials, al-Hayat reports that the Egyptians proposed a new framework for Palestinian reconciliation and a long-term cease-fire between Hamas and Israel. The plan would reportedly see the PA take control of Gaza and limits on Hamas’s military wing, inter alia. Hamas and Fatah officials both say that the proposal is unlikely to help Hamas and Fatah overcome their differences. Meanwhile, a Hamas official says that the Egypt-mediated backchannel talks with Israel over a long-term cease-fire are at an impasse, that it’s the PA’s fault for opposing the process, and that Hamas plans to escalate the ongoing protests along Gaza’s border fence in response. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. After four hours of calm, the IAF resumes its campaign of air strikes across Gaza in the morning. The strikes cause serious damage to Hamas military sites, but no reported injuries. Around noon, a coalition of Palestinian factions in Gaza declares that they consider the latest escalation over. While no Israeli official has confirmed the terms of the 7/20 cease-fire on the record, a senior Israeli official says that Hamas offered to put a stop to “the fire terror” and the “terror at the fence” in exchange for an end to the air strikes, contradicting a Hamas official’s depiction of the deal on 7/20. “Hamas suffered a serious blow yesterday, and requested a cease-fire via Egypt, while promising to stop the arson terror and terror at the border fence,” the official says. “If Hamas violates the truce they will pay an even heavier price.” Later, Hamas officials say that they will not work to stop the incendiary kite and balloon attacks until Israel lifts restrictions on Gaza. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons.
