In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israeli forces also shot and injured 1 Palestinian man in Sinjil, detaining him before allowing Palestinians to take him to a hospital in Ramallah. Meanwhile, Israeli forces opened fire at Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested, including 2 during late-night raids in Sinjil and Jannatah and 4 during a house raid in Zeita. PA forces arrested 3 members of Islamic Jihad during a raid in Beita, including Abdul Raouf al-Jaghoub, a local Islamic Jihad leader. Hamas and Islamic Jihad slammed the PA for the arrests. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King assaulted 1 Palestinian and set up barbed wire around a plot of land belonging to the Salem family, who are threatened by eviction in Sheikh Jarrah; Israeli forces also confiscated Palestinian flags from protesters. In Gaza, Israeli forces opened fire and fired tear gas at Palestinian farmers east of Dayr al-Balah, Abasan, and al-Qarara; no injuries were reported. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. No arrests were made as of 1/22. (HA, MEMO 1/23)

The Qatari foreign ministry said it had signed a deal to cover the cost of supplying Gaza’s power plant with gas through an escrow account. (HA 1/21; ALM, MEMO 1/22)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The IDF seals the West Bank through 1/3, citing unspecified security concerns. IDF troops at Ni‘lin checkpoint fire rubbercoated steel bullets, percussion grenades, tear gas at mbrs. of a funeral procession that refuses to lower a Palestinian flag while going through the crossing, injuring 2 Palestinians; 1 tear gas canister lands inside a nearby Palestinian home, sparking a fire that guts the 1st floor. In Gaza, the IDF makes an air strike on an agricultural storehouse in al-Qarara, missing the target, damaging a house, causing no injuries. The IDF also sends tanks, bulldozers into s. Gaza to level land nr. Khuza. Several 1,000 Hamas supporters take part in a nonviolent march fr. Rafah to the Sufa crossing to protest the ongoing siege; IDF troops at the crossing fire on them, wounding 6. Israeli naval vessels fire at Palestinian fishing boats off the Rafah and Bayt Lahiya coasts, forcing them to return to shore. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 3); fires tear gas, percussion grenades at a similar protest al-Ma‘sara (no injuries reported). Jewish settlers fr. several settlements around Hebron attempt to occupy a disused IDF base e. of Bayt Sahur, but are removed by the IDF. During the operation, the IDF makes an air strike on armed Palestinians who approach the border fence nearby, killing 3 Hamas mbrs., wounding 1; troops withdraw to Israel by midday. The IDF also exchanges fire with Islamic Jihad mbrs. on the c. Gaza border, killing 2 Islamic Jihad mbrs.; fires on Palestinian farmers nr. the Erez crossing in n. Gaza, wounding 1. Palestinians fire 2 rockets fr. Gaza into Israel, causing damage to several greenhouses but no injuries. Late at night, IDF troops enter al-Qarara n. of Khan Yunis to level 60 d. of land; fire on armed Palestinians who approach them, wounding 2. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Israeli police later raid Jabal Mukabir neighborhood, detaining 9 Palestinians for questioning. In Gaza, Islamic Jihad, Hamas mbrs. ambush an IDF patrol that enters Gaza through the Kissufim crossing, detonating a roadside bomb and firing on the vehicle, killing 1 IDF soldier, wounding at least 1. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. An explosion destroys the 3-story home of senior Islamic Jihad military cmdr. Ayman Fayed in al-Bureij r.c., killing him, his wife and 2 children, and 3 neighbors, wounding at least 50 bystanders (12 critically), badly damaging 10 nearby homes; Islamic Jihad accuses Israel of assassinating Fayed in an air strike and vows retaliation, but Israel denies carrying out any actions in the area, claiming that rockets kept in the home exploded accidentally; Hamas-affiliated police say the cause is unclear. Meanwhile, the IDF shells a rocket-launching site nr. Bayt Hanun, hitting and damaging a home nearby, causing no injuries. Nr. al-Qarara, 2 Islamic Jihad mbrs. are injured when a mortar they are preparing detonates prematurely. In the West Bank, the IDF patrols in Ramallah and al-Bireh overnight; conducts arrest raids, house searches in Burqa nr. Ramallah; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1). In Gaza City, unidentified masked men raid the YMCA and blow up its 8,000-volume library; a 2d bomb is defused; the attack is considered the latest in a string targeting Christian organizations in the Strip. The IDF makes a major pre-dawn incursion into Gaza City, sending in tanks and helicopters, clashing with local Palestinians, and conducting at least 4 air strikes, leaving at least 17 Palestinians dead (5 bystanders; 12 Hamas mbrs., including the son of senior Hamas mbr. Mahmud al-Zahar, whose oldest son was killed when the IDF attempted to assassinate him in 2003), around 55 wounded by the time troops withdraw in the evening. The IDF also sends troops into al-Qarara, firing on residential areas, wounding a 71-yr.-old Palestinian man, bulldozing 20 d. of agricultural land before withdrawing in the evening; fires a missile across the border at armed AMB mbrs. e. of Gaza City, wounding 4; sends armored vehicles, bulldozers back into the Erez industrial zone (see 1/14) under cover of heavy fire to continue land-leveling operations (no injuries are reported). In retaliation for the Gaza City incursion, Palestinians fire around 25 mortars and 25 rockets fr. Gaza into Israel, hitting a house, moderately injuring 4 Israelis; Hamas claims responsibility for 17 of the mortars and 3 of the rockets, marking the 1st time since 6/07 that it has fired rockets. A Hamas gunman also fires across the border into Israel, killing an Ecuadorian laborer on an Israeli farm. In the West Bank, the IDF raids Qabatya nr. Jenin, fatally shoots local Islamic Jihad cmdr. Walid Obaydi in an apparent assassination, also wounding 2 other Palestinians (Obaydi has been on Israel’s most wanted list for 7 yrs.; the IDF attempted to assassinate him on 8/9/07 in Jenin r.c.); sends undercover units into Nablus to ambush and arrest a wanted PFLP mbr.; conducts separate late-night arrest raids, house searches in Nablus; bulldozes 40 d. of almond and olive trees, 6 wells nr. Hebron. Jewish settlers fr. Beit Hadasah throw Molotov cocktails into a Palestinian home, causing damage; the IDF intervenes, detains 2 of the Palestinian homeowner’s sons for questioning. Overnight in Gaza, the IDF sends troops and tanks, supported by helicopters, into areas around Khan Yunis and al-Qarara, searching and occupying homes, temporarily detaining 150 Palestinians, bulldozing 66 d. of agricultural land, clashing with and shelling local gunmen, killing 4 armed AMB and Hamas mbrs.; troops withdraw in the afternoon. In central Gaza, 6 Islamic Jihad mbrs. attempt to break through the border fence to attack an IDF post inside Israel but are shot dead by IDF soldiers. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm, in Jenin (firing on residential areas and stone-throwing youths who confront them, wounding 3 children ages 10–13). Some 30,000 Hamas supporters rally in Gaza City in support of ousted PA PM Ismail Haniyeh. ESF officers raid al-Hadath press office in al-Bureij r.c., confiscating documents, computers. Overnight, the IDF sends at least 5 war planes over Turkey and into n. Syria to make an air strike on an industrial building under construction in an open area nr. the Euphrates river, causing no injuries. Syria responds with antiaircraft fire, causing no damage. Syria denounces Israel’s actions and says it is measuring its response, while Israeli PM Ehud Olmert’s office imposes a news blackout. By late in the day, Israel, Syria issue statements declaring that neither side intends to be drawn into a war. (BBC, REU 9/6; NYT, WP 9/7; WT 9/8; WP 9/13; NYT 9/18; HA 11/22)

In retaliation for the deaths in Jenin late on 6/19, the AMB, Islamic Jihad fire at least 6 rockets fr. Gaza into Israel during the day, lightly injuring 1 Israeli; the IDF responds with helicopter air strikes on 2 launching sites nr. Bayt Hanun, 1 nr. Erez crossing, causing no reported injuries. Islamic Jihad mbrs. also fire 4 RPGs at IDF soldiers nr. Dayr al-Balah and detonate a roadside bomb, causing no injuries. The IDF makes a major raid on al-Qarara nr. Khan Yunis, killing 5 Palestinians (at least 4 of them armed, including at least 2 Hamas mbrs.); 1 IDF soldier is injured. After the UN and Israeli human rights groups warn of a humanitarian crisis in Gaza within a mo. if borders are not opened to trade, Israel allows shipments of wheat flour into Gaza through Kerem Shalom; also temporarily opens the Erez crossing to allow some 200 foreign nationals, a handful of special medical cases to leave Gaza. Meanwhile, Egypt withdraws its security delegation fr. Gaza, orders its amb. to move residence fr. Gaza to Ramallah in what is seen as a political move backing Abbas and breaking ties with Hamas. The IDF sends troops into Gaza City to arrest a wanted Palestinian, bulldozing 13 d. of agricultural land belonging to his family, exchanging fire with armed Palestinians, wounding 2; conducts an air strike destroying the home of an Islamic Jihad mbr. in Gaza City, allegedly used as a weapons depot, damaging 2 nearby homes, causing no casualties. (The IDF sends the owners a cell phone text message in advance to warn them to evacuate.) The IDF conducts an air strike destroying the home of a senior Hamas mbr. in Rafah, damaging 5 nearby homes and an Islamist charity (the IDF phones the residents to warn them to evacuate); fires shells at, kills 3 Islamic Jihad mbrs. attempting to cross the Gaza border fence nr. al-Qarara. In Khan Yunis, 4 Palestinians, including 2 children, are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sends undercover units into Azun to arrest several wanted al-Aqsa Martyrs Brigade (AMB) mbrs.; conducts arrest raids, house searches in and around Nablus, in Jericho, and nr. Israel declares that all reservists have been pulled out of Lebanon, leaving 8,000– 10,000 regular troops in place, waiting for the deployment of an expanded UN force. During the day, the IDF shoots, wounds 3 Hizballah mbrs. who approach them in a “threatening manner” (within their rights under the UN-brokered cease-fire; there is no return fire); continues overflights of Lebanon. Palestinians fire 4 mortars at an IDF post outside Atzmona settlement in s. Gaza, injuring 11 IDF soldiers; also fire 2 mortars at hot houses and an IDF post in Gush Katif, causing no damage or injuries. In response, the IDF gunships destroy a carpentry workshop in Rafah that allegedly served as a Hamas weapons factory and cache.
