The IDF fatally shoots a Palestinian at a checkpoint in s. Gaza after he opens fire on a car carrying Jewish settlers, wounding 3; fatally shoots a mentally handicapped Palestinian who strays too close to Aley Sinai settlement; conducts arrest raids in Ramallah. Late in the evening, 2 Palestinian gunmen (1 Hamas, 1 Islamic Jihad) infiltrate an IDF barracks at Netzarim settlement, fatally shooting 3 IDF soldiers, wounding 2 before the Hamas mbr. is shot dead, the Islamic Jihad mbr. escapes. 2 Palestinians die of injuries received in the 10/20 IDF attack on Nussayrat r.c., bringing that toll to at least 10. Palestinians also fire a Qassam rocket at the Negev, causing no damage or injuries. In Tulkarm, the AMB executes 2 Palestinians suspected of providing Israel with information used to assassinate an AMB mbr. on 10/4. Israel issues tenders for construction of 333 new housing units in West Bank Jewish settlements. Jewish settlers attack Palestinian cars, property in Hebron. The IDF blows up 1 Palestinian home in Tulkarm, 1 in Amari r.c.; partially demolishes a small mosque, bulldozes 3 grave sites nr. Netzarim settlement; fires at stone-throwing Palestinians in Jenin, Kafr ‘Ayn, Qarawat Bani Zaid, injuring a total of 7 (including 1 who is arrested, severely beaten, dumped outside a nearby village); conducts arrest raids targeting Hamas in Hebron. A Jerusalem court sentences an East Jerusalem Palestinian to 19 yrs. in prison for organizing a “terror cell” comprising mbrs. of the Bethlehem PSF; the alleged cell never staged any attacks. A Nazareth magistrate court tosses out the 2001 indictment against Israeli Arab MK Azmi Bishara for organizing trips for Israeli Arabs to visit family in Syria, ruling the visits were of a humanitarian nature, did not amount to treason for contact with a hostile government, and took place before Bishara was stripped of parliamentary immunity in 11/01, but says it will pursue charges against his aides. The IDF carves out a 4 mi2 “security zone” in Gaza around Bayt Hanun, Bayt Lahiya, Jabaliya r.c. to prevent Palestinians fr. firing rockets, mortars into Israel; stations 100 military vehicles in the zone; razes 100 dunams of land; says troops will stay indefinitely. The IDF also fatally shoots 3 Islamic Jihad mbrs. who attempt to infiltrate Netzarim settlement; conducts house searches in Nablus, breaking through walls to move from house to house. In the West Bank, 2 Hamas mbrs. dressed as yeshiva students infiltrate Kiryat Arba settlement, fatally shoot 2 Jewish settlers, wounding 6 before being killed by armed settlers. At the UNSC, UN chief weapons inspector Hans Blix reports that Iraq is cooperating with inspectors, who have yet to find evidence of WMDs; estimates inspections could be completed within wks. U.S. Secy. of State Colin Powell replies that Iraq clearly has not met the requirements for cooperation, disarmament set out in UNSC Res. 1441, saying, “There are some people who simply, in my judgment, don’t want to see the facts clearly.” The U.S., Britain submit a draft UNSC res. that would give Iraq until 3/17 to reveal all its WMDs or face retaliation. France, Germany, Russia argue for completing UN inspections, saying that lack of progress on the Israeli-Palestinian conflict is much more of a threat to the region than Iraq. IDF undercover units ambush, assassinate Izzeddin al-Qassam Brigades 2d in command Riyad Abu Zayd as he drives nr. Netzarim. The IDF also makes a predawn raid on Gaza City to demolish the home of a senior Hamas mbr., fatally shooting 2 Palestinians, injuring 9 during the operation; opens fire on a group of Palestinians nr. Qalqilya, wounding 1 man riding a horse cart, killing the horse; shuts the Center for Social Research in East Jerusalem, claiming it is operating illegally as an arm of the PA; shells residential areas of Rafah, destroying 1 Palestinian home; bulldozes another 48 dunams of land nr. Aley Sinai settlement. In Gaza City, around 100,000 Palestinians take part in funeral marches for 6 senior Hamas mbrs. killed on 2/16. The IDF lifts the sealing of the territories imposed on 2/10, but maintains curfews in many areas; fires on a group of Palestinians allegedly attempting to plant a roadside bomb nr. Netzarim settlement, killing 2 or 3, capturing 1; fatally shoots 1 Palestinian in a separate incident nr. Netzarim; kills 2 Palestinians during a demolition operation in Rafah; conducts massive arrest raids targeting Islamic Jihad, Hamas in Jenin, Qalqilya, Tulkarm; raids the Jenin courthouse, arresting 2 Palestinians. A delegation of 50 senior American Jewish leaders (including Council of Presidents of Major American Jewish Organizations [CPMAJO] exec. vice dir. Malcolm Hoenlein, fmr. CPMAJO chmn. Ron Lauder), accompanied by 2 reps. of Sharon, meets in Almaty with the leaders of Kazakhstan, Kyrgyzstan, Tajikistan, as well as senior ministers fr. Afghanistan, Azerbaijan, Turkey and the regional senior execs. of U.S. energy companies. Israeli diplomats serving in the region also take part. The Jewish delegation says that its aim is to “begin a dialog of civilizations” with Muslim leaders to head off a “clash of civilizations”; that it is bringing messages of support from. Bush, Powell, Sharon; that Bush has been “personally involved and supportive in preparations for this mission.” Hoenlein notes that CPMAJO made a similar trip to Uzbekistan in 1996 that led to the establishment of Israeli-Uzbek diplomatic relations in 1997, noting that “sometimes we can have access in places before the Israeli government.” (HA 2/13; see also HA 2/12)

In Gaza, 2 Palestinian children (ages 12, 14) armed with knives infiltrate Netzarim settlement, are shot at and wounded by a settler rabbi, captured by IDF troops. The IDF erects a new checkpoint at the e. entrance to Askar r.c.; fires on Palestinians who throw stones at the new crossing, killing 1 Palestinian, wounding 9. The IDF also fires tear gas at Palestinians crossing the Anata + n. Jerusalem checkpoint, causing 1 pregnant Palestinian woman to miscarry; conducts arrest raids in Hebron (targeting Hamas), Ramallah (targeting the PFLP). An Islamic Jihad mbr. is killed apparently when a grenade he is carrying explodes. The body of a missing Palestinian is found nr. Nablus; the IDF says he was apparently killed by IDF gunfire on 1/1. Late in the evening, the IDF sends 50 tanks, bulldozers into Khan Yunis; demolishing around 30 workshops, stores, offices, a clinic; clashes with Hamas mbrs., fatally shooting 1 Palestinians, wounding 13; bulldozes 9 dunams of land; conducts arrest sweeps, house searches.
