IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. The IDF bulldozes a Palestinian home nr. Netzarim settlement; conducts arrest raids in Aida r.c., Bethlehem, Hebron, Jenin, Nablus, Qalqilya, Tulkarm town and r.c., Ramallah. In Gaza, 3 Palestinian gunmen (1 each fr. the AMB, Islamic Jihad, Hamas) attempt to infiltrate Netzarim settlement and IDF post; the IDF fatally shoots 2 of the gunmen, the 3d escapes. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c. (killing an al-Najah Radio correspondent in Balata r.c., apparently thinking his mobile phone was a weapon), Bethlehem, Dayr al-Balah, Hebron (fatally shooting 1 Palestinian watching fr. his balcony), Jenin, Khan Yunis (killing 3 Palestinians), Nablus; fires on residential areas of Rafah, Qalqilya, Tal Zu’rub; imposes a curfew on areas around Jenin, fires on residential areas; temporarily occupies a Palestinian home as an IDF post nr. Dayr al-Balah. 100s of Palestinian youths in East Jerusalem gather at checkpoints to throw stones at IDF soldiers; Palestinian prisoners in 2 Israeli jails riot. Palestinians fire Qassam rockets, mortars, antitank rockets at Gush Katif and Netzarim settlements, nearby IDF posts, the western Negev, damaging 2 apartments in Netzarim but causing no injuries. An ax-wielding Palestinian fr. the West Bank village of Bidiyya wounds 3 Israelis outside an army base in Tel Aviv before being arrested. An unidentified assailant said to be Arab stabs, lightly wounds 3 Israelis on a Jaffa bus. 4 Palestinians are arrested for beating up a Jewish settler in East Jerusalem. Jewish settlers detain, beat a Palestinian man in the Jordan Valley. An estimated 200,000 Palestinians, including reps. of all Palestinian factions, take part in Yasin’s funeral services later in the day, with 21 PSF officers forming an honor guard for Yasin’s coffin, Gaza churches ringing their bells, mosques broadcasting Qur’anic verses. Meanwhile, Israeli defense chiefs meet, agree to target the entire remaining Hamas leadership immediately, without waiting for another Hamas attack. An AMB mbr. and a Hamas mbr., both fr. Gaza’s Jabaliya r.c., stage a double suicide bombing inside Israel’s Ashdod port, some 30 mi. north of the Strip, killing 11 Israelis, wounding 20, and marking the 1st suicide bombing inside Israel staged fr. Gaza and the 1st targeting civilian infrastructure. Hamas, AMB issue a communiqu´e stating that “joint, qualitative operations” involving various factions will be their practice in the future. In response, the IDF launches air strikes against 3 metal foundries, a printing press (alleged weapons factories) in Gaza City, wounding 1 Palestinian. The IDF also fatally shoots 3 armed Palestinians attempting to infiltrate Netzarim settlement; fatally shoots a Palestinian during an arrest raid in Rafah; fires on Palestinians playing soccer on a field nr. An AMB suicide bomber fr. Husan detonates a device on a bus in Jerusalem, killing 8 Israelis, wounding 50. Israel says that the attack is proof that Israel needs to build the separation wall. The IDF immediately sends troops into Husan, seals nearby Bethlehem. The IDF also bars an ambulance fr. crossing a checkpoint to reach a Hebron hospital, allowing an ailing Palestinian woman to die; fires in residential areas of Rafah; conducts arrest raids, house searches in Aida r.c., Balata r.c., Bethlehem; issues orders expropriating 27 dunams of Palestinian land until 12/05 for construction of a security fence around Gaza’s Netzarim settlement. A Hamas mbr. dies in Khan Yunis when a missile he is trying to fire prematurely explodes. Palestinians report that the IDF has recently begun barring Palestinians under age 35 fr. crossing checkpoints around Nablus. On the eve of the International Court of Justice hearings on the wall, Israel begins dismantling a 5-mi. stretch of the barrier running east of the n. West Bank village of Baqa‘ al-Sharqiyya; the wall running west of the village will remain; Israel also reportedly plans not to build a 12.5 mi. stretch of wall cutting Jenin off fr. the Jordan Valley, not to dig deep trenches around Ben-Gurion Airport, to remove 2,953 feet of wall in the Qalqilya area. IDF undercover units ambush, assassinate Izzeddin al-Qassam Brigades 2d in command Riyad Abu Zayd as he drives nr. Netzarim. The IDF also makes a predawn raid on Gaza City to demolish the home of a senior Hamas mbr., fatally shooting 2 Palestinians, injuring 9 during the operation; opens fire on a group of Palestinians nr. Qalqilya, wounding 1 man riding a horse cart, killing the horse; shuts the Center for Social Research in East Jerusalem, claiming it is operating illegally as an arm of the PA; shells residential areas of Rafah, destroying 1 Palestinian home; bulldozes another 48 dunams of land nr. The IDF lifts the sealing of the territories imposed on 2/10, but maintains curfews in many areas; fires on a group of Palestinians allegedly attempting to plant a roadside bomb nr. Netzarim settlement, killing 2 or 3, capturing 1; fatally shoots 1 Palestinian in a separate incident nr. Netzarim; kills 2 Palestinians during a demolition operation in Rafah; conducts massive arrest raids targeting Islamic Jihad, Hamas in Jenin, Qalqilya, Tulkarm; raids the Jenin courthouse, arresting 2 Palestinians. A delegation of 50 senior American Jewish leaders (including Council of Presidents of Major American Jewish Organizations [CPMAJO] exec. vice dir. Malcolm Hoenlein, fmr. CPMAJO chmn. Ron Lauder), accompanied by 2 reps. of Sharon, meets in Almaty with the leaders of Kazakhstan, Kyrgyzstan, Tajikistan, as well as senior ministers fr. Afghanistan, Azerbaijan, Turkey and the regional senior execs. of U.S. energy companies. Israeli diplomats serving in the region also take part. The Jewish delegation says that its aim is to “begin a dialog of civilizations” with Muslim leaders to head off a “clash of civilizations”; that it is bringing messages of support from. Bush, Powell, Sharon; that Bush has been “personally involved and supportive in preparations for this mission.” Hoenlein notes that CPMAJO made a similar trip to Uzbekistan in 1996 that led to the establishment of Israeli-Uzbek diplomatic relations in 1997, noting that “sometimes we can have access in places before the Israeli government.” (HA 2/13; see also HA 2/12)

2 Islamic Jihad suicide bombers stage a double bombing outside a cafe in Tel Aviv, killing 1 Israeli, 2 foreign workers, injuring 3. An 8th victim of the Emmanuel bus ambush on 7/16, a baby born prematurely to a Jewish settler injured in the attack, dies. The IDF tracks, engages in a 3 hr. gun battle with the 3 Palestinian gunmen involved in the ambush, leaving 2 Palestinians and 1 IDF officer dead, 3 IDF officers injured; 1 of the Palestinians escape again. The IDF also conducts arrest raids in Silat al-Dahir, leaving 2 suspected AMB mbrs. dead; fatally shoots a Palestinian allegedly attempting to sneak into Israel nr. Qalqilya; arrests senior Izzeddine al-Qassam Brigades mbr. Muhammad Nashteh in Ramallah. In Amari r.c., 2 Palestinian children are killed, 11 are wounded when they trigger an unexploded IDF shell. Israel continues to reinforce its West Bank forces, stationing paratrooper units in areas nr. Bethlehem, Jinin. Palestinians fire 4 mortars at Netzarim settlement, Nahal Oz kibbutz inside Israel. The IDF files low-level F-16 sorties, drops thermal balloons over the Gaza Strip; directs shells, heavy machine gun fire at Palestinian residential areas of Hebron, setting 7 Palestinian homes on fire; tightens the closures on Qalqilya, Tulkarm. Jewish settlers reportedly confiscate several Palestinian homes in the Palestinian section of Hebron nr. Kiryat Arba. At a G-8 preparatory mtg. in Rome, the FMs of Britain, France, Germany, Italy insist that dispatching an impartial observer force to the West Bank and Gaza is necessary to restore a lasting cease-fire, renew peace talks. Secy. of State Powell says sending a force is "premature," since Israel does not approve, but he does not reject the idea outright. (WP, WT 7/19)
