In the West Bank, Israeli settlers marched across the West Bank to protest the presence of Palestinians living in Area C, closing off much of Area C to Palestinians. Most of the marches were directed toward the Evyatar settlement outpost, which Israeli settlers are trying to rapidly expand to prevent the new Israeli government from evacuating it. Israeli forces violently dispersed Palestinian protesters in al-Wad, leading to tear-gas related injuries. Israeli forces also delivered stop-work orders for 2 houses in Idhna and a demolition order for a 2.2-mile-long electric power line near Hebron. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 6th day in a row. 15 Palestinians were arrested during late-night raids in and around Bayt Liqya, Tulkarm, Zababdeh, Kafr Qaddum, Aida refugee camp, and Bayt Umar; during the raid in Bayt Umar, Israeli forces violently dispersed Palestinian protesters, leading to tear-gas related injuries. PA forces arrested prominent Israel and PA critic Issa Amro; Amro was later released in the morning of 6/22. In East Jerusalem, 1 firebomb caused minor damage in Shaykh Jarrah; Israeli police arrested 2 Palestinian minors suspected of throwing it. Subsequently, 1 Israeli setter used pepper spray on Palestinians in the area, and other Israeli settlers and Palestinians threw lawn furniture at each other. Palestinians were also said to have shot off firecrackers at Israeli settlers. Israeli forces violently dispersed Palestinians in the area, injuring 20 with rubber-coated bullets and tear gas. Israel continues to prevent Palestinians not living in Shaykh Jarrah from entering while all Jewish Israelis are allowed to enter. Israel allowed a small amount of agricultural and textile products to be exported from Gaza for the 1st time since 5/8. Israel still maintains an even stricter blockade of Gaza than before “Operation Guardian of the Walls” in May. Gaza’s Pepsi factory, for example, sent home all its employees on 6/20 due to running out of carbon dioxide gas and syrup, which it has been unable to secure due to the Israeli blockade. Israel’s defense minister Benny Gantz signed an administrative detention order against a Palestinian citizen of Israel from Lydda. The man is the 3d Palestinian citizen of Israel with orders signed to be put in administrative detention since the middle of May. 12 Palestinian residents of East Jerusalem have also had administrative detention orders signed against them. 13 other Israeli citizens are held in administrative detention but with no order signed against them. It was unclear if any of the 13 were Jewish Israelis. (HA 6/23)

Hamas’s Yahya Sinwar said that a meeting with the UN special coordinator for the Middle East peace process Tor Wennesland had gone poorly and that he would consult with the Hamas military wing to find a response to Israel’s continued tightening of its blockade after the latest escalation between Israel and Hamas in May. Sinwar and Wennesland met to discuss how the UN could mediate to strengthen the Hamas-Israel ceasefire. (HA 6/21; AJ 6/22)

In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned land in Khirbet Zanuta. Israeli forces violently dispersed a protest in Kafr Qaddum, injuring 1 child with a rubber-coated bullet while others suffered tear-gas related injuries. Israeli forces also prevented Palestinian farmers from working their lands in Husan. 5 Palestinians were arrested, including 4 during house raids in Burin, Sa‘ir, and Tulkarm refugee camp, and 1 was arrested at a checkpoint near Dura. In East Jerusalem, Israeli forces violently dispersed a sit-in protest in Shaykh Jarrah, and violently arrested the Al Jazeera journalist Givara Budeiri while she was covering the event, breaking her arm; she was released after several hours of interrogation on the condition that she does not return to Shaykh Jarrah for 15 days. Israel’s defense minister Benny Gantz said that a right-wing march planned for 6/10 in Jerusalem should not be held in a way that would reignite tensions in the city. The Hamas leader in Gaza Yahya Sinwar called on Palestinians in Jerusalem to protect al-Aqsa Mosque against settler incursions during the planned march. The Joint List politician Ahmed Tibi also called on public security minister Amir Ohana to cancel the march. (HA 6/5; WAFA 6/6)

In the West Bank, 1 Palestinian shot by Israeli forces on 5/15 in Ramallah succumbed to his injuries. Israeli forces razed 4 dunams (1 acre) of land, uprooting olive trees and destroying a well near Husan. Israeli forces also demolished 1 car wash near Hizma. Elsewhere, Israeli forces delivered stop-work orders for 2 residential structures, 2 tents, 2 toilets, and 1 agricultural structure near Yatta. 14 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Dayr Sharaf, Tulkarm, and Bayt Fajjar. In East Jerusalem, 3 Palestinians were arrested in al-Tur and Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of al-Shuka; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Fukhari. 2 Palestinians were killed by an unexploded Israeli missile in Dayr al-Balah, raising the comprehensive death toll since 5/10 from 261 to 263, including 67 children and 3 pregnant women. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized. The Knesset also elected Isaac Herzog as the new Israeli president. President-elect Herzog was most recently the chairman of the Jewish Agency and before that, the leader of Labor. 145 democrats in the house of representatives co-signed a letter by Jamie Raskin (D-MD) to Senator James Risch of the senate committee of foreign affairs, requesting that he stop holding up $75 million in aid earmarked for Palestinians in Gaza in his committee, stressing the urgency of the situation. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. Israel opened an investigation into why Israeli forces shot 1 girl and her father in their house in Shaykh Jarrah on 5/25. The girl was shot in the back with a rubber-coated bullet, fracturing her spine. Her father was hit in his leg and with a stun grenade. 1 Israeli soldier was suspended while the investigation was ongoing. (AP 5/26; HA 5/27)

Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. It was also reported that 11 Palestinian residents of East Jerusalem were placed in administrative detention for periods of 3-6 months. (HA, MEMO, WAFA 5/27)

Israeli settlers with military escort also raided Silat al-Harithiyya, leading to confrontations; no injuries were reported. Elsewhere, Israeli settlers also blocked a main road to al-Bireh and threw stones at Palestinian vehicles, causing damage. Israeli settlers also threw stones at Palestinian vehicles near Bayt Jala and al-Walaja. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israeli forces also violently dispersed Palestinian protesters in Aida refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tura, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Huwwara, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and 1 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Umar, leading to tear-gas related injuries. 7 Palestinians were arrested, including 2 during house raids in al-Khadir and Dura, and 5 during protests near Jenin. In East Jerusalem, Israeli settlers with military escort raided Bayt Hanina and Shu‘fat refugee camp, leading to confrontations; 2 Palestinians were injured by the Israeli forces in Bayt Hanina. Israeli settlers later raided Shu‘fat refugee camp again, injuring 2 Palestinians with live ammunition. Israeli forces shot and killed 1 Palestinian, saying he had intentionally rammed 7 officers, who were lightly injured, in Shaykh Jarrah; 1 journalist was physically assaulted at the scene and others had stun grenades thrown at them. 25 Palestinians were arrested. In Gaza, 50 Palestinians were killed, including 19 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 153 to 203, including 60 children and 2 pregnant women. Israel also attacked and demolished the homes of Hamas leader in Gaza Yahya Sinwar and his brother in Khan Yunis; no injuries were reported in the air strikes. In Israel, rockets from Gaza hit 1 house in Ashdod and damaged 5 vehicles in Ashkelon; no injuries were reported. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. Israeli defense minister Benny Gantz met with U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr. U.S. president Joe Biden said in an Eid holiday speech that his “administration is going to continue to engage Palestinians and Israelis and other regional partners to work toward sustained calm.” Later, secretary of state Antony Blinken said that “the violence must end immediately.” Earlier in the day, Israeli prime minister Benjamin Netanyahu had reiterated that his government has no plans for a ceasefire, saying the attacks on Gaza “will take time.” (AJ, HA 5/16; HA 5/17)

Jordanian king Abdullah II said that Jordan has been involved in intense diplomacy with its allies in Europe and the U.S. to put pressure on Israel to stop its attacks on Gaza. (HA, REU 5/16)

28 U.S. Democratic senators, led by Jon Ossoff (D-GA), called for an immediate ceasefire “[t]o prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories.” (HA, NYT 5/17)

At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. The Organisation of Islamic Cooperation called for an immediate halt of Israeli attacks on Gaza and “systematic crimes” against Palestinians. Saudi Arabia also condemned Israel’s “fragrant violations” of Palestinian rights. Israeli forces arrested 5 Palestinian children aged 8-12 in al-Rakiz near an Israeli settlement outpost; a video shows that the children were foraging vegetables when Israeli settlers started chasing them, leading to the Israeli forces arresting them. Israeli forces also demolished Palestinian-owned shops near Nablus, leading to confrontations with Palestinians, and delivered a demolition notice for a house under construction in Wadi Hummus in Area B. 9 Palestinians were arrested during raids in and around al-Khadir, Bayt Fajjar, Aida refugee camp, Jenin, and Qalqilya. In East Jerusalem, 66 Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested the former Mufti of Jerusalem Shaykh Ikrima Sabri at his home. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 6 nautical miles west of Gaza, causing damage to 1 boat; no injuries were reported. An investigation by the Fake Reporter project showed that many of the 5,000 followers of Israeli prime minister Benjamin Netanyahu’s Arabic language Facebook page were fake. On 2/1, Prime Minister Netanyahu launched an Arabic language Facebook page as part of his push to convince parts of the Palestinian-Israeli population to vote for him in the upcoming Israeli elections, but some 20% of the surveyed followers were reported to be fake. In the West Bank, Israeli settlers attacked a Palestinian family in Iraq Burin, firing rubber-coated bullets and stones at the family and injuring the mother and 2 children; the settlers also stole olive saplings. Israeli settlers also assaulted 1 Palestinian in Luban al-Sharqiyya, causing their hospitalization. 1 Palestinian child was injured after a stun grenade left behind by Israeli forces exploded in his hands in ‘Aqabat Jabir refugee camp. Israeli forces delivered stop-work notices for 3 houses in al-Khadir. 20 Palestinians were arrested, including 19 during late-night raids in and around Balata, al-Ram, Hebron, al-Fawar refugee camp, Qabatiya, Surda, Jenin, ‘Azun, Aida refugee camp, and Dayr Nidham; 1 was arrested at a military checkpoint near al-Fawar refugee camp. In East Jerusalem, 2 Palestinian families demolished their own homes in Shu‘fat and Sur Bahir and 1 other family demolished their own animal shed in Silwan, all in order to avoid exorbitant Israeli demolition fees. In Gaza, Israeli forces made incursions and leveled farmland east of Jabaliya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Jabaliya; no injuries were reported. An Israeli court in West Jerusalem upheld the eviction of 4 Palestinian families from their homes in Shaykh Jarrar. The court said the Palestinians had until 5/2 to leave their homes so Israeli settlers can move in. (WAFA 2/16)

Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public.
