In the West Bank, Israeli forces raided Jenin refugee camp, killing 4 Palestinians, including a minor, and injuring more than 30 others using 2 suicide drones and live ammunition. 1 Israeli military vehicle was damaged by an explosive device. The Israeli forces cut off electricity in the camp during the raid. Palestinians demonstrated against PA inaction to protect the residents of the camp after the raid. Defence for Children International said that the minor was chased and killed by Israeli forces after he had seen them sneak into the camp. Elsewhere, Israeli forces seized the rooftop of a Palestinian home in Jalbun, turning it into a watchtower and placing Israeli flags on the building. UN humanitarian coordinator Lynn Hastings led a group of diplomats from Australia, Chile, Italy, Mexico, Norway, Spain, and the UK in Gaza to mark World Humanitarian Day. In the West Bank, Israeli settlers attacked Palestinians in the Tel Rumeida neighborhood of Hebron, injuring 1 with a knife and throwing stones at buildings, causing damage. The Palestine Writes Literature Festival organizing committee released a letter it had written to the University of Pennsylvania on 9/2 in response to attacks by Zionist organizations, including the Anti-Defamation League and the Jewish Federation, that had called on the university to cancel the festival which is scheduled for 9/22-9/24. The organizing committee rejected charges of anti-Semitism and the conflation of anti-Semitism and anti-Zionism, calling suggestions that the festival is a threat to Jewish students at the university libelous. In the West Bank, Israeli settlers attacked 1 Palestinian man near Burqa with stones and pepper spray. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Qaryut, injuring 4 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition and arrested 6 others during a raid in Abu Dis. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish their own home in Jabel Mukaber, displacing 7. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with a baton round and others, including a journalist, with tear gas. Israel later conducted airstrikes and fired artillery shells attacking what it called “Hamas positions,” injuring 1 and causing damage. The Palestinian Prisoner’s Club said Israel released Khalil Awawda from the Ofer prison. Israel promised to release Awawda from administrative detention in October 2022 after he went on a 172-day hunger strike but went back on its promise, claiming he had smuggled a phone. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli forces fired flare grenades at agricultural lands near Burqa, causing fires. Israeli forces also issued 19 stop-work orders for homes, a landfill, an agricultural site, and 2 roads in Qarawat Bani Hassan. 6 Palestinians were arrested during late-night raids in Jenin refugee camp, Surif, Sa’ir, Bayt Rima, and Nablus. In East Jerusalem, 1 Palestinian minor was arrested at the Bab el-Khalil in the Old City after allegedly stabbing and injuring 2 Israeli settlers. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. Former Mossad director Tamir Pardo told AP that “[t]here is an apartheid state here [referring to the West Bank]. In a territory where two people are judged under two legal systems, that is an apartheid state.” Pardo further said “Israel needs to decide what it wants. In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. In the West Bank, 1 Palestinian man, described as a bystander, was killed during an exchange of fire between Palestinian militants and PA forces in Tulkarm. Palestinian militants threw an explosive device at Israeli soldiers who were escorting Israeli settlers to Joseph’s Tomb in Nablus, injuring 4. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. In East Jerusalem, an Israeli settler shot and killed 1 Palestinian minor in Bab a-Zahara, claiming he had stabbed 1 Israeli soldier. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. The U.S. approved the sale of Israel’s Arrow-3 missile defense system to Germany. Worth $3.5 billion, it is Israel’s largest military deal. It was reported that days before the deal was announced German chancellor Olaf Scholz blocked a foreign ministry statement on the German assessment of the legality of the Israeli occupation that was seen as too pro-Palestinian. At a town hall event held by the U.S. Office of Palestinian Affairs to explain new polices related to Israel’s bid to become part of the U.S. Visa Waiver program, the chief of American Citizens Service at the U.S. embassy to Israel, Wilbur Zehr, referred to Israeli checkpoints as “pedestrian crossings.” Zehr said in response to questions that the new policies will not apply to U.S. citizens in Gaza until 9/15 and that separate rules apply for U.S. citizens living in the West Bank and U.S. citizens living in the West Bank but holding PA IDs, as the latter must enter Israel via checkpoints by foot. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. An Israeli police representative told the court that Indore’s claim of acting in self-defense is unlikely to hold merit. (HA 8/14)

Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Both outposts are located in the South Hebron Hills. 10 other settlement outposts retroactively authorized in February will have their new boundaries published in the coming weeks. (HA 8/16)

The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. Haaretz reported that Israel’s Civil Administration has not been enforcing laws against illegal construction by settlers in the West Bank since Bezalel Smotrich was placed in charge of the agency. Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists.
