Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria. Ariel settlement thus gains the 1st official Israeli university in the West Bank. (HA 12/24; JP 12/25)

In the run-up to Israeli elections, Israel’s education min. and Likud mbr. Gideon Sa’ar says that Likud does not support the establishment of a Palestinian state. (YA 12/24)

Human Rights Watch says that Palestinian armed factions violated the laws of war by firing rockets at Israeli civilians during Operation Pillar of Defense. (BBC 12/24)

Qatar’s Emir Shaykh Hamad BinKhalifa al-Thani tells PA pres. Abbas in a phone call that Qatar will pay its share of the $100 m. in aid pledged by the Arab League states. (MNA 12/24)

In a meeting with Russian FM Sergey Lavrov, PA pres. Abbas says that the bid for non-member status at the UN will go ahead. Israeli PM Netanyahu convenes his inner cabinet to discuss measures against the PA in response to the UN bid. A Turkish court in Istanbul opens the trial in absentia of 4 former Israeli military commanders over charges related to the killing of 9 Turkish citizens on the Gaza-bound international aid ship Mavi Marmara in 2010 (see QU in JP 164). (REU 11/5)

Israel publishes tenders for over 1,200 new homes in settlements in occupied East Jerusalem. The housing units are set for Pisgat Ze’ev and Ramot, with another 72 units re-offered in Ariel settlement in the n. of the West Bank. A bomb explodes along the Gaza Strip-Israel border fence, injuring 3 IDF soldiers on patrol. Unidentified Palestinians fire a rocket into Israel, causing no injuries. Israeli naval vessels open fire on Palestinian fishermen nr. Bayt Lahiya in the morning, causing no injuries, and shell areas nr. Khan Yunis while leveling an area nr. the border fence; the IDF also clears land by the border fence nr. Gaza Valley village at night. In the West Bank, the IDF demolishes 2 Palestinian homes and agricultural property in villages nr. Hebron, and hands over demolition orders for 4 other homes; conducts late-night house searches and arrest raids in 2 villages nr. Hebron. In East Jerusalem, Israeli police conduct an arrest operation in Shu‘fat r.c., clashing with local residents; 9 police officers are injured, including 1 who is stabbed. The IDF conducts 11 air strikes and 6 mock air raids on n. Gaza (destroying a bridge nr. Bayt Hanun; hitting several main roads in Bayt Hanun, Bayt Lahiya, and Um al-Nasser; damaging several homes and injuring 6 Palestinian bystanders, including 3 children). Later, Palestinians fire a rocket fr. Gaza towards Ashkelon, causing no damage or injuries; the IDF threatens to cut off electricity to the Gaza Strip if rocket attacks continue. The IDF also tightens restrictions on Palestinian movement into and out of Qalqilya; bars a Palestinian heart attack victim fr. crossing a checkpoint into Tulkarm (still under closure; see 12/15) to reach a hospital, allowing him to die; conducts arrest raids in Balata r.c. (an IDF dog bites a 12-yr.-old and a 19-yr.-old Palestinian), Bayt Umar nr. Hebron, al-Bireh, Tulkarm (targeting the AMB). In Alar nr. Tulkarm, 2 Palestinian construction workers surprise an IDF undercover unit inside an unfinished house; the soldiers detain and beat the men, fire on other Palestinians who arrive on the scene, call in reinforcements to extract them. During the day, the IDF also conducts arrest raids in and around Jenin, in Nablus (reportedly finding a Qassam rocket, explosives in the search of a Hamas building). Late in the evening, the IDF makes air strikes on the Bayt Lahiya home of a PRC leader, injuring a relative, and on an Islamic Jihad charity in Rafah, causing damage but no injuries; conducts an air strike on an agricultural school in Bayt Hanun, injuring 1 Palestinian; launches 4 air strikes on open areas of n. Israel approves construction of 117 new housing units in Ariel settlement in contravention of the road map. The IDF patrols in, fires on residential areas of Tulkarm r.c.; fires on stone-throwing Palestinians youths at a flying checkpoint outside Jenin, wounding 1, arresting 1; conducts arrest raids, house searches in and around Hebron and in villages around Nablus, Tulkarm. An explosion destroys the Gaza City home of a Hamas mbr., killing 4 Palestinians, wounding more than 12; neighbors say the blast was apparently caused by explosives kept in the home that detonated accidentally. Jewish settlers fr. Kiryat Arba throw stones, bottles at Palestinian homes, injuring a 3-yr.- old and a 12-yr.-old Palestinian child. For a 2d day, 10s of unemployed Palestinians demonstrate outside a Khan Yunis municipal building demanding jobs and better living conditions, scuffling with and pelting PA riot police with stones, leaving 7 officers, 3 demonstrators injured. 10s of PA security forces deploy in Taybeh after 100s of armed men tied to 1 Muslim family fr. Dayr Jarir burn 13 homes of an extended Christian family there. The disputes stemmed fr. an affair btwn. a Muslim woman and a Christian man and the honor killing of the woman involved. Christians in Taybeh, however, fear an undercurrent of anti-Christian sentiment is to blame and could result in wider clashes. (AP 9/5; BBC 9/14)

An AMB suicide bomber fr. Nablus detonates a device in a supermarket in Rosh Ha’ayn, just across the West Bank border, inside Israel, killing 1 Israeli, wounding 10; the area was already on alert after the PA informed Israel of reports of a pending attack. Soon after, a Hamas suicide bomber fr. Nablus, retaliating for the IDF killing of 2 Hamas mbrs. on 8/8, detonates a device at a bus stop outside Ariel settlement, killing 1 Jewish settler, wounding 3. Israel freezes the release of another 76 Palestinian prisoners who were to be freed today; seals Azun and Qalqilya to conduct searches for Palestinians who may have aided the bombers, arresting several persons; places a closure on Nablus; otherwise says it will not respond. Abbas, in Qatar, cuts short his visit to the Gulf, heads to Amman, where he condemns the bombings but also Israeli provocations. The IDF demolishes a Palestinian home in the Jabal Mukabir area of East Jerusalem.
