U.S. pres. Trump announces that his administration will not be certifying the 7/14/2015 Iran nuclear deal, triggering a 60-day period for the U.S. Congress to either reinstate sanctions, do nothing, or pass new legislation outside the context of the deal that could change the U.S. position toward Iran. Trump also announces “tough” new sanctions on Iran’s Revolutionary Guards Corps and promises to “work closely with Congress and our allies to address the deal’s many serious flaws so that the Iranian regime can never threaten the world with nuclear weapons.” In response, Iranian pres. Hassan Rouhani says that Tehran will expand its ballistic missile program, yet continue to honor its obligations under the deal. In East Jerusalem, Israeli forces briefly lock down Haram al-Sharif after an unidentified assailant throws a stone at Jewish settlers touring the sanctuary; 4 Palestinians are arrested and banned from Haram al-Sharif for various lengths of time in connection with the incident. Israeli forces also arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home under construction nr. Jericho; arrest 6 Palestinians during late-night raids nr. Hebron, Ramallah and Jenin; and patrol nr. Hebron and Nablus during the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). In East Jerusalem overnight, Israeli forces demolish a playground and uproot a number of trees in Silwan, and arrest 3 Palestinians during latenight raids in al-Tur and Bayt Hanina. In the West Bank, Israeli forces demolish a home, a farm, a water network, and some trees outside a village nr. Bethlehem, as well as 2 homes, a large barn, and a playground in n. Bethlehem. IDF troops conduct a raid on the Hebron home of the Palestinian activist who captured the video of the Israeli soldier shooting and killing an incapacitated Palestinian on 3/24. The IDF conducts further raids and house searches nr. Bethlehem, Hebron, and Jenin, as well as in Jenin itself, arresting 11 Palestinians; patrols nr. Hebron, Ramallah, and Jenin. Politico publishes a 2/17 letter signed by 11 mbrs. of the U.S. Congress, including Sen. Patrick Leahy (D-VT), addressed to Secy. of State John Kerry and calling for investigations into the “disturbing number of reports of possible gross violations of human rights by security forces in Israel and Egypt.” The letter highlights “what may be extrajudicial killings” by Israeli forces in Israel and the oPt. Israel’s Knesset passes a 1st reading of 2 bills that would create economic incentives for settlement growth. The 1st would reduce bureaucratic restrictions on home purchases in settlements, preventing settlers from paying taxes to both the govt. and the Civil Admin. The 2d would entitle settlers to tax breaks as long as they are eligible for a grant promoting capital investment. (HA 3/29)

In the West Bank, Palestinian assailants shoot and injure 4 Israeli settlers in a vehicle outside an Israeli settlement nr. Nablus; 1 will succumb to his injuries on 6/30. IDF troops impose a curfew on a nearby village, search the area, and conduct a series of raids. Dozens of Israeli settlers throw stones at Palestinian vehicles on the Ramallah-Nablus road. Earlier, a Palestinian woman stabs an Israeli soldier at a military checkpoint in Bethlehem, moderately injuring her. Israeli forces arrest the Palestinian. Palestinian prisoner Adnan ends his hunger strike overnight after making an agreement with the Israeli authorities to release him on 7/12. An Israeli official says that the deal was made after Adnan withdrew his demand that Israel never again administratively detain him. Beginning on 5/5, Adnan’s hunger strike lasted 55 days. More than 100 mi. off the coast of Gaza, Israeli naval forces board, search, and escort the Marianne of Gothenburg, the flagship of the Freedom Flotilla III, toward the port at Ashdod overnight. French FM Fabius proposes the formation of a new international group with a mandate of supporting peace negotiations between Israel and the Palestinians. He describes the group as “a kind of Quartet plus,” referring to the Middle East Quartet, which has been relatively inactive since former Quartet rep. Blair’s resignation. U.S. pres. Obama signs the Defending Public Safety Employees’ Retirement Act into law, renewing his authority to “fast track” approval of trade agreements in Congress. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The PA Finance Ministry confirms that Israel’s freeze on tax revenue transfers to the PA is continuing for a 3d mo. and that, as a result, the PA can only afford to pay many of its employees 60% of their salaries. The Palestinian Central Council (PCC) meets in Ramallah to discuss several issues, including the PA’s economic crisis and the possibility of suspending or cutting security coordination with Israel. At the request of PA Pres. Abbas, they review the interim agreements made with Israel in the 1990s that created the PA. Abbas says that he recently turned down an Israeli offer to unfreeze the transfers of tax revenues in exchange for the Palestinians abandoning their efforts at the International Criminal Court (ICC). The day after Israeli PM Netanyahu’s speech to Congress, U.S. Senate Minority Leader Harry Reid (D-NV) says that Congress should not pass new sanctions-related legislation until the negotiators have had a chance to produce an agreement.
