At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

In the West Bank, the IDF patrols in 3 villages nr. Jenin, 1 village nr. Qalqilya, and 1 village nr. Ramallah in the morning; in 1 village each nr. Bethlehem, Qalqilya, and Ramallah and in 2 villages nr. Jenin in the afternoon; and in ‘Aqaba r.c. nr. Jericho, Tulkarm and 3 nearby villages, 5 villages nr. Jenin, and 2 villages each nr. A team from the Gaza Strip-based Ministry of Justice visits Cairo for discussions with Egyptian officials on the terms of the truce agreement with Israel and other matters. Meanwhile, the 1st shipment of gravel for private construction since 2007 enters Gaza (see 12/26). (MNA 12/30; REU 12/30)

The IDF strikes another 80 targets, including Gaza’s football stadium and smuggling tunnels on the Rafah border. Gaza’s Ministry of Health says that the Palestinian death toll surpasses 100, including over 30 women and children. The IDF puts the death toll at 95, and says 1/3 were civilians. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Israeli PM Benjamin Netanyahu rebuffs a French-Qatari cease-fire initiative on the grounds that it could interfere with Egyptian mediation efforts (see 11/18). UN secy.-gen. Ban Ki-moon arrives in Cairo to discuss the cease-fire talks. Hamas chief Mishal meets with Egyptian intelligence officials in Cairo, with the Egyptian side indicating that a cease-fire is close. Turkish PM Erdogan denounces Israel for conducting ‘‘terrorist attacks’’ in Gaza. A coalition of almost 40 international aid agencies issue an urgent call for a cease-fire; Amnesty International calls additionally for an arms embargo on Israel and Hamas. (Guardian, HA, WSJ 11/19)

In the West Bank, the IDF kills 2 Palestinians in separate incidents, as Palestinians continue to protest the attack on Gaza: 1 Palestinian from alNabi Salih dies of wounds he sustained on 11/17 when the IDF opened live fire on demonstrators, and the 2d Palestinian is shot dead by IDF troops in Hebron, who claimed they felt that their lives were in danger. At night, the IDF also conducts house searches and arrest raids in 1 village nr. Qalqilya, Bethlehem, Tubas and 1 nearby village, 1 village nr. Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Hebron. A Jewish settler injures a Palestinian man in a deliberate hit-and-run nr. Ofra settlement, after a Palestinian demonstration against Israel’s Operation Pillar of Defense. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. Hamas authorities in Gaza deny any Palestinian involvement, call the attack ‘‘terrorism,’’ and close smuggling tunnels from their side as well, stating that ‘‘Palestinian resistance factions are committed to fighting only against the Israeli occupation, and they launch their operations only from the Palestinian territories.’’ (MNA, NYT, WP 8/6; NYT 8/7)

An Israeli warplane makes an air strike on Rafah targeting 2 Tawhid and Jihad mbrs. as they ride a motorcycle through Rafah, assassinating Eid Oukal and wounding Ahmad Said Isma‘il; Israel accuses the men of being behind the 6/18 Sinai attack that killed an Israeli Palestinian worker and of plotting other crossborder attacks on Israeli civilians; no mention is made of the Sinai attack earlier in the day. Later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF responds by directing artillery fire and shooting from helicopters at the demolished Dahaniyya airport site and open areas e. of Rafah for several hours, causing no reported injuries. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. The group was also expected to release a ‘‘Ramallah Declaration’’ denouncing Israeli settlement expansion. (NYT, WP 8/6)

Iran airs the confessions of more than a dozen alleged conspirators to the killing of 5 nuclear scientists since 2010, claiming that the suspects were trained in Israel by the Mossad. (WP 8/6)

The longest-ever Palestinian hunger striker, Akram Rikhawi, ends his fast after 103 days in exchange for a pledge that Israel will release him 5 mos. early (in 1/2013). (NYT 7/24)

In Brussels for a regular meeting with the EU, Israeli FM Avigdor Lieberman requests that, in light of the 7/18 Bulgaria attack, the EU add Hizballah to its terrorist list. The EU says that thus far there is no proof of Hizballah’s involvement in terror. (NYT 8/16)

Egypt eases travel restrictions on Palestinians that will make it easer for Gazans to enter and will allow them to stay for up to 72 hrs. before returning or transiting through. All Palestinians must still have Palestinian national identification, a passport, or proof of residency in a 3d country and obtain a visa. The move comes a week after newly elected Egyptian pres. Mohamed Morsi held separate meetings in Cairo with PA pres. Abbas and Hamas leader Khalid Mishal. (NYT, WT 7/24)

In Hebron, a knife-wielding Palestinian attempts to attack IDF soldiers posted outside the al-Ibrahimi Mosque/ Cave of the Patriarchs but is shot and seriously wounded. The IDF patrols in 3 villages nr. Ramallah and 1 each nr. Jenin, Jericho, and Tulkarm in the morning; in 2 villages nr. Reuters reports that the PA security forces (PASF) have launched a campaign to crack down on ‘‘lawlessness and the proliferation of weapons’’ in Jenin that continues into mid-7/2012 at least. Responding to a wave of drive-by shootings and increased drug trafficking, the PASF makes nightly arrest raids. Among those reportedly arrested are ‘‘rogue’’ members of the security forces who have been exploiting their positions to organize and direct illegal activity. (REU 6/4; PCHR 7/19)

U.S. Treasury undersecy. for terrorism and financial intelligence David Cohen briefs Israeli officials in Israel on U.S. plans to impose additional bilateral sanctions on Iran if the current restrictions do not convince Iran to take positive steps on the nuclear front. (WJW 6/7)

Israel returns the bodies of 91 Palestinians (79 to the West Bank, 12 to Gaza) killed inside Israel, mostly while carrying out attacks on Israelis; the oldest body in Israel’s possession was killed in 1975. Israel agreed to the significant concession on 5/14 as part of the deal to end the Palestinian prisoners’ mass hunger strike (see QU in JPS 164). (NYT, WT 6/1)

Israel’s atty. gen. decides to prosecute fmr. Ha’Aretz journalist Uri Blau for illegal possession of classified documents related to a 2008 investigative report he wrote (approved by Israel’s military censor) revealing that senior IDF officers had authorized targeted killings of wanted Palestinians in the West Bank in violation of a High Court ruling banning assassinations of militants who could be apprehended. The decision makes Blau the 1st Israeli journalist to be charged for receiving leaked documents. In 2008, he had obtained 1,800 IDF documents (100s classified) from an IDF soldier, Anat Kam, currently serving 54 mos. for stealing the documents. (WP 6/1)

J Street says it is on track to raise $2 m. for 60 congressional races for 2012—its largest campaign effort to date. The success is seen as evidence that hawkish pro-Israel advocates no longer have a monopoly on setting the U.S. political agenda on Israel and that J Street has successfully created an outlet for a sector of pro-Israel donors who never felt represented by the established pro-Israel lobbies. Israel says it plans to prevent the entry of 100s of pro-Palestinian activists expected to fly into Israel’s Ben-Gurion airport over the next few days as part of a nonviolent protests called by Palestinian activists. This is the 2d “flytilla” that Palestinians have organize (the 1st was in 7/2011; see QU in JPS 161). (WP, WT 4/11)

Iran announces that it has arrested an Israeli-backed “terrorist team” of 15 people (Iranians and foreigners) that planned attacks inside Iran, stating that “heavy bombs, machine guns, handguns, silencers, military and telecommunications equipment, and other terrorist tools” were found on the team. Israel declines to comment. (WP 4/11; NYT 5/16)

Israeli pres. Shimon Peres sends a letter to U.S. Pres. Obama requesting clemency for convicted spy for Israel Jonathan Pollard, citing his declining health. Today, Peres also forwards 2 petitions he has received urging him to seek Pollard’s release: 1 signed by 35,000 Israeli citizens (including fmr. captive IDF soldier Gilad Shalit) and 1 from 80 Israeli MKs. Israel allows a shipment of fuel for Gaza’s power plant (shut down on 2/28), allowing 1 of 4 turbines to restart, but reduces the amount of cooking fuel and gasoline, aggravating shortages of these supplies. Gazans across the Strip continue to experience rolling blackouts of 8–16 hrs./day; 40% of Gaza receive running water for several hrs. once every 4 days. Unidentified Palestinians fire 3 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. U.S. Reps. Howard Berman (D-CA) and Joe Walsh (R-IL), along with 50 cosigners from both parties, send a letter urging U.S. Atty. Gen. Eric Holder to indict, extradite, and prosecute “Palestinian terrorists” who have killed or wounded American citizens, particularly any Palestinian prisoners released under the 10/2011 and 12/2011 Hamas-Israel prisoner swap that freed Israeli soldier Gilad Shalit. The letter states that since the Koby Mandell Act was passed in 2005 allowing the U.S. to try foreigner terrorists who have harmed U.S. citizens abroad, not one Palestinian has been tried though as many as 71 Palestinians attacks (by their count) have left 54 Americans dead and 83 injuring since the 1993 Oslo Accords were signed. In East Jerusalem’s Shaykh Jarrah neighborhood, Israeli security forces raid the International Committee of the Red Cross (ICRC) office and a protest tent outside, detaining Hamas-affiliated PC mbrs. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr.
