In the West Bank, Palestinian farmers discover that Israeli settlers have stolen the pickings from at least 450 of their olive trees in orchards east of Qalqilya. Israeli forces bulldoze 200 m of walls around a Palestinian’s agricultural land near Nablus, and patrol near Hebron. Late at night, IDF troops raid 8 branch offices of 3 Palestinian media companies— PalMedia, Ram Sat, and Trans Media—in Nablus, Bethlehem, Ramallah, and Hebron. They confiscate what they claim are inciting materials and arrest at least 2 Palestinians. In East Jerusalem, Israeli forces demolish 2 homes in Silwan, displacing 9 Palestinians. Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. Shortly after the statement is released, PA pres. Abbas’s spokesperson says that the Israeli government will not be allowed to stand in the way of Palestinian reconciliation. (HA, YA 10/17)

The Higher Planning Commission of Israel’s Civil Administration advances plans for 1,292 new housing units in West Bank settlements, including the approval of 296 homes for sale in Beit El (PM Netanyahu has promised to make these homes available to the residents of the illegal Ulpana outpost, which was evacuated in 2012). The committee is expected to advance more plans on 10/18. (TOI 19/17)

In the Gaza Strip, Palestinians fire 4 rockets toward Ashqelon: 2 are intercepted by Iron Dome missile defense batteries and 2 hit open areas causing no damage or injuries. In response, the IDF launches air strikes on 5 military targets in the n. and s. Gaza Strip, wounding 3. The IDF says Islamic Jihad is responsible for the rocket fire. In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. The IDF conducts house searches and arrest raids in Hebron and Dayr al-‘Arund r.c. and 3 nearby villages, Nablus and 1 nearby village, Jenin and 1 village nearby, 2 villages nr. Qalqilya, Tulkarm, and 1 nearby village, 1 village nr. Salfit; patrols in 2 villages nr. Hebron and 1 village nr. Ramallah in the morning, 2 villages nr. Hebron and 1 village each nr. Ramallah and Salfit in the afternoon, and in 2 villages nr. Jericho. Israeli settlers throw stones at Palestinian vehicles nr. Salfit, causing no injuries. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)

In the Gaza Strip, IDF troops conduct a limited incursion nr. al-Bureij r.c. and level land close to the border fence. In the West Bank, the IDF demolish 2 homes and a sheep barn in Barta‘a, a village nr. Jenin. The IDF conducts house searches and arrest raids in 6 villages nr. Hebron, 1 village nr. Israeli PM Benjamin Netanyahu says he is willing to launch direct peace talks with the Palestinians without preconditions, speaking at a press conference in Warsaw alongside Polish PM Donald Tusk. Meanwhile, the Israeli media report that plans are going ahead to build 675 new housing units in Itamar settlement. (HA, YA 6/12)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. Gaza into Israel, damaging 1 home, causing no injuries; the IDF believes the rocket was a new, larger Qassam-3, with a range of up to 12 km. Palestinian gunmen fire at a Jewish settler vehicle nr. An Israeli court indicts 4 East Jerusalem Palestinians for murder for their alleged role in the 7/31/02 Hebrew University bombing. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East.
