Israel’s Defense Ministry announces that construction has begun on a new barrier along Gaza’s border. The new barrier is set to extend across 65 kilometers (approximately 40 miles) of the border and stand 6 meters (approximately 20 feet) tall. The barrier is designed to “prevent the infiltration of terrorists from Gaza,” according to Israel’s Defense Ministry. (HA, JP, TOI 2/3)

Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

IDF troops violently disperse Palestinians gathering to protest the Israeli occupation in 2 villages near Ramallah (Ras Karkar and al-Mughayyir); 2 Palestinians are injured. They also arrest 2 Palestinians during raids near Jenin and Tubas; and patrol near Nablus, Tulkarm, Salfit, Hebron, and Bethlehem. Israeli settlers smash the windows and windshields of 3 Palestinian vehicles in Turmus ‘Ayya village near Ramallah late at night. One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. After the press conference, the IDF deploys additional troops to the Gaza border area in preparation for planned protests on 1/25. (HA, TOI, TOI, YA 1/24)

Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. They reportedly believe that they have a limited window between the Israeli elections and the start of President Trump’s re-election campaign. “It is hard for us to imagine a set of circumstances where the plan is never released.” One official says. “We have every intention of releasing it.” (JP, JP 1/24)

The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. They have opened the crossing for passage only in one direction since 1/7, when the PA withdrew its staff from the Palestinian side of the crossing. (MNA 1/24)

Three days after violent raids sparked a hunger strike at Ofer Prison, lawyers representing Palestinians imprisoned at Ofer decide to stop appearing at the prison in protest of increasing restrictions imposed on their work by the Israeli authorities. (WAFA 1/24)

In the West Bank, Israeli forces raze 15 dunams (approximately 3.7 acres) of Palestinian land near Hebron and another few dozen dunams of Palestinian land near Nablus. IDF troops arrest 9 Palestinians during late-night raids near Qalqilya, Hebron, and Nablus; and patrol near Qalandia refugee camp, Qalqilya, Salfit, Hebron, and Bethlehem. In East Jerusalem, 85 right-wing Jewish activists tour Haram al-Sharif in the morning. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross the border fence into Israel near Rafah. The IDF later reports that they damaged part of the fence. After the exchange of violence along Gaza’s border on 1/22, Israeli prime minister Benjamin Netanyahu threatens to escalate the IDF’s response if the shootings continues. “The response will be destructive and very painful, and we are ready for any scenario and escalation,” he adds. Later, Israel’s security cabinet meets to discuss the situation, and they decide to allow the transfer of $15 million in Qatari funds into Gaza within 24 hours. The entire cabinet reportedly supports the move. Netanyahu suspended the transfer for a 2d time on 1/22. A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. In the West Bank, Israeli forces demolish a Palestinian greenhouse and another agricultural structure in Bayt Iksa near Jerusalem. IDF troops arrest a Palestinian who opens fire on an IDF post outside the nearby Ma’ale Adumim settlement; arrest 2 Palestinians during raids near Bethlehem and Hebron; and patrol near Bethlehem, Hebron, and Qalqilya. Israeli settlers cut down approximately 1,000 tree saplings from a Palestinian nature reserve outside Burqa village near Nablus. Settlers also uproot a number of olive trees in the courtyard of al-Ibrahimi Mosque in Hebron. Separately, unidentified assailants open fire on a Palestinian police station in al-Ram near Jerusalem, sparking a firefight between PA police and the armed assailants; 1 Palestinian is killed (it’s unclear if he was a bystander or one of the assailants). The IDF announces the conclusion of Operation Northern Shield, the operation formally launched on 12/4 to discover and demolish cross-border tunnels allegedly built by Hezbollah from southern Lebanon to northern Israel. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. Mudallali contends that the wall is a violation of UNSC Resolution 1701, which ended the 2006 Israel-Lebanon war. (HA, HA, JP, TOI, YA 1/13)

At the weekly meeting of Israel’s cabinet, Israeli prime minister Benjamin Netanyahu confirms that Israel was responsible for the air strikes in Syria on 1/11. “The wave of recent attacks proves that we are determined more than ever to act against Iran in Syria,” he says, marking a rare instance of the Israeli government taking credit for an individual strike in Syria. Meanwhile, satellite photos depicting a demolished storehouse at the Damascus International Airport circulate in the Israeli media. (JP, YA 1/13; TOI 1/14)

Following the Israeli air strikes in Gaza City on 1/11, unidentified Palestinians fire a rocket into southern Israel. It lands in an open area, causing no damage or injuries. Israeli forces retaliate late at night, with air strikes and artillery shelling of at least 4 Hamas sites in Gaza City, Khan Yunis, and Bayt Lahiya; extensive damage is reported at multiple sites. In the West Bank, IDF troops conduct raids in Ramallah, sparking clashes with stone-throwing Palestinians; 4 Palestinians are injured, including 1 paramedic. They arrest 6 Palestinians during further raids near Hebron and Bethlehem; and patrol in and around Tulkarm. Israeli settlers sic a dog on a Palestinian human rights worker observing a planting near Hebron; the worker is moderately injured. There are some reports of protesters flying incendiary balloons and kites into Israel, but no reports of fires or any damage. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 25 are injured (1 Israeli soldier is injured as well). This brings the death toll stemming from the Great March of Return to 196. Hours after the protests, the Israeli Air Force conducts air strikes on 2 Hamas sites east of Gaza City, completely destroying them, according to Palestinians in the area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 Palestinian photojournalist covering the protests is injured. They also shoot and injure a Palestinian as he allegedly attempts to stab an Israeli settler outside the Kiryat Arba settlement near Hebron; arrest 4 Palestinians during raids near Jenin; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Late at night, the Israeli Air Force conducts air strikes on more than 8 allegedly Iranian and Hezbollah-affiliated targets in and around Damascus, causing extensive damage. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. Unidentified Palestinians fly an incendiary device from Gaza into southern Israel attached to a cluster of balloons, where it lands in an open area in the Sdot Negev Regional Council. IDF troops detonate the device, causing no damage or injuries. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. In the West Bank, armed Palestinians open fire on IDF troops setting up a mobile checkpoint outside the Ofra settlement, killing 2 soldiers and critically injuring 2 more. After the shooting, the IDF shuts down all roads leading into Ramallah and conducts extensive raids in the area searching for the assailants; 40 Palestinians are arrested. Meanwhile, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israelis outside al-Bireh, lightly injuring 1. Some Palestinian witnesses say that the initial collision appeared to be an accident. IDF troops later conduct raids in al-Bireh, arresting 5 Palestinians and sparking clashes; 2 Palestinians are injured. They also arrest 28 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Bethlehem, and Nablus; and patrol near Tulkarm, Hebron, Nablus, and Ramallah. Israeli settlers throw stones at Palestinian vehicles driving near Nablus, damaging 7 and sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Later, the IDF shuts down several checkpoints south of Nablus to secure the area for a settler protest against recent Palestinian violence. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. Earlier in the day, IDF troops stationed along the Israel-Lebanon border fire warning shots at 3 people approaching the border fence from the other side. “Troops fired towards the suspects following fire procedures. In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. In response to the IDF’s Operation Northern Shield, Lebanese prime minister Sa‘d Hariri tweets, “The developments in the southern Lebanon border are no reason for escalation. This is what the Lebanese government wants and is acting towards.” Hariri also says that representatives of UNIFIL, Lebanon, and Israel met on 12/5 to discuss the operation, and that the Lebanese officials affirmed that Israel’s “consistent infiltration of Lebanese territory and airspace is an obvious violation of [UNSC Resolution 1701] and its principles.” Meanwhile, Israeli prime minister Benjamin Netanyahu says there is a “reasonable possibility” that the IDF will have to expand Operation Northern Shield to activities in southern Lebanon. “We are denying our enemies the tunnels weapon in a systematic, determined manner and we will do whatever it takes,” he says. Vehicles bearing $15 million in Qatari money enter Gaza via the Erez border crossing. This marks the 2d shipment of Qatari funds into Gaza with the purpose of paying the salaries of civil servants of the Hamas-run government and supporting families not able to cover basic needs in Gaza. The first shipment of Qatari money into Gaza occurred on 11/8. Israeli security officials say that the shipments have opened a window of opportunity for Israel to propose humanitarian solutions for Gaza and possibly to secure a long-term cease-fire. The UN General Assembly votes down a U.S.-proposed resolution condemning Hamas “for repeatedly firing rockets into Israel and for inciting violence, thereby putting civilians at risk,” with only 87 votes in favor (a two-thirds supermajority is required to approve this type of measure).
