OCHA urgently appeals to Israel to expand “the list of imports into Gaza . . . to include vital spare parts for maintenance and operation of the power plant, water and sanitation utilities, and other critical infrastructure and basic services for the civilian population” so as to prevent further deterioration of humanitarian conditions in Gaza. Gaza banks close, fearing runs on cash. (Israel has again barred entry of cash to the Strip; see 11/24.) The Israeli government informs the High Court that it will lift a month-old ban on allowing journalists into Gaza, but takes no steps to do so. In the West Bank, the IDF conducts late-night house searches nr. Nablus. Some 600 Israeli police and soldiers use rubber batons, percussion grenades, tear gas to evict 200 Jewish settlers fr. Beit Shalom, leaving 30 settlers and 3 soldiers injured, sparking settler violence against Palestinians across the West Bank. In Hebron, settlers rampage through Palestinian areas, burn 5 homes, set fires to olive groves, write racist graffitti, seriously damage other homes, cars, and cemeteries; at least 16 Palestinians are injured, including 2 who are shot and seriously wounded by a settler. During the rampage, the IDF declares the area a closed military zone, bars access to firemen and ambulances (settlers attack one fire engine), and takes no steps to halt settler rioting. Jewish settlers fr. Eli and Shilo settlements nr. Ramallah block the main Ramallah– Nablus road to Palestinian traffic, stone Palestinian cars; the IDF observes but does not intervene. The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. Jenin, without making any arrests. The IDF guards buses bringing 100s of Jewish settlers to Hebron to “defend” Beit Shalom. After dark, settlers rampage through Palestinian neighborhoods, attempt to seize a Palestinian home, heavily damage others. Jewish settlers fr. Shilo nr. Ramallah protesting the government order to evacuate Beit Shalom rampage through the villages of Turmusayya and Sinjil, slashing tires, vandalizing homes and a mosque, spraying graffitti saying “Death to Arabs” and “Muhammad is a Pig.” (NYT, WT 12/2; WJW, PCHR 12/4)

In Gaza, UNRWA suspends its program of cash distributions to the 100,000 poorest refugees (intended to enable them to supplement their basic food ration with fresh vegetables and other vital household supplies) because there are no Israeli shekels circulating in Gaza due to Israel’s 8/08 ban on exporting currency to Gaza’s banks and hoarding by Gazans. In the West Bank, the IDF conducts late-night house searches in and around Balata r.c. and Nablus, nr. Qalqilya; occupies 4 Palestinian homes in the Wadi al-Nassara area of Hebron, restricts Palestinian movement in the neighborhood while Jewish settlers fr. Kiryat Arba hold a celebration. Israel reseals crossings into Gaza, citing continued Palestinian mortar and rocket fire. Palestinian rocket fire immediately falls to near zero. The IDF sends tanks into s. Gaza to disable roadside bombs planted along the border, trading fire with Palestinian gunmen, causing no reported injuries. The Israeli navy intercepts and confiscates 3 Palestinian fishing boats carrying fishermen and international peace activists, detaining passengers and crew (all are released on 11/19). Egyptian security forces demolish 20 smuggling tunnels on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Issawiyya nr. East Jerusalem; conducts late-night arrest raids, house searches in and around Nablus, in Ramallah, and nr. Bethlehem and Salfit. Jewish settlers fr. Israel allows into Gaza 30 trucks carrying food and medicine for UNRWA, a limited amount of diesel fuel for Gaza’s electricity plant. The IDF fires on a group of armed Palestinians nr. Bayt Lahiya, wounding 2. Palestinians fire 11 rockets, 1 mortar fr. Gaza into Israel, causing some damage but no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bayt Umar and al-Fawar refugee camp (r.c.) nr. Hebron. As the quarter opens, Israel maintains its strict siege of Gaza, imposed following Hamas’s 6/07 takeover of Gaza and tightened dramatically in 1/08 to allow no exports and only the bare minimum of humanitarian imports. A 6-mo. Gaza cease-fire, in place since 6/19, technically remains in effect, although significant cross-border exchanges resumed on 11/4. Israel has sealed Gaza borders completely since 11/5, allowing in an average of 5 containers/day of humanitarian aid, whereas the UN estimates that 500/day are needed to sustain the basic human needs of the 1.5 m. population. Today, the Israel Defense Forces (IDF) makes an air strike on Gaza City targeting a group of Popular Resistance Comm. (PRC) mbrs. preparing to fire a rocket into Israel, killing 4 PRC mbrs. (The IDF reports that in the past 48 hrs., Palestinians have fired 20 rockets and mortars, including 2 Grad-type rockets, into Israel, causing no damage or injuries.) In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, and nr. Bethlehem, Jenin. Israel’s High Court orders Jewish settlers to evacuate the illegal outpost of Beit Shalom, in the al-Rajabi building in the Wadi al-Nassara area of Hebron, or face eviction, also declaring the State of Israel the temporary custodian of the building until ownership disputes are resolved; settlers ignored a 10/29 High Court order demanding they vacate the building within 24 hrs. AsIsrael continues to seal Gaza’s borders completely, aid agencies (including Oxfam and UNRWA) warn of an impending humanitarian crisis. UNRWA Gaza dir. John Ging states that “it is unprecedented that the UN is unable to get its supplies in to a population under such obvious distress.” Unnamed Hamas officials say that Israel apparently is not interested in maintaining the truce and therefore would face consequences. Today, Hamas admits to firing 11 Grad-type rockets fr. Gaza toward Israel (4 of which landed inside Israel, causing no damage or injuries) in addition to 3 regular rockets and several mortars, 1 of which (unclear whether rocket or mortar) hits an Israeli home in Sederot, causing damage and lightly injuring 1 Israeli. The IDF makes air strikes on suspected launch sites in n. Gaza, wounding 2 armed Palestinians. In the West Bank, the IDF fires tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 1); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil’in (injuring 2); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1). Israel agrees to a request by Quartet special envoy Tony Blair to resume fuel shipments to Gaza but allows industrial fuel for Gaza power plant to flow for only 4 hrs. before cutting off the supply once again. Meanwhile, the United Nations Relief and Works Agency (UNRWA) warns that it will be forced to halt food distribution to 750,000 refugees on 11/14 for lack of stocks unless Israel unseals Gaza’s borders. IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nr. the border fence, forcing them to flee. In the West Bank, the IDF sends troops into al-Araqa nr. Jenin overnight, setting up checkpoints and conducting ID checks; fires on Palestinians in Hebron holding a rally to commemorate the 4th anniversary of PLO head Yasir Arafat’s death, wounding 4 Palestinians; sends undercover units into Jenin r.c. in a car with Palestinian license plates to arrest a wanted Palestinian; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, nr. The Israeli cabinet discusses a proposal by Justice M Daniel Friedmann and Vice PM Haim Ramon to use heavy artillery to retaliate against Palestinian rocket fire fr. Gaza, recommending that the IDF notify civilians to evacuate villages that have become “launching pads for . . . terror groups” and then “raze the villages with artillery”; no decision is taken. As Israel’s total seal on Gaza borders, imposed on 11/5, continues, Gaza municipal officals shut down Gaza’s power plant for lack of fuel, cutting power to much of Gaza City. In the West Bank, the IDF conducts late-night house searches in and around Nablus but makes no arrests. The IDF also confiscates a Palestinian mobile home in Bayt Hanina in East Jerusalem; the IDF previously demolished 2 homes that the Palestinian owner had built on the site. Islamic Jihad mbrs. fire 14 rockets fr. Gaza toward Israel, 7 of which land inside Israel, none of which causes damage or injuries. FGM sends another boat fr. Cyprus to Gaza (see 8/23, 10/29), this time carrying 13 mbrs. of various European parliaments and veteran Israeli journalist Amira Hass; Israel does not block the boat. A 7-yr.-old Palestinian boy fr. Gaza dies after Israel repeatedly denies him transportation to an Israeli or foreign hospital to be treated for breathing and heart problems. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation); fires rubbercoated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1 Palestinian journalist covering the incident, 1 international); conducts late-night arrest raids, house searches in and around Nablus, in Tulkarm, and nr. U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. Jabaliya r.c. allegedly preparing to fire a rocket, injuring 1. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. Israel orders borders with Gaza sealed after an early warning system detects a rocket launch fr. Gaza into Israel, but later admits that the system malfunctioned and no rocket was fired; the seal is lifted. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron (raiding 2 Palestinian colleges, detaining 27 students for questioning); demolishes 36 structures (approx. 23 dwellings and 13 animal pens) belonging to bedouin families in Mughayyir al-Dir, outside Ramallah and adjacent to Mitzpe Dani settlement outpost, displacing 97 individuals (including 51 children), on the grounds that the structures were built in a closed military zone. Jewish settler girls (ages 12–17) stone Israeli border police demolishing an “illegal structure” in Givat Harsina outpost in Hebron, injuring 2 officers; the girls are arrested. Hamas releases 17 Fatah mbrs. fr. detention in Gaza, saying they are the only political prisoners being held and are being freed as a gesture to Fatah before national unity talks set to open in Cairo on 11/9 (see 10/20). In the West Bank, IDF troops operating in Yamun village nr. Jenin before dawn fatally shoot a 67-yr.-old Palestinian shepherd who fired a rifle at the patrol fearing they were rustlers; demolish 6 structures in the bedouin village of Umm al-Khayr nr. Carmiel settlement s. of Hebron, displacing 45 Palestinians, including a 1-wk.-old baby; conduct late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, and nr. In Tripoli, Lebanon, a remote-controlled car bomb explodes nr. an army bus, killing 4 Lebanese soldiers and 3 bystanders, injuring around 20, marking the 2d attack in Tripoli targeting the army in 6 wks. (NYT, WP 9/30; WT 10/2, 10/13; WP 10/22)

In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Jenin and in Dahaysha r.c., Nablus, Ni‘lin Inside Israel, Hebrew University professor Ze’ev Sternhell, a prominent critic of Jewish settlements and the siege of Gaza, is lightly injured when suspected hardcore right-wing settlers throw a pipe bomb at him outside his Jerusalem home; police find posters in his neighborhood offering a reward of $320,000 to anyone who kills a member of Peace Now, an Israeli group that campaigns against settlements and of which Sternhell is a mbr. Israeli FM Tzipi Livni narrowly wins Kadima party elections to replace Ehud Olmert as party head. Olmert, Israel’s current PM, called for party elections on 6/11/08, after government investigators turned up serious new evidence of his financial impropriety (see Quarterly Update in JPS 149). He vowed to resign as PM formally once a new party head was elected. (NYT 9/17; HA, NYT, WP, WT 9/18)

The Pentagon announces a $77-m. deal to sell Israel 1,000 GBU-39 bunker-buster munitions. Israeli military experts say the bombs would not be suitable for an attack on Iran but “could provide a powerful new weapon” against Gaza. (AP 9/15)

Israel releases 165 Fatah-affiliated prisoners as a goodwill gesture to mark Ramadan (see 9/4); none are fr. Gaza. A Palestinian woman sprays an acid-like substance on 2 IDF soldiers checking IDs at Hawara checkpoint nr. Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate. In the West Bank, the IDF bars Palestinian workers fr. paving a road inside al-Walaja village nr. Bethlehem, stating that the area is under the jurisdiction of Israel’s Jerusalem municipal authority; this marks the 1st clear indication that Israel plans to annex the area to Jerusalem after its separation wall, which is planned to bisect al-Walaja, is completed. Israel opens the Kerem Shalom commercial crossing into Gaza for the first time since 4/08, when a Palestinian suicide bomber struck there; 15 trucks carrying humanitarian aid enter Gaza. Israel says it will allow around 80 trucks to enter over the next few days as a “trial run” prior to reopening the crossing for regular imports as part of the 6/19 cease-fire deal with Hamas. In the West Bank, the IDF searches homes and shops in Tulkarm, making no arrests; conducts late-night arrest raids, house searches in and around Nablus, in Jenin town and refugee camp (r.c.), and nr. Hebron. As part of a new crackdown on Hamas in Hebron, PA security officials inform the head of the privately run Islamic Charitable Association (ICA), allegedly affiliated with Hamas, that the PA has removed the organization’s governing board and replaced it with a governing body comprising exclusively of Fatah mbrs. to run the charity and its affiliated orphanage and boarding school. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. Gaza banks report that Israel is blocking the import of currency to the Strip and that banks are now running short of cash to pay public workers’ salaries. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Nablus in an unusual daytime operation (Nablus is ostensibly under PA security control during the day) to arrest a wanted Palestinian. For a 2d day, Jewish settlers fr. Kiryat Arba attack Palestinians and their property nr. Wadi al-Nassara, seriously injuring an 80-yr.-old Palestinian man. Later, nearby, Jewish settlers attack a Palestinian home, severely beating a Palestinian couple and their 15-yr.-old child (who lost an eye in a similar settler attack 2 yrs. ago). The IDF repatriates to Gaza another 26 of the 188 Fatah mbrs. who fled on 8/2; the PA allows 88 to take asylum in Jericho; 16 who were wounded during their flight remain in Israeli hospitals; the other 24 remain in IDF custody, where they are questioned regarding possible ties to attacks on Israeli targets. Abbas refuses to grant asylum to 188 Fatah mbrs. who fled to Israel on 8/2 to escape interfactional fighting, ordering them back to Gaza, stating that a Fatah presence must remain in the Strip.
