The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. At least 2,450 people were buried in rubble, including 1,350 children. 155 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,397 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 33 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting around 45% of all housing units. Al-Quds Hospital in Gaza City shut down most of its operations after running out of fuel and being hit by Israeli airstrikes daily since 11/5. 106 trucks carrying aid entered Gaza via the Rafah crossing. No one was evacuated from Gaza to Egypt. It was estimated that 50,000 people fled the northern part of Gaza to the south, bringing the total number to 72,000 since 11/5. UNRWA said 99 of its staff members had been killed since 10/7, including 2 in the past 24 hours. The WHO said that diarrhea and chickenpox were spreading in Gaza and warned that there was a risk of cholera and other epidemics. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. An Israeli settler driver crashes his vehicle into a Palestinian couple and their horse-drawn cart nr. Qalqilya, moderately injuring both of them (the man will succumb to his injuries on 10/26). It’s unclear if the crash was an intentional ramming attack or not. Elsewhere in the West Bank, the IDF shuts down the entrances to Husan village nr. Bethlehem after unidentified assailants open fire on Israeli settlers’ vehicles in the area. IDF troops arrest 7 Palestinians during patrols nr. The raids in Ramallah spark clashes with stone-throwing Palestinian youths, but there are no serious injuries. In the evening, PASF troops violently suppress a demonstration in al-Am‘ari r.c. nr. Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Abbas states that Israel “bears full responsibility for this incident” and “must bring those responsible to justice.” Israeli PM Netanyahu urges police “to swiftly investigate who was behind the loathsome murder” and calls on all sides “not to take the law into their own hands.” In a statement, Secy. of State Kerry condemns the killing as a “sickening” act of “vengeance,” adding that the U.S. looks “to both the govt. of Israel and the PA to take all necessary steps to prevent acts of violence and bring their perpetrators to justice.” UN Middle East envoy Robert Serry also condemns the killing. Reps. of Iran and the P5+1 group begin the 6th and final scheduled round of talks ahead of the 7/20 deadline for agreeing to a deal on Iran’s disputed nuclear program. Hamas and Fatah officials meet in Gaza to discuss the makeup of a unity govt., with Hamas chief negotiator Musa Abu Marzuq saying that talks would be finalized the following week.
