In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Israel said it had assassinated the commander of Hamas’ Shuja’iya Brigades Wisam Farhat. 2 Israeli soldiers were killed in Gaza. Rockets were launched from Gaza at Israel, reportedly injuring 1. In Lebanon, Israel attacked several places and rockets and mortar shells were fired at Israel. In Syria, Israeli forces killed 2 Iranian military advisors in airstrikes. More than 15,380 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 245 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,200 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 77 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, and 7 Saudi donated ambulances arrived in Gaza. 903 people were evacuated to Egypt, including 13 injured Palestinians. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, Israeli settlers opened fire at Palestinians harvesting olives in Yasuf, forcing the Palestinians to flee; no injuries were reported. Israeli settlers also set fire to a home and vandalized water pipes in al-‘Awja. Israeli forces shot and killed 2 minors during raids in Huwwara and Beitunia. Israeli forces shot and injured 21 Palestinians with live ammunition during raids in al-Azza refugee camp, ‘Urif, Idhna, Beit Furik, al-Bireh, Bethlehem, al-Khader, Tura, and Beitunia. Elsewhere, Israeli forces punitively demolished a home with explosives in ‘Urif. 55 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, Ramallah, and Jalazone refugee camp. In Gaza, Israeli airstrikes killed around 350 Palestinians, including Hamas member Muhammad Tzviach. Israeli airstrikes destroyed the Grand al-Omari Mosque in Jabalia. Rockets were fired at Israel; no fatalities were reported. At the Lebanese border, an Israeli soldier was killed and 3 others injured in anti-tank fire near Margaliot. The Gaza Ministry of Health said as of 5 p.m. at least 4,137 Palestinians had been killed, including at least 1,524 children, and 13,162 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 83 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 25 children. More than 1,434 have been injured, including at least 350 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The Palestinian Red Crescent said Israel has told al-Quds Hospital to evacuate its 500 patients and the 12,000 people sheltering at the hospital. UNRWA said 16 of its staff members have been killed and 10 wounded in Israeli airstrikes since 10/7. The Committee to Protect Journalists said that 22 journalists have been killed since 10/7, including 18 Palestinians, 3 Israelis, and 1 Lebanese. Hamas released 2 American captives, a mother and her daughter, “on humanitarian grounds” after negotiations with Qatar. It was unclear if Hamas received anything in return. Forensic Architecture released a preliminary analysis of the al-Ahli Arab Hospital bombing saying the “[f]ragmentation patterns may indicate the projectile came from the northeast – the direction of the Israeli-controlled side of the Gaza perimeter – and not from the west [as Israel has claimed].” UK Channel 4 and Al Jazeera have also concluded that Israeli claims that the explosion at the hospital was caused by an errant rocket are dubious. PA president Mahmoud Abbas traveled to Cairo for a summit on the Hamas-Israel war and humanitarian aid to Gaza. Representatives from Egypt, Jordan, Turkey, Greece, Italy, Qatar, Saudi Arabia, Kuwait, the UN, the UK, and the UAE will attend. In Cairo, Abbas met with UK prime minister Rishi Sunak. The White House made a formal request to Congress for $10.6 billion in military aid to Israel, $3.7 billion in State Department financing to cover foreign military financing and embassy support, and $9.15 billion in humanitarian aid to Ukraine, Israel, Gaza. The U.S. and EU issued a joint statement after the EU leadership met with President Biden in Washington D.C., expressing concern at the “deteriorating humanitarian crisis in Gaza.” More than 800 EU officials wrote a letter to European Commission president Ursula von der Leyen, criticizing her “uncontrolled” support of Israel and calling the EU’s response to the massacres in Gaza “indifference.” (AJ 10/19; AJ, AJ 10/20)

In the West Bank, Israeli settlers raided Bayt Dajan, Qabalan, Majdal Bani Fadl near Nablus, and Kafr al-Dik near Salfit, and vandalized more than 50 Palestinian-owned vehicles, setting several on fire; settlers also wrote racist graffiti on several buildings. In Hebron, an Israeli settler assaulted 12 Palestinians. In Gaza, 1 Palestinian man succumbed to injuries he sustained during Israeli airstrikes on 11/14. This brings the comprehensive death toll in the Israeli attack on Gaza starting on 11/12 to 34. Despite the Great March of Return protest being canceled, several Palestinians protested by the Gaza fence; 1 Palestinian was shot by Israeli forces using live ammunition, others suffered tear-gas related injuries. Following a complaint from Israeli prime minister Benjamin Netanyahu, the IDF formally censures Colonel Avi Bluth for failing to pass along the Netanyahu’s order to postpone the evacuation and dismantlement of 2 makeshift residential structures at the site of the former illegal settlement outpost Amona on 1/3. UN Special Coordinator Nickolay Mladenov reports to the UN Security Council (UNSC) that the Israeli authorities approved or advanced approximately 2,200 new housing units in West Bank and East Jerusalem settlements between 9/13 and 12/14, marking a record low since the UNSC established its current monitoring system with Resolution 2334 of 12/2016. The Wall Street Journal reports that the secret U.S.-backed effort to build a relationship between Israel and Saudi Arabia has ground to a halt recently following the Saudi government’s removal of 2 top officials involved in the killing of a dissident journalist in Istanbul on 10/2. The killing and the ensuing international outcry have reportedly restricted Saudi crown prince Mohammed bin Salman’s “room to maneuver” and “dampened [his] appetite for risky foreign policy endeavors.” Israeli prime minister Netanyahu said as recently as last week that the killing of the journalist was “horrific,” but that it did not overshadow the value of a strategic relationship with Saudi Arabia. In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Israel Television News Company publishes a poll showing that 74% of the Israeli public is dissatisfied with Israeli prime minister Netanyahu’s handling of the recent conflict with Hamas. The results also show that Netanyahu’s Likud party would only win 29 seats in the Knesset if elections were held today, marking the weakest Likud has polled since 3/2018. The Israeli bombardment of Gaza continues for a 3d day in a row, with air strikes and artillery fire reported across the region. Two Palestinians are killed by Israeli drone strikes near Gaza City and Bayt Lahiya, at least 20 more are injured in other strikes throughout the day, and at least 1 residential building in Gaza City is destroyed. The Israeli authorities also shut down the Erez border crossing and bar Palestinian fishermen from the sea. With the violence ongoing in Gaza, Egyptian, UN, and Norwegian mediators work to de-escalate the situation. In the early afternoon, the main Palestinian factions in Gaza reportedly agree to a cease-fire brokered by those international mediators. It’s unclear if Israel is party to the agreement or what the terms are. Shortly after the first reports of a cease-fire, Israel’s security cabinet concludes a 7-hour meeting about the situation in Gaza and decides to resume the air strikes in Gaza “as necessary.”

The Israeli Air Force then strikes several sites across Gaza, killing 1 Palestinian near Jabaliya refugee camp and injuring 3 near Khan Yunis. Hours later, the security cabinet reportedly agrees to a cease-fire along the lines of the agreement that ended Israel’s assault on Gaza in the summer of 2014, and an uneasy calm returns to Gaza in the evening. “The situation remains very precarious and can blow up again,” says a foreign source involved in the talks. “Israel reserves its freedom to operate,” says a senior Israeli official who also confirms that the cabinet agreed to the cease-fire. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine.
