Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli forces also demolish several homes and agricultural structures in Duma, displacing around 50 people. Israeli forces arrest 48 Palestinians during late-night raids in and around Hamala, Hebron, Deir al-Ghusun, Bayt Rima, Balaa, Nablus, Kafr ad-Dik, and Qalqilya. In Gaza, telecommunications services are down for the seventh day in a row. Israeli forces bomb Gaza City, Rafah, Beit Hanun, Beit Lahiya, al-Nuseirat refugee camp, Jabalia refugee camp, Maghazi, and Khan Yunis, killing at least 172 people, including 16 in an airstrike on a home in Rafah and al-Quds TV news director Wael Fanouneh in an airstrike on Gaza City. Israeli forces also demolish al-Israa University in a controlled explosion after using it as a military base. In Lebanon, Israeli forces bomb Aitaroun, Meiss Ej Jabal, Kfar Kila, and Odaisseh, causing damage. Lebanon’s National News Agency says Israel has used white phosphorus in Meiss Ej Jabal. In the Red Sea, the Houthi movement says it has attacked a ship 85 nautical miles off the coast of Yemen with “naval missiles,” causing damage. The U.S. military says it has bombed 2 anti-ship missiles ready to be launched in Yemen. In Iran, Pakistani forces bomb Baluchi separatists, killing 9 people, in what appears to be retaliation for an Iranian strike on Pakistan on 1/16. More than 24,620 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 61,830 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 361 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 90 children. More than 4,252 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 98 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, Israeli settlers shot and injured a Palestinian during a raid in Surif. Israeli forces shoot and kill a Palestinian child and injure 7 others during a raid in Bayt Rima. Israeli forces also shoot and injure 2 Palestinians with live ammunition during a raid in Balata refugee camp. Elsewhere, Israeli forces shoot and injure a 12-year-old boy during a raid in Ya’bad. Israeli forces also shoot and injure a Palestinian at a checkpoint near Nablus. In Gaza, Israeli forces bomb Khan Yunis, Jabalia refugee camp, Dayr al-Balah, Nuseirat refugee camp, and al-Bureij refugee camp, killing at least 162 people and attacking the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the fourth day in a row. Israeli forces also withdraw from the Gaza City neighborhoods of Daraj and Tuffah after spending 10 days demolishing homes and cemeteries. Israel says it attacked more than 100 targets in Gaza overnight. Rockets fired from Gaza cause damage in Sderot. In Lebanon, 8 rockets are fired at Kiryat Shimona, no damage was reported. Blinken arrives in Turkey, the first stop on his Middle East visit where according to the State Department he will work toward the protection of civilians in Israel, Gaza, and the West Bank, freeing more captives, getting more aid into Gaza, ensuring Palestinians in Gaza are not forcibly displaced, deter Houthi attacks in the Red Sea, reduce tensions at the Blue Line, and takes steps toward creating a Palestinian state. PA foreign minister Riyad al-Maliki speaks with UK foreign secretary David Cameron. According to a PA statement, Cameron condemns comments made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of the displacement of Palestinians in Gaza. Hezbollah secretary-general Hassan Nasrallah gives a speech warning that if Hezbollah does not respond to the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut then all of Lebanon will be exposed to Israeli attacks. Family members of 6 Israelis held captive in Gaza meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the lack of progress in negotiating their release. According to Axios, Al Thani tells the families that Israel’s assassination of Saleh al-Arouri has made the negotiations harder. Al Thani also speaks with Lebanese caretaker prime minister Najib Mikati, discussing Israel’s effort to drag Lebanon into war with Israel. (AJ 1/5; AX 1/6)

In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. This is a catastrophic failing that the world must not tolerate.” (HA 10/28)

30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis.
