In the West Bank, 1 Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint. The man, who is hearing and speech impaired, did not hear that he was ordered to stop. Elsewhere, 1 Palestinian man was shot and injured in Bethlehem after he allegedly threw a Molotov cocktail near Rachel’s Tomb. 9 Palestinians were arrested during raids in and around Bethlehem, Qalqilya, Hebron, Salfit, and Nablus. In East Jerusalem, 1 Palestinian was killed by Israeli forces after allegedly stabbing 1 Israeli police officer in the Old City. Israeli settlers set fire to 13 Palestinian-owned vehicles in Bayt Safafa. 1 Palestinian started demolishing his own 3 shops in Jabal Mukabir. In Gaza, Israeli forces fired shells at Gaza, causing damage in Bayt Hanun and Khan Yunis. Incendiary balloons were launched at Israel; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Gaza City; no injuries were reported. 1 Israeli soldier received 3 months of community service and was demoted to the rank of private by a military court after entering a plea deal for the murder of a Palestinian whom Israeli forces acknowledged posed no danger. (HA 8/17)

Egyptian officials arrived in Gaza to negotiate a de-escalation of tension between Israel and Hamas and other Palestinian factions in Gaza. (HA, HA 8/17)

Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In an interview with Sky News Arabia, Prime Minister Netanyahu said that both Israel and the UAE are “advanced democracies.” (AJ, HA, HA 8/18)

U.S. senior advisor to president Donald Trump, Jared Kushner, said that the U.S. will not permit Israel to annex parts of the West Bank “for some time” and said that “Israel has agreed with us that they will not move forward [on annexation] without our consent.” (AJ, HA 8/17)

At a rally in Wisconsin, U.S. president Donald Trump said that he moved “the capital of Israel [U.S. recognition of Jerusalem as the capital of Israel] to Jerusalem . . . for the Evangelicals.” He continued that “the Evangelicals are more excited by that than Jewish people.” (HILL 8/17; IN 8/18; HA 8/19)

In the Gaza Strip, the IDF continues its assault on the Gaza Strip, killing 151 Palestinians, except during a 12-hour humanitarian cease-fire. There are no Israeli strikes during the pause, but IDF troops continue to destroy tunnels. During the pause, residents of Gaza stock up on supplies and inspect the damage done to property. The armed Palestinian groups fire rockets into Israel both before the 12-hour humanitarian cease-fire and immediately after, causing no serious damage or injuries. The IDF announces that 2 soldiers died of their wounds. In the West Bank, IDF troops clash with Palestinians nr. Hebron, at the funeral for a man killed the previous day in al-‘Arub r.c., causing no serious injuries. IDF troops shoot and wound 6 Palestinians with live ammunition in n. Bethlehem, during clashes nr. Rachel’s Tomb. In Bayt Furik nr. Nablus, IDF troops injure 5 with live ammunition during clashes with residents. In the morning, U.S. Secy. of State Kerry and senior European diplomats, including the FMs of France, Britain, Germany, and Italy, as well as their counterparts from Qatar and Turkey, meet in Paris and call for an extension of the 12-hour humanitarian cease-fire. French FM Fabius, speaking for the group, says that they all “want to obtain, as quickly as possible, a durable, negotiated cease-fire that responds both to Israeli needs in terms of security and to Palestinian needs in terms of the socialeconomic development and access to the territory of Gaza.” (AFP, AP, HA, JP, MNA, REU, WAFA 7/26)

In the evening, the Israeli security cabinet responds to the calls from the international community and decides to unilaterally extend the humanitarian cease-fire for 4 hours, then an additional 24 hours, though IDF troops will continue seeking out and destroying tunnels. West Bank, a Palestinian dies at a checkpoint en route to work inside Israel, apparently caused by overcrowding. In Bethlehem, Palestinians throw a pipe bomb at Rachel’s Tomb, lightly injuring 1, while separately, Palestinians throw an improvised explosive device at a military base nr. Bethlehem, causing no damage or casualties. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and nearby Balata r.c., and in 1 village each nr. Tubas and Tulkarm at night; patrols in 1 village each nr. Ramallah and Tulkarm in the morning, and in Tulkarm and 1 village each nr. Hebron and Ramallah at night. Jewish settlers attack a school and water reservoir in Urif village nr. Nablus, provoking clashes with Palestinian residents. Israeli forces arrive and fire tear gas at the Palestinians. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. IDF soldiers shoot and wound 2 Palestinian teenagers, 1 seriously, in clashes between the army and protesters nr. Rachel’s Tomb in Bethlehem. Palestinians throwing stones at Israeli cars on a road nr. Beitar Illit settlement lightly injure an Israeli child. Hundreds of Palestinian protesters demonstrating in solidarity with hunger-striking prisoners march to Ofer prison nr. Ramallah and clash with Israeli forces, who wound 11 with rubber-coated metal bullets. IDF soldiers shoot and wound 1 Palestinian at demonstrations in Tulkarm, and IDF soldiers open fire and wound 2 at demonstrations in Taqou’ village nr. Bethlehem. Israeli soldiers arrest 19 Palestinian schoolchildren in Til village nr. Nablus and take them to Hawara detention facility, releasing them after around 5 hours. The IDF patrols in 1 village nr. Ramallah in the morning, and in 1 village nr. Hebron, al-Fawar r.c. nr. Hebron, and in 1 village nr. Nablus in the afternoon (clashes in all three, no serious injuries), in 1 village nr. PA Pres. Mahmud Abbas meets with his security chiefs and orders them to enforce calm in the West Bank. Meanwhile, in a press briefing U.S. deputy State Dept. spokesperson Patrick Ventrell calls on Israelis and Palestinians to ‘‘exercise maximum restraint’’ and ‘‘refrain from provocative actions that could destabilize conditions on the ground.’’ (AFP 2/25; HA 2/26)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)
