In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Israel reopened the Erez and Kerem Shalom crossings to Gaza for the first time since Israel began its attacks on Gaza on 5/9. The reopening of the crossings followed a ceasefire agreement which was reached on 5/13. (HA 5/13; REU 5/14)

Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. Israeli officials had said that Hamas did not actively partake in the firing of rockets. (QDS, QDS 5/14)

The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)  

Otzma Yehudit leader Itamar Ben-Gvir said that he opposed the Israeli budget because of a lack of funds “to Judaize the Negev and the Galilee.” (TOI 5/14)

In Gaza, Israeli forces killed 9 Palestinians during airstrikes on the third day of Israel’s attack on Gaza. Israeli forces assassinated Islamic Jihad member Ali Hassan Muhammad Ghali in an airstrike on a residential building in Khan Yunis, 2 others were also killed in the strike and 7 were injured, including 1 child and 3 women. Later Israeli forces assassinated Islamic Jihad member Ahmed Abu Daqqa in an air strike on his home in Khan Yunis, injuring 4 others, including 1 woman and 1 child. Israel also assassinated 2 members of the Mujahideen Brigades, Husain Dallol and Mohammed Dared, in an airstrike in the Shuja’iyya neighborhood of Gaza City. 2 Palestinians were killed in airstrikes in Jabaliya refugee camp. 1 Palestinian was injured in an airstrike in Nuseirat refugee camp. In Israel, 1 rocket fired from Gaza hit an apartment building in Rehovot, killing 1 Israeli and injuring 5 others. In the West Bank, an Israeli settler rammed 1 Palestinian woman near al-Arroub refugee camp, causing moderate injuries. Israeli settlers threw stones at Palestinian vehicles near Beit Umar. Elsewhere, Israeli settlers razed land near ‘Urif. Israeli forces shot and killed 1 Palestinian, injured 1 and arrested 4 during a raid in Nur Shams refugee camp. Israeli forces issued a stop-work order for a water pipeline near Maeen in the Masafer Yatta area. 23 Palestinians were arrested during late-night raids in Nablus, Tubas, Tulkarm, Hebron, Bethlehem, and Ramallah. In calls overnight, U.S. national security advisor Jake Sullivan and Secretary of Defense Lloyd Austin urged their Israeli counterparts to deescalate the situation in Gaza. Both U.S. officials also stressed the U.S.’s “ironclad support for Israel’s security.” (HA 5/10; HA, HA 5/11)

The Munich Group, consisting of the foreign ministries of Jordan, Egypt, Germany, and France, held a meeting in Berlin and expressed concern over the situation in Gaza, calling the civilian casualties “unacceptable.” (WAFA 5/11)

Israeli police issued an administrative restraining order against 2 Palestinian citizens of Israel from Tuba-Zangaria, barring them from entering Rosh Pina, Tiberias, Kfar Tavor, and Kiryat Shamona for 30 days. The 2 had not been brought in for questioning or arrested. (HA 5/11)

On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. PA prime minister Mohammad Shtayyeh also laid the cornerstone for the Shireen Abu Akleh press museum in Ramallah which is scheduled to open in 2025. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. The Arab League called Israel’s attacks on Gaza “barbaric” in a statement after an emergency session. (AJ, HA, REU, WAFA 5/10)

The UAE, France, and China called a closed-door emergency meeting at the UN Security Council on the Israeli attacks on Gaza. The U.S. prevented a statement critical of Israel from being published. (HA 5/10; HA 5/11)

The Palestinian Journalist Syndicate condemned Israeli restrictions on press crews entering Gaza to cover the Israeli assault. (WAFA 5/10)

Al-Mayadeen TV and Al Jazeera reported that Palestinian factions in Gaza agreed to a ceasefire but insisted that Israel commit to stopping assassinations, which Israel refused to do. (HA, REU 5/10; AJ 5/11)

Haaretz reported that based on UN data Israeli settlers had vandalized around 5,000 trees in the West Bank in the past 5 months. (HA, MEE 5/10)

U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In Gaza, Israeli forces assassinated 3 Islamic Jihad commanders, Khalil Bahtini, commander of the northern region, Tareq Izzeldeen in Gaza City, and Jihad Ghanam, secretary of the military council, in Rafah in simultaneous airstrikes. The strikes also killed 10 others, including 4 women, 4 children, and 1 Russian-Palestinian, and injured 20. In the assassination of Izzeldeen, Israeli forces fired 2 missiles at the fifth and sixth floor of an apartment building in the al-Rimal neighborhood of Gaza City, killing Izzeldeen and his 2 children on the fifth floor and a family of 3 on the sixth floor; 6 were injured. In the assassination of Bahtini, Israeli forces fired 2 missiles at his home in al-Sha’af neighborhood of Gaza City, killing him, his wife and child, and 2 others in a neighboring building, including 1 child; 6 others were injured, including 3 children and 2 women. In the assassination of Ghanam, Israeli forces dropped 3 GBU-19 bombs on his home in Rafah, killing him and his wife and injuring 6 others, including 1 child. Later, and without receiving a response from Islamic Jihad, Israeli forces assassinated 2 members of Islamic Jihad, Wael al-Agha and Saed Farwana, in an airstrike on their car in Khan Yunis; 2 others were injured. Israel called the attacks “Operation Shield and Arrow.” In the West Bank, after the attack on Gaza, Israeli forces raided Nablus, injuring 12 Palestinians with live ammunition, including 1 minor, and injured 90 others with tear gas. Israeli settlers set up tents on Palestinian-owned land in Jaba’. Israeli forces assaulted members of the Hebron Municipality Council who were attempting to reopen an office at risk of being taken over by settlers. In response to Israel’s attack on Gaza (see above), Hamas spokesperson Hazem Qassem said, “[w]e do not accept that this is an attack specifically directed at the Islamic Jihad. From Hamas' point of view, this is an attack against the Palestinian people, and therefore there will be a proportionate response whose details will be determined by the joint operations room of all factions.” The PA called the Israeli attacks “organized state terrorism.” Egypt, Turkey, and Jordan’s foreign ministries issued statements condemning Israel’s attack on Gaza and Nablus. Following Israel’s attack on Gaza (see above), National Security Minister Itamar Ben-Gvir announced that his Jewish Power party would return to the Knesset. Ben-Gvir and his party started boycotting the Knesset on 5/3 after what he called a “lenient” response by the Israeli government to the protest that occurred after the Adnan Khader died in an Israeli prison on 5/2. Ben-Gvir called the attack “a nice start” and said it was time for “policy change in Gaza.” The assassinations and larger operation were approved by Prime Minister Benjamin Netanyahu and Attorney General Gali Baharav-Miara on 5/5 but were not presented to the security cabinet. The Committee to Project Journalists issued a report saying that Israel has not held anybody accountable for the killing of 20 Palestinian and foreign journalists since 2001, creating a “chilling effect” on press freedoms. In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Jalud and slashed a tire on their tractor. Israeli settlers also assaulted Palestinian farmers in Qaryut. 18 Palestinians were arrested during late-night raids in and around Bethlehem, Ramallah, Jenin, Nablus, and Habla. The Israeli military said it had indicted 1 Israeli soldier for abducting and assaulting 1 Palestinian man in the West Bank before abandoning the man. The Israeli military prosecution said it also intends to file charges against 3 other soldiers who were involved. (HA 5/8)

EU ambassadors to Israel announced that they will not participate in the EU Europe Day event in Tel Aviv because of Israeli national security minister Itamar Ben-Gvir’s insistence on participating and speaking at the event. The decision was made at an emergency meeting where only the Hungarian and Polish representatives did not oppose participating in the event. The EU delegation issued a statement saying, “we have decided to cancel the diplomatic reception, as we do not want to offer a platform to someone whose views contradict the values the EU stands for.” Ben-Gvir insisted on 5/7 that he will attend to voice criticism of the EU stance on the Palestinian-Israeli conflict. National Security Minister Ben-Gvir and border police commander Amir Cohen issued a statement saying that the border police officer who was convicted on 5/2 for assaulting a Palestinian woman in the Old City in 2021 has been reinstated to the border police until the legal proceedings against her are over. Brett McGurk and Amos Hochstein, senior advisors to U.S. president Joe Biden, met with Israeli prime minister Benjamin Netanyahu after participating in meetings with Saudi crown prince Mohammad bin Salman on 5/7, discussing normalization between Saudi Arabia and Israel. In the West Bank, Israeli settlers set up 3 tents and vandalized Palestinian-owned vehicles in Deir Dibwan. Israeli settlers also raided a spring in Qaryut. Israeli forces shot and injured 2 Palestinians near the separation wall in Habla. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. 17 Democrats in the U.S. House of Representatives introduced the “Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act.” The lawmakers, led by Betty McCollum (D-MN), were calling for additional oversight of Israel’s spending of U.S. aid. The PLO Executive Committee held a meeting in Ramallah. The committee mainly discussed developments related to the occupation and the upcoming Nakba commemoration at the UN where PA president Mahmoud Abbas will deliver a speech. (QDS, WAFA 5/4)

In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of his Religious Zionist Party that Khan al-Ahmar needs to be demolished because of its strategic location and not because it is unrecognized by Israel, as has been the official Israeli line so far. Smotrich said “[i]t is the area that will decide if heavens forbid there will be territorial contiguity that will connect Bethlehem with Nablus and Ramallah.” (HA 5/1)

In Syria, Israeli forces conducted airstrikes at Aleppo Airport, killing 1 soldier and injuring 7 others, including 2 civilians. Aleppo Airport was forced to close due to the damage. (AJ, ALM, AP, REU 5/1; HA 5/2)

U.S. senator Chris Van Hollen (D-MD) urged U.S secretary of state Antony Blinken not to edit the new report by the U.S. security coordinator for Israel and the PA Michael Fenzel on the Israeli killing of Al Jazeera journalist Shireen Abu Akleh before it is shared with Congress. Van Hollen said that individuals in the State Department had contacted his office about proposed changes to the report before it is handed over to Congress. (AJ, AX 5/2; HA 5/3)

In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. Israel’s acting interior minister Michael Malchieli wrote a letter to the father of the Palestinian man who hit and killed 3 Israeli settlers with his car on 2/10, saying that Israel may revoke his East Jerusalem residency. The U.S. State Department withdrew the nomination of James Cavallaro as an independent member of the Inter-American Commission on Human Rights after the pro-Israel publication the Algemeiner published a story on Cavallaro’s criticism of Israel. U.S. State Department spokesperson Ned Price said that tweets that Cavallaro had posted in the past were “inappropriate to say the least,” referring to tweets where Cavallaro criticized representative Hakeem Jeffries (D-NY) for accepting donations from AIPAC and criticized Israel’s human rights record. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. Axios reported that U.S. secretary of state Antony Blinken asked PA president Mahmoud Abbas to pause the PA’s efforts for justice at the UN and other international organizations and to resume security coordination with Israel in exchange for Israel pausing settlement expansion, demolitions of Palestinian homes, and evictions. Israel was reportedly ready to reduce but not halt its activities, while the PA reportedly was ready to pause its efforts. (AX 2/7)
