In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, for the 2d day in a row, Israeli settlers from the Yitzhar settlement clashed with Israeli forces. Israeli settlers also damaged a Palestinian-owned home near Jalud. Israeli forces shot and injured a Palestinian minor who allegedly was throwing stones near Qalqilya. Israeli forces handed out notices in Qaryut informing residents of plans to seize 700 dunams (173 acres) of Palestinian-owned land. Elsewhere, in ‘Azun, Israeli forces closed a metal gate on an eastern entrance and put up a flying checkpoint on the western entrance to the town. 2 Palestinians were arrested, including 1 at a checkpoint in Qalqilya; and 1 during a house raid in Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; at the same time, Israeli forces arrested 5 Palestinians in the area. In Gaza, the Erez border crossing was closed by Israel. After 5 days of protests in Lebanon, the Lebanese cabinet approved new measures to deal with the country’s economic crisis, including cutting the salaries of top officials in half. Prime Minister Sa’d Hariri said that the measures would reduce the country’s deficit by $3.4 billion in 2020. (HA 10/21)

In the West Bank, Israeli settlers attacked Palestinian farmers picking olives, injuring 1 in Tell. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 was injured by live ammunition, others suffered tear-gas related injuries. 1 Palestinian was shot by Israeli forces at a checkpoint near Barta‘a. Israeli forces raided the headquarters of the Health Work Committees in Ramallah, damaging furniture. Israeli forces also raided the family house of an alleged Palestinian attacker and took measurements for a punitive demolition of the house. 9 Palestinians were arrested, including 5 during late-night raids in and around Ramallah, Hebron, and Nablus; 2 at a checkpoint in Bayt Furik; and 2 during house raids in Qalqilya. In East Jerusalem, 1 Palestinian was detained at the Haram al-Sharif compound; he was banned from entering the compound for 15 days. In Gaza, 71 Palestinians were injured during the 78th Great March of Return protest, including 33 by live ammunition. In the West Bank, Israeli forces sealed off ‘Azun east of Qalqilya. Israeli forces also demolished and confiscated a barrack and confiscated a welding machine and other tools in Dura near Hebron. Israeli forces arrested 21 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem. Israeli settlers with military escort performed religious rituals and prayers at Joseph’s Tomb near Nablus, leading to confrontations with local residents suffering tear gas inhalation. In East Jerusalem, Israeli forces handed demolition orders for several structures to Palestinians in Issawiyya. An Israeli official said that Israel had been in contact with countries in the Middle East to facilitate Palestinians in Gaza emigrating. The official also said that Israel would pay for the flights of Palestinians wanting to leave Gaza; however according to the official, no country had been willing to allow Palestinians from Gaza to immigrate to their country via the Israeli proposal. At a press conference with Israeli prime minister Benjamin Netanyahu, Ukraine’s newly inaugurated president Volodymyr Zelensky announced that his administration would open an investment center in Jerusalem. According to Haaretz, Israeli had hoped that Ukraine would have moved its embassy to Jerusalem. (HA 8/19)

In the West Bank, Israeli settlers set fire to Palestinian-owned agricultural lands in Burqa, they subsequently opened fire at Palestinians seeking to put the fire out; no injuries were reported. In a separate but similar incident, Israeli settlers attacked Palestinians in ‘Urif after trying to ignite agricultural lands. Israeli settlers also sprayed racist graffiti on Palestinian-owned buildings and vehicles in al-Zawiya. 3 Palestinians were arrested by Israeli forces in Qalqilya and Aida refugee camp. In East Jerusalem, 1 Palestinian was killed and another wounded after stabbing 1 Israeli policeman near the Haram al-Sharif compound. After the stabbing, Israeli police closed Haram al-Sharif for 2 hours after which only persons older than 50 were allowed on the compound. Also in the Old City, Israel’s Minister of Agriculture Uri Ariel toured the Haram al-Sharif compound along with Israeli settlers. Israel’s Interior Ministry announced the U.S. congresswomen Ilhan Omar (D-MN) and Rashida Tlaib (D-MI) would not be allowed to enter Israel and the West Bank for their planned visit. The ministry stated that the 2 congresswomen were denied entry on the basis of their involvement in the BDS movement. U.S. president Donald Trump had hours earlier tweeted that “[i]t would show great weakness if Israel allowed Rep. Omar and Rep. Tlaib to visit. They hate Israel & all Jewish people.” The decision sparked criticism from members of Congress from both parties and from pro-Israel organizations such as AIPAC. (HA, Twitter, WAPO, WAFA 8/15)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. The UNRWA released a statement urging donors to contribute, as UNRWA needs an additional $60 million to continue providing food for 620,000 Palestinians in Gaza. (AJ 5/13)

In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). Abu Baker said that the IPS had agreed to install pay phones in the jails and to release some prisoners from solitary confinement. (WAFA 4/7)

In the West Bank, Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging 2. IDF troops arrest 5 Palestinians during late-night raids near Ramallah, Nablus, and Qalqilya; and patrol near Hebron. In East Jerusalem, Israeli forces arrest a Palestinians while she is leaving Haram al-Sharif. They also ban an Islamic Waqf guard from the city for a week. After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). For the 2d day in a row, hundreds of Palestinians gather in Gaza City to protest the high cost of living and the restrictions on imports to Gaza. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel near Bayt Hanun. In East Jerusalem, Muslim worshippers tear the doors off a building in the al-Rahma Gate prayer area at Haram al-Sharif, protesting the recent Israeli restrictions at the sanctuary. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Bi‘lin near Ramallah; 1 Palestinian is injured. IDF troops also shoot and injure 5 Palestinians during clashes sparked by an IDF patrol in Jalazun refugee camp near Ramallah. IDF troops also patrol near Hebron, Nablus, and Qalqilya. The organizing committee behind the Great March of Return announces that today’s planned demonstrations along Gaza’s border have been cancelled in light of the extensive Israeli air strikes in Gaza last night. Unidentified Palestinians launch a number of projectiles from Gaza into southern Israel late at night. Israel’s Iron Dome missile defense system intercepts at least 6 and the rest land open areas, causing no damage or injuries. Afterwards the Israeli Air Force conducts air strikes on approximately 100 Hamas sites across Gaza; at least 4 Palestinians are injured and extensive damage is wrought. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. In the West Bank, IDF troops fire tear gas onto the grounds of a Palestinian elementary school near Hebron, causing minor injuries and forcing the school to close temporarily. They also arrest 12 Palestinians during late-night raids in and around al-Bireh, Jericho, Qalqilya, Jenin, and Hebron; and patrol near Nablus and Hebron. Israeli forces demolish 2 Palestinian homes south of Jerusalem, demolish a Palestinian barn near Bethlehem, and confiscate a Palestinian sewage transport vehicle near Nablus. In East Jerusalem, the Israeli authorities re-open the entrances to Haram al-Sharif, having shut them down in response to an alleged firebomb attack on 3/12. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31.
