An Israeli settler is stabbed and injured at a bus stop near the Neve Yaakov settlement; a Palestinian child is later arrested and accused of stabbing the settler. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Israel approves aid funded by the UAE entering Gaza via the sea. The aid will be shipped from Cyprus to a dock controlled by Israel where it will be distributed using hovercrafts. (AJ, HA 3/6)

Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. More than 15,523 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. The U.S. also said that its Rumalyn Landing Zone base in Syria was attacked by 15 rockets. (AJ, HA, HA, NYT 12/3; AJ 12/4)

In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Israel subsequently shelled areas of Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. Prime Minister Shtayyeh also spoke with Facebook executives about Facebook’s censuring of Palestinian voices on its platforms. (WAFA, WAFA 5/19)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. This was the 4th time the UNSC had met to discuss the escalation between Hamas and Israel since it began and the 4th time that the U.S. has blocked a statement. (AX 5/18; AJ, REU 5/19; HA 5/20)

South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Meanwhile, IDF troops arrest 6 Palestinians during late-night raids in and around Jenin, Qalqilya, Bethlehem, and Hebron; and patrol near Hebron, Jenin, and Qalqilya. Along Gaza’s border, IDF troops shoot and kill a Palestinian minor approaching the border fence near al-Bureij refugee camp. It’s unclear why they opened fire. Armed fighters in Gaza launch 28 rockets and other projectiles into Israel. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. The IAF conducts another wave of air strikes, hitting at least 30 Hamas and PIJ sites across Gaza and destroying a tunnel reaching approximately 900 meters into Israeli territory. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. Hamas authorities suspend the CEC’s work a day before voter registration is scheduled to open across Gaza, accusing Fatah authorities of having intimidated Hamas supporters in the West Bank to keep them from registering there. Fatah spokesman Fayiz Abu Aita calls the Hamas action a ‘‘suspension of the reconciliation process.’’ (NYT 7/3)

In Israel, public debate intensifies regarding a 2/2012 High Court decision to order the 2002 Tal Law, exempting ultra-Orthodox yeshiva students from military service, to expire on 7/31 and to move toward a universal draft. Fearing a coalition split over the issue, Israeli PM Netanyahu disbands a committee he had charged with forming the new policy on national military service. Instead, he orders the leaders of the parties in his coalition to draft the policy proposal, stating that if no agreement can be reached by 7/31, he will instruct the IDF to ‘‘draft according to its needs’’ but take ‘‘into consideration the various publics so as to prevent a rift in the nation.’’ Kadima head Mofaz, who joined the coalition based on a pledge by Netanyahu to move toward a universal draft, calls the move a ‘‘crass’’ violation of their coalition agreement. Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

The Israeli human rights group Peace Now issues an 8-mo. assessment of Israel’s temporary settlement construction freeze documenting that: (1) construction of at least 600 housing units in over 60 different settlements has begun during the freeze, with at least 492 of those units being constructed in direct violation of the freeze; (2) some 2,000 housing units started before the freeze was implemented on 11/26/09 are currently under construction; and (3) new construction starts during the freeze constitute approximately half of the normal settlement construction pace. Israel’s Jerusalem municipal authority approves construction of 40 settlement housing units in Pisgat Ze’ev settlement in East Jerusalem. In the West Bank, the IDF dismantles and confiscates a Palestinian irrigation network nr. Hebron; patrols in 2 villages nr. Salfit at midday, making no arrests; arrests 3 Palestinian children (ages 13–14) nr. the separation wall nr. Bil‘in; sends undercover units in Jafna village nr. Ramallah late in the evening, raiding 2 Internet cafes and arresting 1 Palestinian; conducts late-night arrest raids, house searches nr. Hebron, Qalqilya. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Late this evening, in response to assassinations in recent days, the AMB, Hamas, the PRCs stage a joint attack on the Qarni crossing, killing 4 Israeli civilian workers at the crossing and 2 Israeli Palestinian truck drivers waiting to cross, wounding 10 people (4 of them Israelis, others not identified)—in the attack, 3 armed men, 1 fr. each group, detonate a truck bomb on the Palestinian side of the crossing, blowing open a gate to the Israeli side, then open fire with automatic weapons and toss grenades, while other mbrs. at a distance reportedly fire mortars and automatic weapons at the crossing; the 3 Palestinians initiating the attack are shot dead by the IDF. In response, IDF helicopter gunships fire rockets at Dayr al-Balah, the suspected home of the bombers, destroying a medical center run by a charity with links to Hamas and Islamic Jihad, wounding 1 Palestinian; IDF tanks also fire on targets in s.
